Dave Bainbridge-Zafar

Dave joined the PSO Board in October 2023. Originally from the UK, he has a strong background in property management in both the public and private sector. He moved to New Zealand in 2017 and spent five years at Dunedin City Council, leading the Property Services department, where he was responsible for a diverse property portfolio that included almost a thousand social housing units. Dave now manages the property function for Te Whatu Ora (Health NZ), looking after hospitals and healthcare facilities across Otago and Southland. Dave is a Member of the Institute of Directors and is also on the Board of Directors for Habitat for Humanity. In his spare time, he coaches rugby for the University of Otago. Dave lives in Dunedin with his wife Asuma.

Gillian Musuka

Gillian joined PSO's Clinical Governance Committee in June 2021, and was appointed to PSO's Board in March 2022.

Jessica Palmer

Job Titles:
  • Professor of Law
Jessica joined the PSO Board in October 2019. Jessica is a Professor of Law and the Pro-Vice-Chancellor, Humanities at the University of Otago. She teaches and researches in trusts, contract and commercial law. She has experience in not-for-profit governance, and currently sits on the boards of Knox College and Salmond College Incorporated (residential halls in Dunedin), and Laidlaw College (national theological college). Jessica lives in Dunedin with her husband and four young children.

Kerry Enright

Kerry was appointed Deputy Chair in February 2023. He is a minister at Knox Church in Dunedin. His iwi is Waikato and his waka is Tainui. Kerry practised law in Auckland before studying theology in Dunedin and USA. He has been a Presbyterian minister for about four decades and has served on many boards and as CEO in organisations in New Zealand and Australia.

Mark Shirley

Mark has worked in community-based healthcare for over 20 years. He is a physiotherapist and currently works as part of the Executive Team at Habit Health where he is responsible for clinical innovation across the interdisciplinary team. Mark is also a chartered member of the Institute of Directors. Mark grew up in Dunedin and studied at the University of Otago. He is a proud Dunedinite and enjoys spending time exploring the many outdoor activities the city has to offer with his wife Olivia and their two children.

Stephanie Pettigrew

Job Titles:
  • Member of the Board and Leadership Team
Stephanie Pettigrew joined the Board in late 2017, was appointed Deputy Chair in May 2019 and became Chair in February 2023. She is a director at Marks & Worth Lawyers, where she works in family property law, assisting clients with relationship property matters, trusts, estates, property transactions, elder law and charities. Stephanie is trained in collaborative law and is a member of Collaborative Resolution NZ. She is also on the panel of lawyers in Otago who are appointed by the Family Court to represent individuals who do not have the mental capacity to make decisions for themselves regarding their property or their personal care and welfare.

Stephen Christensen

Stephen joined the PSO Board in 2021. A barrister specialising in environmental law, Stephen works nationally from his Dunedin base. He has experience in both commercial and not-for-profit governance, including having served on the boards of the Dunedin Symphony Orchestra and Interserve NZ. Stephen is married with three adult children.

Stephen Willis

Stephen joined the PSO Board in 2021. He is the Chief Operating Officer of the University of Otago, where he provides strategic leadership, planning and management across the university's operational functions and capital developments. Prior to his current role, Stephen had extensive experience in the military, in nursing as a nurse and Nurse Manager, and in project development. He is also a member of the Institute of Directors New Zealand, the Australian Institute of Project Management (AIPM), the Association for Tertiary Education Management (ATEM) and has held board positions for both government and charitable organisations. Stephen is a qualified and licensed practitioner in Portfolio Management, holding a Master's Degree in Project Management (Property Development), a Master's Degree in Health Science (Health Service Management), and a Bachelor of Nursing. Stephen enjoys living in Dunedin with his wife and young family.

Tanya Povey

Tanya joined the PSO Board in October 2023. Tanya is a qualified radiographer and worked at Auckland Hospital, then retrained and qualified as a physiotherapist. She has spent the majority of her career working in the broader health and community sector including as a self-employed physiotherapist, and significant time working within the not-for-profit sector. Tanya currently works for IHC Group in health and safety. She is a member of the Institute of Directors and also serves on the Board of Whai Rawa and associated entities. Whai Rawa are the commercial investment company of Ngāti Whātua Ōrākei. Tanya is married and mother to three wonderful young men. She enjoys playing hockey, a sport that has provided some amazing lifelong friendships as well as great opportunities to travel.
