- Acting Assistant Commissioner of Technology Transformation Services ( TTS )
Ashley Mahan is the Acting Assistant Commissioner of Technology Transformation Services (TTS) within the U.S. General Services Administration (GSA). In this role, she supports TTS' mission of designing and delivering a digital government with and for the American public.
Ashley previously served as the Secure Cloud Portfolio and Federal Risk and Authorization Management Program (FedRAMP) Director and supported agency modernization by providing a standardized approach to cloud security and risk assessment. Prior to serving as FedRAMP Director, Ms. Mahan served as FedRAMP Evangelist, a role in which she led the program's efforts to promote awareness of FedRAMP and secure cloud adoption among federal agencies and Cloud Service Providers (CSPs). During her tenure as Evangelist, the program experienced a significant increase in the number of agency participants and FedRAMP Authorized cloud services. She has earned a number of awards for her leadership, subject matter expertise, and dedication to excellence.
Ashley holds an M.S. in Information Technology, B.S. in Business, and has a variety of project management and technology industry certifications.

Betsy leads training and outreach for the Federal Risk and Authorization Management Program (FedRAMP) Program Management Office (PMO). She develops and implements training for agencies, Cloud Service Providers (CSPs), and Third Party Assessment Organizations (3PAO) stakeholders in an effort to increase cloud adoption and the security of cloud computing solutions used by the federal government.
Betsy also acts as FedRAMP's Customer Experience (CX) lead. She is responsible for improving the usability of the FedRAMP website, fedramp.gov, and conducting user research by engaging with users and stakeholders to measure and improve FedRAMP services. Betsy is active on the board of the government-wide CX-Community of Practice.
Prior to joining FedRAMP, Betsy served as the manager for the General Services Administration's (GSA) government-wide Terms of Service Program and negotiated over 70 federal compatible terms of service amendments for free social media tools and apps. Betsy joined GSA FAS FedSIM in 2002 and managed the Library of Congress Copyright modernization effort. She also worked in GSA's Office of Citizen Services and Communications where she acted as Director of Public Affairs and Communications.
Prior to joining GSA, Betsy worked at Lockheed Martin Information Technology in employee communications, community relations, public affairs, and event management.

Brian Conrad joined the Federal Risk and Authorization Management Program (FedRAMP) team within the U.S. General Services Administration (GSA) in December 2018, bringing with him a wealth of technical knowledge and leadership experience.
Brian acquired his foundational leadership, technical, and project management skills while serving in the United States Marine Corps. Upon his transition from active duty, Brian joined Booz Allen Hamilton where he spent over seven years leveraging and growing his IT, cybersecurity, and project management skills supporting various clients across the Department of Defense (DOD), including the U.S. Marine Corps, United States Navy, and the Chief Information Officer for the DOD. During this time, Brian became recognized as a cloud computing/cybersecurity Subject Matter Expert within the federal government.
At GSA, Brian continues his service as the Acting FedRAMP Director since January 2021. In addition to his role as Acting Director, he leads multiple efforts associated with Joint Authorization Board (JAB) assessment and authorization activities that facilitate the authorization and adoption of commercial cloud services across the federal government.
Brian's education includes a Senior Executive Fellowship at the Harvard John F. Kennedy School of Government, an M.S. in Information Technology Management from the U.S. Naval Postgraduate School, and a B.A. in History with a minor in Economics from the University of Memphis.

- Risk and Authorization Management Program 's ( FedRAMP ) Program Manager
John Hamilton is Federal Risk and Authorization Management Program's (FedRAMP) Program Manager of Security Operations. In this role, he works to ensure effective day-to-day operations of the FedRAMP Program Management Office (PMO)'s Readiness Assessment Review (RAR) process, public-facing website, customer mailbox, and secure repository. He also coordinates with FedRAMP's Joint Authorization Board (JAB) and independent assessor accreditation body (A2LA) to ensure provisionally authorized Cloud Service Providers (CSPs) and Third Party Assessment Organizations (3PAOs) meet FedRAMP performance standards and guidelines.
John previously worked for Accenture Federal Services and Booz Allen Hamilton where he served as a trusted cybersecurity advisor for the federal government. He provided leadership, strategy, and information assurance expertise to multiple federal agencies to obtain, maintain, and enhance compliance with mandated IT policies. His extensive experience in working to improve program efficiencies and understanding of systems engineering design approaches facilitated the enterprise-wide implementation of the Department of Labor's Public Key Infrastructure (PKI) and the Department of Defense's secure mobility strategy.
Ryan Hoesing joined the team in December 2016 after serving in an executive administrative role for senior leadership at the General Services Administration (GSA). Ryan leads the team that helps manage customer engagement between agencies and Cloud Service Providers (CSPs). Ryan is in charge of making sure that authorization timelines are met through Federal Risk and Authorization Management Program's (FedRAMP)'s ever-changing kanban boards. In doing so, Ryan helps the FedRAMP Agency Authorization team push the adoption of secure cloud technologies across the federal government.
In previous roles, Ryan has demonstrated proven leadership skills in strategy and business development that he now uses in his current role with the FedRAMP Program Management Office (PMO). Ryan joined GSA in 2014 after serving as a business economic development advisor in the U.S. Peace Corps from 2012-2014. Ryan has taken classes in front-end web development that have helped fuel his interest in Internet of Things and cloud security.
Ryan holds a B.A. in Business Administration from the University of Nebraska-Lincoln and is an avid Nebraska football fan. In 2019, Ryan completed his M.S. in Cybersecurity Management and Policy. Ryan also serves as a Contract Officer's Representative (COR III) on all FedRAMP contracts.

Zach Baldwin is a seasoned General Services Administration (GSA) employee with over 15 years of experience supporting the Federal Telecommunications Service (FTS), Public Building Service (PBS), Office of the Chief Information Officer (CIO), Office of Citizen Services and Innovative Technologies (OCSIT), Federal Acquisition Service (FAS), and Technology Transformation Services (TTS). Within OCSIT, Zach led the Federal Data Center Consolidation to help create the first government-wide cloud contract and supported Federal Risk and Authorization Management Program's (FedRAMP) inception.
Prior to joining the FedRAMP team, Zach served as a project manager, leading GSA's partnership with the National GeoSpatial-Intelligence Agency (NGA) to make it easier for government agencies to purchase satellite imagery and services.
Zach currently supports several FedRAMP initiatives, including promoting authorization reuse, leveraging automation to streamline the authorization process, and exploring the development of a modular, agile approach to authorizations. When he's not working, you can find Zach helping his wife run her vintage rental business or running around after their two kids, Hank and June.
Zach graduated from Penn State with a B.A. in Marketing and International Business.
