In 1937 Congress passed the U.S. Housing Act to "alleviate unemployment and to remedy unsafe and unsanitary housing conditions and the acute shortage of decent, safe and sanitary dwelling for families of low income." The legislation was designed to encourage construction, create employment opportunities, and provide shelter for low-income families and clear sub-standard housing.
