Angie Overstreet

Angie currently serves as EMSI's Business Manager with a focus on Accounting and Contracts. Returning to EMSI in 2021 after a five-year hiatus, she brings over 15 years of accounting, Human Resources, and project management experience to our team. Prior to her return, Angie supported a Northern Virginia company with the management of contracts and over 90 subject matter experts during the process of developing raw questions for social work examinations. Indicative of her knowledge and experience, Angie is our primary controller in accounting. She will serve as the primary point of contact for our 100+ instructor cadre, responsible for auditing travel vouchers, purchase orders, payable accounts review, and database development and maintenance. Angie will continue her efforts to incorporate efficiencies within EMSI business operations to continue moving to electronic records, processes, data collection, and analysis. Within EMSI, she will continue to bring many of our internal processes into databases, such as management of our Independent Consultants' experience and qualifications, consolidation of end-of-course and workshop evaluations, and tracking EMSI issued purchase orders for development, consulting, and instruction. With newly developed skills honed during her hiatus, Angie will support our business development and contracts management to ensure the best solutions are proposed for each project and that each project is conducted as contracted. Angie will manage the RFP cycle from cradle to grave while working with the technical team to best highlight EMSI's ability to respond to each solicitation, as well as manage solicitation schedules and project reporting. Angie's return is highlighted by her past contributions to the EMSI staff that go beyond traditional accounting and management support; she is a consummate professional and a jack of all trades, willing to pitch in on a myriad of tasks to ensure that our instructors and consultants have everything they need to be successful for our clients. Customer service of the highest order is applied to both our internal and external stakeholders. Demonstrating exceptional technical proficiency, Angie tirelessly worked the Deepwater Horizon oil spill in 2010, providing remote support to over 80 EMSI contracted responders across the entire National Incident Command, Area Command, and Incident Command structures. In this capacity, Angie was responsible for processing and auditing all travel claims and reimbursement requests within government guidelines, inventorying and deploying required equipment for briefings and training in theater, and receiving invoicing and maintaining accounts payable records related to the response. Throughout the years, Angie has continued to gain knowledge of her field. Her continued education primarily has focused on Business and Accounting, with independent program study and certifications in the Incident Command System, the Essentials of HR Law, and Facilities Management.

Billy Haley

After a serving in myriad of roles in both government and industry emergency response, Billy joined EMSI in 2015 and currently serves as our Vice President of Operations. His responsibilities include marketing and business development, oversight of service delivery, client relations, and management of the subject matter expert cadre, IMT Gear, and the EMSI All-Hazards IMT. Prior to joining EMSI, Billy spent almost a decade with Oak Ridge Associated Universities (ORAU)/Oak Ridge Institute for Science and Education (ORISE) as a Senior Operations Planner where he managed preparedness and incident management projects for the Department of Energy/National Nuclear Security Administration's (DOE/NNSA). This included training development and delivery, exercise support, policy and procedures development, and response. As the subject matter expert on all issues related to incident management, Billy coordinated ICS and incident management training. Well versed in the Homeland Security Exercise and Evaluation Program (HSEEP), he designed realistic exercises that evaluated NIMS principles, such as command and management (ICS and MACS), to improve DOE/NNSA responses, while responding to real-world incidents and special events with DOE/NNSA. Preceding his work with DOE/NNSA, Billy worked at the Federal Emergency Management Agency (FEMA) National Integration Center (NIC) during the initial roll of out of National Incident Management System (NIMS). An integral part of the NIC, Billy assisted in the national implementation of NIMS, advising local, state, federal, tribal, private sector, and non-governmental stakeholders on NIMS adoption and implementation. A field operator at heart, Billy started his career in emergency management as a firefighter and emergency medical technician in New York and Virginia. Since then, he has responded to incidents of every level around the world. Significant incidents include the Northeast Power Outage in 2003 (New York), Station Fire in 2009 (California), Deepwater Horizon oil spill in 2010 (Gulf Coast, USA) and Fukushima Daiichi nuclear accident in 2012 (Japan). As part of the U.S Government response to the Fukushima Daiichi incident in Japan, Billy earned awards including the Department of Energy Secretarial Honor Award and the U.S. Department of State, U.S. Agency for International Development Meritorious Award. Following his experience at the Deepwater Horizon and Fukushima Daiichi incidents, Billy authored a paper on the complexities of both incidents, compared to domestic nuclear or radiological incidents. He has also lectured on the topic to a wide range of audiences including the National Radiological Emergency Preparedness Conference (NREP) and the Health Physics Society (HPS). Billy is still active in the nuclear/radiological response community. As a contributor to the FEMA Radiological Operations Support Specialist (ROSS) program, he has served as a primary author for all three ROSS job aids. Billy has also worked with the National Council on Radiation Protection and Measurements (NCRP), contributing to NCRP Report 179 - Guidance for Emergency Response Dosimetry. Billy holds a Masters of Public Policy from George Mason University and a Bachelors of Arts (dual majors of Public Policy and Economics) from Hamilton College. He is a certified NFPA Fire Instructor II, NIMS/ICS instructor, and a HSEEP instructor. He also holds ICS qualifications as a Resources Unit Leader and Situation Unit Leader.

Bob Neumann

With a career spanning over 25 years in the California fire service, Bob has over 40 years experience as a leader in emergency management and brings an extensive operational knowledge of the emergency response community to the EMSI cadre. With a diverse knowledge and experience in emergency and incident management, Bob rose through the ranks of the San Luis Obispo (SLO) Fire Department, from dispatcher and firefighter to ultimately serving as a Fire Chief. As a member of various Incident Management Teams, he has responded to fires, earthquakes, landslides, and floods throughout California, as well as hurricanes and hazardous materials incidents nationwide. During the Deepwater Horizon oil spill in 2010, he spent two months deployed and served in the response's IMTs. He currently serves on the US Forest Service's California Central Coast IMT as an Operations Section Chief and Liaison Officer. Indicative of his expertise, Bob has specialized training in Emergency Management, Homeland Security, Emergency Medical Services, Fire/Rescue, Hazardous Materials, Urban Search and Rescue, Aircraft Rescue Firefighting, and Advanced Incident Management. Experienced with multiple major incident/mutual aid activations under his belt, he has extensive experience working with the Multiagency Coordination System (MACS) and responding at the EOC-level for multiple major incidents. As the Director of Emergency Services for the City of San Luis Obispo, Bob was critical to the design, development, and execution emergency operations training classes and exercises for all 400+ city employees. Teaching Incident Command System, NIMS, and Multi-Hazard Emergency Response Plans to non-safety government employees, he consistently produced training sessions that met both federal and private industry needs, while motivating students to learn and engage. Currently serving as the Estero Bay Community Emergency Response Team (CERT) program coordinator for the Morro Bay Fire Department, Bob volunteers as the lead trainer and program developer for the program and has taught over 1,300 students in this role. Committed to progress in the emergency management field, Bob co-founded and served seven years as past director of the SLO County Regional Hazardous Materials Response Team, as well as co-founding and serving twelve years as the past director of the SLO County Fire Chiefs Critical Incident Response Team. In these positions, he guided the development of response capabilities, while ensuring the safety of responders during these dangerous incidents. Continuing to serve his community, Bob sits on the Board of Directors for the County's Emergency Medical Service Agency and serves as the Chair for the Trauma Committee. He also acts as the treasurer of the SLO County Fire Safe Council. Bob holds a Bachelor of Science in Soil Science from the California Polytechnic University, San Luis Obispo, CA. He is currently certified as a Type 1 Operations Section Chief and Liaison Officer.

Britney Kalista

Currently serving as one of EMSI's Accounting Administrators, Britney joined our company in 2023, bringing a fresh perspective of accounting operations and office management experience to our team. With over a decade of experience managing offices in the medical and veterinary fields, her performance-oriented focus aids EMSI's office organization, cost controls, and accounts management. In her capacity, she is responsible for the gamut of accounting: bookkeeping, accounts payable, inventory control, and customer service. In addition, her experience in developing cost estimates for potential and current clients benefits EMSI's internal methods, refining and codifying the process. Indicative of her knowledge and experience, Britney is part of our one-stop accounting shop within EMSI, supporting our 100+ instructor cadre and clients. Her experience in auditing and data and process management serves to enhance EMSI's own processes. Britney will additionally contribute to efforts to incorporate efficiencies within EMSI business operations in support of our clients, large and small. Beyond managing billing, Britney's considerable accounting experience across a diversity of medical offices provides keen insight into best practices that enable EMSI to provide better customer service to our clients, as well as our contractors. Leveraging her experiences, she additionally ensures proper records management of EMSI orders received through the IMTGear.com website. Throughout the years, Britney has continued to gain knowledge of her field. Her experience and expertise in accounting programs such as QuickBooks and Microsoft applications have allowed to her hit the ground running and work to immediately impact EMSI's business processes.

Dan Deptula

With over 26 years of government and military service, Dan brings comprehensive local, regional, national, and international emergency management experience to the EMSI Team. Dan completed his federal service at US Coast Guard Headquarters as the Chief of Contingency Preparedness and Exercise Policy, where he was the Program Manager for all-hazards emergency management strategy, doctrine, training and qualification requirements for incident preparedness and large-scale crisis response. In this role, he set service-wide policy for emergency operation planning process, continuity of operations, exercises, lessons learned and corrective action programs, as well as overseeing the annual process for all USCG Type 1 and 2 NIMS Incident Command System certifications. Throughout his career, Dan has been assigned to ICS command and general staff positions on several large incidents, to include spills of national significance, international response, hurricanes, and National Special Security Events (NSSE), such as the 2004 G8 Summit-Sea Island, GA; Republican National Convention; the 2005 Presidential Inauguration; and NFL Super Bowl 39 in Jacksonville, FL. In more typical response roles, Dan deployed to Houston, TX, ahead of Hurricane IKE in 2008 and served as Group Supervisor and Branch Director during the response for 120 personnel with 12 USCG response boats to conduct search and rescue, law enforcement, and security operations from Lake Charles, LA, to Houston, TX. Immediately after the 7.3 magnitude Haitian earthquake in January 2010, Dan deployed to Port-au-Prince as a Planning Section Chief on the DHS Haiti Integrated Response Team. Dan utilized his prior relationships with Haitian officials and knowledge of the country to quickly assess the seaport and to develop and implement security measures for humanitarian cargo arriving by sea and ensure an effective "re-start" to maritime sector of the Haitian government. He also supported security of the US Embassy perimeter alongside US Marine Corps and Diplomatic Security Teams and contributed to the immediate evacuation of over 12,000 US citizens back to the United States. Indicative of his skills and leadership, Dan directed a diverse Operations Section of personnel, oil skimmers, small boats, heavy construction equipment, and multiple staging areas to address the oil impact along 24 miles of National Wildlife Refuge beaches on Matagorda Island, TX, and safeguard the habitat for several endangered species as Operations Section Chief during the Texas City "Y" spill. In 2017, he served as the senior Coast Guard Liaison Officer to FEMA at the National Response Coordination Center during response phase to Hurricanes HARVEY, IRMA, and MARIA and coordinated service-wide response operations with National and Regional Emergency Support Function (ESF) leaders, while brokering $200 million in Mission Assignments for USCG response. After leaving the Coast Guard, Dan thrived as an Emergency Preparedness Planner for Duval County, FL, and as the Director of Terminal Operations for the Jacksonville (FL) Port Authority. Spanning more than 840 square miles, the emergency management role was a massive undertaking, as Duval County is home to Jacksonville, the largest city by land area in the contiguous United States. In this capacity, Dan was responsible for managing the Emergency Management program in all mission areas of emergency management, including prevention, preparedness, response, recovery, and mitigation programs. Dan holds a Bachelor of Science Degree in Marine Sciences (US Coast Guard Academy), a Master of Arts in National Security Policy Studies (US Naval War College), and a Master of Science in Military National Resource Strategy and Policy (National War College). Since joining EMSI, Dan has worked closely with the oil and gas industry and government clients to prepare companies to respond to highly complex scenarios on a global basis. Indicative of his expertise, he holds ICS qualifications as a Type 1 Incident Commander and Type 1 Operations Section Chief in addition several other Type 3 command and general staff certifications from the US Coast Guard. He also holds Certified Emergency Manager (CEM) and Professional in Human Resources (PHR) certifications.

Currently serving as Operations Assistant with EMSI, Erica joined our company in late 2021, bringing over 13 years of business operations experience to our team. Prior to joining EMSI, Erica provided Northern Virginia companies with managerial services across a wide spectrum of product lines. As a Sales and Service Manager, a Warehouse Manager, and a Facilities Supervisor, her organizational and operational skills were evident as she managed inventories and personnel, developed policies and procedures, and conducted analyses of business operations to increase productivity and effectiveness while reducing redundancies. As the Operations Assistant, Erica serves as the primary point of contact for our 100+ instructor cadre, responsible for coordinating and deconflicting cadre assignments for the myriad of courses, workshops, exercises, and consulting events worldwide. Her past experiences in managing production and shipping will enhance EMSI's client support, as well as support to our contracted instructors. With a solid background coordinating with a myriad of vendors and evaluating pricing practices, Erica actively seeks cost-savings and efficiencies for EMSI's business model. Additionally, she manages many of the supporting elements of an event's lifecycle, to include ordering all necessary course materials and maintaining a historical and current record of students by activity. Erica is also responsible for compiling all activity evaluations from courses, workshops, and exercises into succinct reports for our clients that enable them to identify opportunities for improvement during future responses and evaluating the return on their investments with EMSI. As part of EMSI's business marketing team, Erica will significantly expand our electronic reach. As webmaster, she will be critical to pending updates to EMSI's website to make it more functional and user friendly, while also making it a one-stop shop for all things related to incident management. She additionally manages IMTGear.com, EMSI's online storefront, where field tested and battle approved goods and training are offered for responders. She will also look to revive our social media presence, broadening our audience and enabling EMSI to better advertise across a variety of platforms, to include Facebook, Twitter, LinkedIn, as well as an EMSI blog and email newsletter distribution.

Karl Breedlove

Retired after a successful 21-year career with the U.S. Coast Guard, Karl brings a myriad of critical training skillsets in Emergency Environmental Response and Incident Command Systems to EMSI's cadre of instructors. Indicative of his experience, Karl is well versed in oil spill response, on land and sea, through countless incidents that occurred throughout the Pacific region during his time on the Coast Guard's prestigious National Strike Team for over nine years. During this period, he served as the Operations Officer, Response Officer, and a Response Supervisor on National Response Force Pacific Strike Team. In addition, Karl served on National Strike Force's Ready For Operations evaluation team conducting assessments of the various Strike Team's response capabilities. In his role as a Response Officer and Supervisor on over 30 high profile federal responses, he directed multi-million dollar emergency response actions, including hurricane responses, major ship groundings, and pollution clean-ups. Karl gained invaluable knowledge and experience in a wide range of local, regional, and national level incidents and special events, such as the 9/11 terrorist attacks on the World Trade Center towers; Hurricane Maria and Tropical Storm Allison; and the Alaska Airline Flight 261 disaster. Of particular note, Karl served as a Deputy Operations Section Chief during the 2007 Cosco Busan oil spill in northern California where 53,569 US gallons of bunker fuel spilled into San Francisco Bay after the container ship allided with the Delta Tower of the Bay Bridge in thick fog. During his service, he also trained personnel in pollution response nationwide on the Vessel of Opportunity Skimming System (VOSS) and Spilled Oil Response Systems (SORS). As an ICS instructor and "All Hazards Responder" for the U.S. Coast Guard, Karl was critical to the development, deployment, and evaluation of National Strike Force's Pacific Strike Team and its supported units, to include serving as a coach and evaluator on multiple National Preparedness for Response Exercise Program (NPREP) evaluations in major metropolises, such as San Diego and Honolulu. During the 2009 NPREP in Guam, he worked with DLA personnel to deploy DOD assets during the equipment deployment portion of the exercise, to include deployment of a VOSS. In addition, Karl has completed extensive training in hazardous materials incident response and oversaw responses to numerous oil and hazardous materials incidents throughout his career. Currently working as an Operational Ranger for Texas Park and Wildlife, Karl works in maintenance department on park equipment, projects, and guest services. In addition, he serves as the Park Site Safety Officer, responsible for all-hands safety training, emergency exercises, SOP development, and facilities inspections. Karl holds a Bachelor's Degree in General Management from Trident University and is a certified Type 3 Incident Commander, Type 2 Operations Section Chief, and Type 3 Liaison Officer. In addition, he holds qualifications as a HAZMAT Specialist, HAZWOPER Trainer, and HAZMAT Technician (Levels A, B, C, & D).

PHILIP D. SCHNEIDER

With over 14 years' experience managing incidents and crises, Phil brings vast experience in counterterrorism, program management, disaster response, and emergency management to the EMSI cadre. With a career in nuclear security and biological threat response, including service in leadership roles with U.S. Army throughout the Middle East, he has routinely led from the front lines to ensure the safety and security of our nation. In these capacities, he has managed first line warriors and indigenous soldiers in the war on terror and developed a multitude of community response plans and programs. Throughout his military career, Phil was responsible for the training of his personnel to ensure their combat readiness and safety. As a Platoon Leader, Operations Officer, and Company Commander, he continuously evaluated and improved operational plans and procedures to ensure mission success. In addition, assignments throughout his career in the military have made him a well-spoken representative, able to distill complex issues into easily understood concepts across formidable language barriers. As a planner, Phil has led several major policy and procedures updates with significant impacts across the service. As the lead planner for the Army's Chemical/Biological/ Radiological/Nuclear Execution Order, he ensured that future U.S. Army Domestic Response aligned with FEMA and Department of Homeland Security requirements, such as the use of the Incident Command System. In reviewing emerging CBRNE strategic requirements, Phil made key recommendations to senior executives designed to achieve whole of government solutions. Coordinating domestic and international security efforts, Phil was critical to the planning and execution of real-world events and national level exercises, to include U.S. Army support of events such as the 2016 Republican and Democratic National Conventions, the 2016 Presidential Inauguration, and Hurricane Matthew response efforts. Facilitating Biological Threat Reduction efforts for the National Security Council, he adeptly coordinated the Department of State country teams' and other interagency partners' security efforts during the 2017 Global Health Security Agenda Conference in Uganda. Phil is a graduate of The Citadel in Charleston, South Carolina, with a Bachelor's in History and also holds his Master's from the National Defense University in Strategic Security Affairs. In addition, he has successfully completed several courses at the Defense Nuclear Weapons School, to include the U.S. Army Nuclear and Counterproliferation Course, the Joint CWMD Planners Course, and the Theater Nuclear Operations Course.

Rich Wands

Retiring after over 35 years of incident management experience with the USDA Forest Service, Rich joined our EMSI cadre as a lead instructor and subject matter expert. During his Forest Service time, he served throughout the Pacific Southwest Region, Pacific Northwest Region, Southwest Region, and the Washington Office. Assignments in a variety of Fire Management positions throughout his career prepared him for becoming Director of the National Advanced Fire & Resource Institute, bringing a field perspective to the Institute's training. Rich joined the Forest Service immediately following his honorable discharge from the U.S. Navy. Serving in several incident management positions, Rich was a certified National Type I Incident Commander and led a Pacific Northwest Team for eight years. He was also a qualified Area Commander, serving in that capacity on several complex assignments. Major incidents during this period included wildland fires, hurricanes, flood recovery, pest eradications, and special events, as well as preparedness exercises for earthquakes, volcano eruptions, severe weather, and oil spills. As Director of the National Advanced Fire & Resource Institute, Rich led a series of special projects dealing with the formation of a National Federal Training Strategy, development of the USDA Incident Command System Training Program, and the Quadrennial Fire and Fuels Review, as well as the design and construction of the new institute in Tucson, Arizona. He was also responsible for the development and delivery of a series of graduate and post graduate courses dealing with incident management; prescribed fires; and leadership and program management. Since joining EMSI, Rich has maintained his position certifications and qualifications by continuing to respond to major incidents involving wildland fires, hurricanes, oil spills and special event preparations. He responded to Hurricanes Katrina, Rita, and Wilma and was deployed to the Deepwater Horizon Oil Spill at the Houma Incident Command Post and New Orleans Area Command Post. As an ICS Advisor, Rich has also worked on several incidents and during exercises for Spills of National Significance. Rich is a recognized national and international incident management expert. Over the last several years, Rich has presented multiple All Hazards ICS Courses to a wide range of audiences from all levels of government, the private sector, and the international community, comprising a broad spectrum of response disciplines. He has developed and instructed courses for the U.S. Coast Guard, Department of Energy, Department of Defense, Department of Agriculture, FEMA, EPA, and the National Fire Academy, as well as our private industry clients world-wide. He is a certified instructor for the U.S. Coast Guard, Emergency Management Institute, and National Fire Academy, and holds ICS qualifications as a Type 1 Incident Commander, Type 1 Planning Section Chief, Area Commander, Assistant Area Commander for Planning, and Assistant Area Commander for Logistics.

Ron Cantin - Chairman, President

Currently serving as President and Chairman of the Board of Directors for EMSI, Inc., Ron joined our company in 2007, bringing over 25 years of experience in incident and emergency management to our clients. As a 27-year veteran of the U.S. Coast Guard, Ron served two tours of duty as a senior member of the prestigious National Strike Force: first serving as Executive Officer of the Pacific Strike Team from 2000 to 2003, then again as the Commanding Officer of the Gulf Strike Team from 2005 to 2007. Critical to the application of ICS in the Coast Guard, Ron directed the startup and execution of the ICS training and implementation program for the Coast Guard's Pacific Area and served as a member of the Coast Guard ICS Training Coordination Team establishing and directing a Coast Guard-wide ICS training program from 2003 to 2005. During this time, Ron also established and coordinated the Pacific Area Incident Management Assist Team (IMAT). Ron completed extensive training in hazardous materials incident response and oversaw responses to numerous oil and hazardous materials incidents throughout his service and quickly became a certified hazardous material Incident Commander. In 2006, he became the first Type 1 Incident Commander in the U.S. Coast Guard. Throughout his time with the Coast Guard, Ron gained extensive experience in a wide range of local, regional, and national level incidents and special events. In 1999, Ron worked on the John F. Kennedy Jr. maritime search and recovery operation and, in 2001, he served as the Planning Section Chief for the Capitol Hill Anthrax incident. Following Hurricane Katrina in 2005, Ron served as the USCG Incident Specific Federal On-Scene Coordinator (FOSC) and Incident Commander in Louisiana. In this capacity, Ron lead over 2,000 responders, mitigating the effects of over eight million gallons of crude oil originating from nine different simultaneous medium and major oil spills, and recovering tens of thousands of hazardous materials containers from the highly sensitive environmental areas of coastal Louisiana. A proven incident leader, he provided experience, leadership, and insight while assigned as the Incident Commander of both the USCG's Pacific Area and Atlantic Area IMATs. Ron is additionally certified as a Facilitator from the Coast Guard Leadership Development Center. Since joining EMSI in 2007, Ron has taught and coached ICS and incident management to thousands of responders, in the classroom and on exercises and responses, from government and industry response teams around the world. During the Deepwater Horizon oil spill in 2010, Ron spent nearly nine months advising and coaching government and industry responders on incident management at the Incident Command Posts in Houma, Louisiana and Mobile, Alabama, as well as the Area Command in New Orleans, LA. Ron is a recognized national and international incident management expert. Since joining EMSI, he has worked closely with the oil and gas industry preparing companies to respond to highly complex scenarios on a global basis. Indicative of his expertise, Ron holds ICS qualifications as a Type 1 Incident Commander, Type 1 Operations Section Chief, and Type 1 Planning Section Chief, in addition to numerous hazardous materials response certifications.

Taylor Schuster

Serving in myriad of roles in both government and industry emergency response, Taylor first joined EMSI in 2018 as an intern before coming on board full-time in 2020. His current responsibilities include government client services, virtual course and workshop deliveries, and assignment to a federal Department's deployable All-Hazards Incident Management Team (IMT). Prior to joining EMSI, Taylor worked for Chainbridge Technologies where he served as an analyst for the CBRNResponder program, preparing and delivering trainings and exercises for various groups, including the U.S. Department of Energy (DOE) Radiological Assistance Program (RAP) team, several National Guard Civil Support Teams (CST), and many local and state agencies. CBRNResponder is a single, secure platform for all chemical, biological, radiological, and nuclear incident data sharing and multi-hazard event management that is sponsored by FEMA. In his current role, Taylor supports EMSI with the Federal Emergency Management Agency (FEMA) and Department of Energy National Nuclear Security Administration (DOE NNSA) contracts. An integral part of the team, he assists in the national implementation of NIMS, advising stakeholders on NIMS adoption and implementation, and coordinating training and exercises. In addition, Taylor coordinates EMSI's logistics, travel, and team assignments to support the DOE NNSA national Incident Management Team, in addition to serving as a Situation Unit Leader and Resources Unit Leader on the IMT. Since joining EMSI, Taylor has responded to several large incidents on behalf of our clients. As a responder in 2019, he deployed to Seattle, WA, to provide Incident Command System support for the Department of Energy (DOE) Office of Nuclear Incident Response in response to a radiological release at the University of Washington. There he meticulously kept track of all personnel and equipment, which was critical to successful tactical planning and operational proficiency. His detailed resource management also ensured off incident tracking was on target, allowing for continuous accuracy for cost accountability. As a result, he was awarded the Secretary of Energy's highest award in recognition of successful emergency response, recovery, stabilization, and incident management of the breached radioactive source in Seattle, WA. The NEST IMT managed the response for six months and was credited in the Joint Investigation Team report with establishing the organization and process necessary for effective response management and coordination. During the COVID-19 pandemic, Taylor responded to the Mercedes-Benz Community Vaccination Center in Atlanta, GA, where as a Division Supervisor he oversaw staff, activities, functions, flows, and processes in Non-Clinical Areas, to include coordination and training of new Non-Clinical Staff. His detailed reporting and daily out-brief to Operations enabled decision makers to plan for each next operational period and ensured no vaccine was wasted at the end of each period. Taylor holds a Bachelor of Liberal Arts in Political Science with a minor in Legal and Security Studies from The University of Mississippi. He also holds ICS qualifications as a Division/Group Supervisor, Resources Unit Leader, and Situation Unit Leader.

Ted Jakubowski

Bringing more than twenty years of experience in domestic and international emergency management, Ted joined EMSI in 2016. Throughout his career, Ted has honed his knowledge, skills, and abilities in the areas of exercise design, emergency planning, incident management, and policy development at every level of government and across many agencies and response missions. In addition, his leadership skills have gained him opportunities to serve successfully in supervisory and management positions at every organization in which he has served. Joining EMSI to help kick off our company's support to the Office of Emergency Operations at the U.S. Department of Energy's National Nuclear Security Administration (NNSA), Ted acts as a senior advisor to the NNSA's Operations and Exercises program, leading projects on emergency preparedness, incident management, and emergency operations. He also serves as an emergency responder assigned to NNSA's Nuclear Incident Team and Incident Support Team. Prior to joining EMSI, Ted spent eleven years with Oak Ridge Associated Universities (ORAU) as part of the Oak Ridge Institute for Science and Education. During his tenure at ORAU, he filled a myriad of roles providing planning, training, exercise design, and operations support to several U.S. government customers. While supporting the DHS Operational Integration Staff (I-Staff), Ted served as a subject matter expert in incident management and emergency management policy and was either lead or co-author on several National level policies and procedures including the Joint Field Office SOP, the Interagency Incident Management Group SOP, the Homeland Security Operations Center SOP, and the DHS Pandemic Influenza Plan. Indicative of his expertise in the field, Ted was presented with the Department of Energy Secretary's Honor Award in 2011 for his work during the Fukushima Daiichi nuclear power plant disaster. Ted has also served as the lead facilitator for several international workshops for the U.S. Department of State's Preventing Nuclear Smuggling Program involving senior officials from the U.S. government and their partner nations. His response acumen was additionally evident as he managed planning and exercise programs for DHS Domestic Nuclear Detection Office and the Department of Interior's Bureau of Reclamation. Demonstrating a diverse experience in response preparedness, Ted's early career in emergency management began in the Office of Emergency Management in the City of Baytown, TX, where he assisted with planning, mitigation, and emergency operations. This was followed by a two year stint with FEMA's Response and Recovery Directorate supporting the Individual Assistance Program for more than a dozen Major Disaster Declarations. Over the course of seven years with the Titan Corporation, Ted provided support to local, state, and federal agencies in the area of emergency response to terrorism, including the design and implementation of chemical, biological, radiological, nuclear, and explosive terrorism exercises. Intimately involved in the development of the DHS Homeland Security Exercise and Evaluation Program (HSEEP), he served on several committees in the design of the Federal government's standard exercise methodology. Ted is a graduate of the University of North Texas, holding Bachelor's degrees in Political Science and Emergency Administration and Planning. He also earned an Executive Education certificate in Leadership Decision Making from Harvard University's Kennedy School of Government.
