Allan Bruce

Allan Bruce has over 45 years experience in the construction industry, including an extensive background in trades training and workforce development. His career has encompassed many aspects of the industry including working as a mobile crane operator, trades instructor, managing a private trades training institute and as a union representative. An active member of the Canadian trades training community, Allan has dedicated significant time to organizations that promote and facilitate apprenticeship training for the skilled trades. He participated as a member of the national Operating Engineers Joint Apprenticeship and Training Council. Allan is a past Board member, and Chair of the Canadian Apprenticeship Forum and a Board member of the Asia Pacific Gateway Skills Table. As well, he has been a Director of both the Industry Training and Apprenticeship Council and the BC Industry Training Authority. He has participated as a Director of Skills Canada BC. From 2014 - 2019 Allan was a consultant on Workforce Development for the BC Provincial Government through the Premier's LNG Working Group and the BC Workforce Development Advisory Group. In 2014 Allan was recognized for his contributions to trades training in Canada through receiving the Darryl Cruickshank Memorial Award from the Canadian Council of Directors of Apprenticeship. Allan also participated as Board Director on the National Roundtable on the Environment and the Economy. Since taking early retirement in 2012 Allan has worked as a workforce development consultant with a focus on construction industry workforces. For the past two years Allan has been the Chair of the Board of Directors of BC Infrastructure Benefits Inc and Allan currently participates as a Director on the TI Corp Board.

Amanda Farrell - CEO

Amanda Farrell is the Chief Executive Officer at Transportation Investment Corporation (TI Corp). She took on this role in December 2018 to lead the management and delivery of major infrastructure projects, including the Pattullo Bridge Replacement, the Kicking Horse Canyon Project - Phase 4 and the Broadway Subway Project. Since that time, TI Corp's portfolio has expanded to include the Highway 99 Tunnel Program (including the new Steveston Interchange), and the Surrey Langley SkyTrain Project. Prior to TI Corp, Amanda served as the President and Chief Executive Officer at Partnerships BC (now named Infrastructure BC) for five years. Her focus was strengthening relationships with clients and contractors to develop major public infrastructure projects from hospitals and courthouses to transit lines. She also served as the Chief Project Officer in the now completed Evergreen SkyTrain Line in Vancouver. Earlier in her career, Amanda gained public policy and operational experience in the UK before moving to British Columbia. She was honoured by her peers as the recipient of the 2018 Women's Infrastructure Network Outstanding Leader award.

Chantelle Gergley

Chantelle Gergley is the Chief People and Culture Officer at Transportation Investment Corporation. She joined TI Corp in April 2019 as the Human Resources Director after a career in the BC Public Service. The majority of Chantelle's public service experience has been at the Ministry of Transportation and Infrastructure in the Human Resources field. In addition, she served as the Operations Manager in the Peace District and as the Deputy Director and Deputy Registrar of the Passenger Transportation Branch. Her passion is in the field of Human Resources, and she loves working in the industry of transportation project delivery. She has brought that interest, experience and knowledge to TI Corp and worked with the team to build a culture that is people-centric and values-based as a business partner with the leaders in the organization. Chantelle supplements her fulfilling career with friends, family and a love for travel and let's not forget her dog, Winston.

Debbie Fritz - CIO

Debbie Fritz is a Project Management Professional and the Chief Information Officer at Transportation Investment Corporation. Debbie joined the team in April 2021 and is responsible for Information Technology, Information Management and Facilities. Debbie has more than 25 years in the Information Management and Information Technology field working in the Public Service which includes 10 years in the transportation sector and experience managing the technology side of Intelligent Transportation Systems (ITS) for transportation infrastructure within British Columbia. Debbie managed over 200 systems including the Drive BC website. In addition to her professional career, Debbie enjoys spending time on the boat at Shawnigan Lake with her family and four legged friends (Zoey & Lucy).

Gigi Chen-Kuo

Gigi Chen-Kuo is a corporate director, strategic advisor, senior executive, lawyer and governance professional with extensive experience in the public and not-for-profit sectors. Gigi was the Chief Operating Officer of TransLink, Metro Vancouver's public transportation agency with over $2 billion annual revenues, prior to her retirement in 2023. As Chief Operating Officer, Gigi was the head of TransLink's Business Technology Services, Real Estate, Commercial Strategy & Innovation, Legal Services, Corporate Secretary, Indigenous Relations, Equity Diversity & Inclusion, Internal Audit & Continuous Improvement, Insurance & Claims, Privacy, and Access to Information functions. She previously held the position of General Counsel and Executive Vice-President Corporate Services. She also served as TransLink's Interim CEO from February to July of 2021. Currently, Gigi is on the Boards of the British Columbia Automobile Association, Transportation Investment Corporation, and Union Gospel Mission. Past Board appointments include Consumer Protection BC, Commissionaires BC and the Boys and Girls Club of South Coast BC. She also chaired the Boards of TransLink's captive insurance company and Transit Police employer entity during her tenure at TransLink. Gigi is a graduate of the ICD-Rotman Directors Education Program. Gigi is a member of the Allard School of Law Dean's Advisory Committee, Centre for Business Law at the University of British Columbia. In 2022, Gigi was nominated for a YWCA Women of Distinction Award in the Business & the Professions category and was a shortlisted nominee for the Women's Infrastructure Network's Outstanding Leader Award.

Glen Copping

Glen has been in healthcare in BC for the last seven years, currently with Pacific Blue Cross, BC's largest health insurer, as Senior Vice President and Chief Financial & Investment Officer. Previously he was with Vancouver Coastal Health as CFO & Vice President, Systems Development and Performance. In these roles he delivered a wide range of corporate and clinical support services and provided oversight to major business transformations, healthcare facility construction and IT projects. Prior to healthcare, Glen spent more than twenty years working for global software, hardware and services businesses in the US and Canada, primarily Microsoft and Nortel Networks. He holds a Master of Business Administration from SFU, a Bachelor of Applied Science from UBC, is a CPA in the US and Canada, and a Professional Engineer in Canada. Glen has lived and worked in seven cities. He and his partner enjoy the outdoors including skiing and biking, and their five respective children are busy with university, career and the outdoors.

James Harvey KC

James Harvey KC is General Counsel and VP of Infrastructure at Transportation Investment Corporation (TI Corp) and joined TI Corp in April 2022. Prior to TI Corp, James served as the Assistant Deputy Attorney General for the Province of BC from 2016 to 2020 and most recently as the Associate Deputy Minister, Investment & Innovation Division of the Ministry of Jobs, Economic Recovery and Innovation from 2020 until 2022. Earlier in his career, James joined the BC Public Service in 2007 and developed a busy commercial transactional practice delivering many of the Province's large transportation infrastructure projects, including the Port Mann Highway 1 Project, the South Fraser Perimeter Road Project, and the Evergreen Line Project. In addition, he was involved in several other infrastructure projects, including the Surrey Pre-Trial Services Centre Expansion Project, the Okanagan Correctional Centre, and the Children's and Women's Hospital Redevelopment Project. James began his career as a lawyer in private practice in the United Kingdom in 1996 and moved into industry in London in 2001 as in-house counsel with BAA Plc, the world's largest airport operator, with a practice focused on major infrastructure development.

Jennifer Ng - COO

Jennifer Ng is a qualified Chartered Professional Accountant and is currently the Chief Operating Officer at Transportation Investment Corporation (TI Corp). Jennifer joined TI Corp in July 2019 establishing integral project finance, cost management, and controls. She has since built up robust and agile corporate operational functions in finance and procurement. Jennifer has more than 10 years of experience in the engineering and construction field, gaining extensive accounting experience through senior accountant and management roles for a variety of companies. Prior to joining TI Corp, Jennifer was in the private sector with SNC-Lavalin, working in the Transportation and Construction divisions on rail, roads and bridges, buildings, and engineering projects. In 2012, she joined the Evergreen design-build project team as a project controller. In addition to her professional career, Jennifer is very family oriented and enjoys spending time with her husband and two young boys.

Mike Lorimer - VP

Mike Lorimer is the Vice President Major Projects Road, Bridge & Tunnel for Transportation Investment Corporation (TI Corp). He joined TI Corp in 2019 as the Executive Project Director for the Kicking Horse Canyon Phase 4 Project and has been responsible for the procurement and implementation of this challenging and complex $601 million Design Build project. Mike's background includes almost 20 years of experience in the operation, maintenance, rehabilitation, and major capital construction across the provincial highway network. As the former Executive Director of the Southern Interior Region with the Ministry of Transportation and Infrastructure, Mike managed major capital programs such as the Highway 1 Kamloops to Alberta Border 4-laning, Highway 97 Cariboo Connector 4-laning, and the Highway 97 6-laning through Kelowna. He was also responsible for the operation of over 23,000 kms of highway, which included long-term strategic planning for highway improvement programs. Mike also has extensive experience in the procurement of construction and maintenance services and is working with the Ministry to implement the collaborative construction model for the Highway Reinstatement Program on Highway 1. In addition to his proven ability to lead interdisciplinary teams, Mike has a strong background in public communications, Indigenous consultation, and stakeholder engagement.

Nicole Asselin

Nicole Asselin is an Associate and Owner Representative with K. Grassi Project Development Ltd. Previously Ms. Asselin has held position as Construction Manager, Senior Project Manager and Chief Estimator. She was involved in a variety of projects such as Tsawwassen Commons Development on first nation land, Vancouver General Hospital, Kinsman Care Extended Health Facility, Skytrain Stations, Rogers Arena, Safeco Field Stadium, Seahawks Stadium, Washington Convention Centre in Seattle and various Residential Towers in the Lower Mainland. Active in her community, she has been a Volunteer with Heritage Home Tour New Westminster and Cancer Society Fund Raising. Ms. Asselin also was involved with the Canadian Construction Women, advocating and assisting other women in a male dominated industry. She is Construction Estimator Certified from both the Canadian Institute of Quantity Surveyor and The Quantity Surveyor of British Columbia. Ms. Asselin also holds a Gold Seal Certificate from the Canadian Construction Association and is fluently bilingual.

Sabine Feulgen - Chairman

Sabine Feulgen retired in 2019 after a 30-year career with the provincial government. Most recently she fulfilled the role of Associate Deputy Minister and Chief Administrative Officer in the Ministry of Health with average annual budgets of $20 million for operating and $3 billion for capital. In this role, she provided valuable leadership on many ministry initiatives and represented the ministry on numerous boards and cross government committees covering such issues as investments in provincial infrastructure and information technology to the oversight of access to information and data sharing. As Chair of the Ministry of Health's capital boards, she provided guidance on a number of major hospital revitalization projects including the new hospitals in Haida Gwaii and Burns Lake, the revitalization and expansion of the Children and Women's Hospital, Royal Columbian Hospital, Royal Inland Hospital, the North Islands Project, and the Cowichan Valley hospital. Prior to her 5-year tenure at the Ministry of Health, Sabine was the Deputy Secretary to Treasury Board and Assistant Deputy Minister in the Ministry of Finance from 2010 to 2014 providing strategic analysis and advice to the Deputy Minister of Finance and the Minister of Finance, successfully achieving government's objective of tabling a balanced budget in 2013, after 4 years in a deficit position. Sabine has a Honours Bachelor Degree in Science (Geology) from Western University.

Terry Brown

Terry Brown was an integral part of Greyback Construction Ltd. for 25 years, including as Senior Project Manager leading commercial, industrial, institutional, and multi-residential Projects. In 2009 he retired from Greyback to launch STBR Consulting Ltd., his own construction consulting and project management company. An element of this initiative is classroom instruction for construction managers in the area, helping with the development of his fellow construction professionals. With journeyman carpenter accreditation, a CCA Gold Seal Certified Project Manager, a Certified Director and a B.Sc. from the University of British Columbia, Terry continues to regularly contribute his expertise to the industry. Terry's current and past volunteer activities include not only the BCCA and its related associations, but also WorkSafeBC, the CCA National Gold Seal Committee, the Canadian Construction Documents Committee, the Pentowna Marina Board of Directors, the Canadian Construction Association, the Construction Sector Council, the Canadian Design Build Institute, and the Canadian Apprenticeship Forum, among others. Terry and his wife Sandra have three daughters and 5 grandchildren.
