My proudest achievement would have to be the implementation of the ALICE program that we brought to the university about 10 years ago. Chief Owens and I have trained and taught the university community on what to do if there's an active aggressor on campus. Watch.

As Executive Director of Public Safety, Megan oversees the university's police, mobile security, facility security, communications center and emergency management. She is ensuring a safe, resilient and inclusive environment for all. Megan is passionate about promoting an interactive and positive relationship between the the division and the CWRU community, as well as the public.
Megan is a member of the Cuyahoga County Local Emergency Planning Committee, the Cuyahoga County Emergency Services Board Emergency Management Committee, State of Ohio Training Committee and a member of the Executive Committee for the Emergency Management Association of Ohio.

Paul Owens was named Case Western Reserve University's Interim Chief in March of 2022 and Chief of Police in October 2022. His police career began in 2006 as part of the initial police department. Since then, Owens has advanced through the ranks, serving as a corporal, training sergeant, sergeant and lieutenant.
During his leadership tenure, he has been working to re-energize the police and security department and advance the reputation as a respected department through training, discipline, accountability, and stimulating creativity and growth. Owens is committed to building the police department's internal and external relationships by focusing on strong customer service.
Chief Owens holds a bachelor's degree in Justice Studies from Kent State University. He is a recent graduate of the 515th class of the School of Police Staff and Command of Northwestern University and is a graduate of the Cleveland Height's Police Academy.
Paul is a proud member of the International Association of Chiefs of Police (IACP), National Tactical Officers Association (NTOA), Ohio Tactical Officers Association (OTOA), International Law Enforcement Educators and Trainers (ILEETA) and Internal Association of Campus Law Enforcement (IACLEA).
Paul and his wife have been married for over 15 years and have 3 children. In addition to spending time with his family, he enjoys coaching his kids in the various sports they play.
I joined the CWRU team because of how diverse the campus community is. There are so many different people working to make the campus a better place. I enjoy interacting with people and knowing that I play a role in making the campus safer.
