Adrian Toolan

Adrian joined John Spain Associates in June 2022 as a Senior Planner. Adrian has vast experience in the preparation and submission of applications for a wide range of sectors including residential, retail, commercial and hospitality developments, to include preparation of planning appeals and Development Plan submissions. Adrian holds a Master's Degree in Regional and Urban Planning, a BA in Geography, Planning and Environmental Policy from UCD, together with an Advanced Diploma in Planning & Environmental Law from Kings Inns and is a member of the RTPI (Royal Town Planning Institute) and the IPI (Irish Planning Institute)

Blaine Cregan

Blaine joined John Spain Assocites in 2016 and currently holds the role of Executive Director. Blaine has ten years post qualification experience in public and private sector planning practice following completion of his Masters in Environmental Planning in 2012 from Queen's University Belfast. Blaine also has degrees in Civil Engineering and Construction Management from Munster Technological University. Blaine acts for a range of clients in the public and private sector and has broad experience in the management of major planning applications for a wide range of projects including major residential and mixed-use schemes, protected structures, hotels, warehousing / logistics and industrial developments, large office schemes, and retail schemes. Blaine has been involved in a number of successful submissions during County Development Plan and Local Area Plan reviews and has coordinated and co-authored numerous Environmental Impact Assessment Reports, submitted as part of major planning applications.

David Ferguson

David joined John Spain Associates in March 2021. David has contributed to a number successful large scale developments including Strategic Housing Developments in the Dublin area, significant Development Plan Submissions, Further Information responses and Appeals. His other work includes the preparation of Site Feasibility Studies, compliance submissions, planning inputs to Masterplans and other research projects. More recently, he has experience with lodging a Largescale Residential Development application. David studied Geography and Sociology in Trinity College, Dublin. He completed the Master in Regional and Urban Planning in 2015 in University College Dublin graduating with a 2.1. He is currently a Member of the IPI and RTPI. He recently completed a Diploma in Environmental and Planning Law within Kings' Inns'.

Georgia Tracey

Georgia joined John Spain Associates in November 2019 as Office Administrator and now holds the role of front of house Administrator, an integral part of the day-to-day operation of the office. Georgia comes from a busy e-commerce background and has over 10 years highly skilled administrative experience and holds a BTEC Higher National Diploma (QQI Level 6) in Tourism and Travel Services Management which carries supplemental certificates in Business Development Management, HR Management, Events Management and Tourism and Marketing.

Ian Livingstone

Ian joined John Spain Associates in 2017. Ian graduated from the University of Dundee in 2009 with an Upper Second-Class MA (Hons.) degree in Town & Regional Planning. Ian continued his studies at the Queen's University Belfast, graduating in December 2010 with an MSc. with Commendation in Spatial Regeneration.

John Spain - Founder, Managing Director

John Spain is the founder and Managing Director of JSA. He has a Bachelor Degree in Business Studies from Trinity College Dublin and a Master's Degree in Regional and Urban Planning from University College Dublin. John has over 30 years of experience in planning and development in Ireland and the UK. In that time he has represented a large number of private and public sector clients and has been involved in a wide range of diverse projects. Prior to establishing JSA, John was Associate Director of Hillier Parker, a leading UK firm of chartered surveyors and planning consultants. John is a past president and fellow of the Irish Planning Institute and a current council member of Property Industry Ireland. He is also a member of the Society of Chartered Surveyors and the Royal Town Planning Institute.

Kate Kerrigan

Kate joined JSA in 2020. Kate has over 14 years of experience in the private sector in both Ireland and the UK, following completion of her Masters in Town Planning from Newcastle University in 2008. Kate has experience in the coordination of multi-disciplinary teams, preparation of planning applications, development plan submissions, and appeals on a variety of schemes, including mixed use, residential, retail and commercial developments. She also has experience working in the public sector. Kate is responsible for the preparation, co-ordination and submission of planning applications, development plan submissions, detailed planning reports, and Environmental Impact Assessment Reports. Kate is currently working on a range of projects, including a number of Large-scale Residential Developments, logistics/warehousing developments, and mixed-use developments across Dublin. Kate is a Chartered Member of the Royal Town Planning Institute.

Luke Broghan

Meadhbh joined John Spain Associates in 2017. With over 12 years' experience as a town planner working both internationally and in Ireland, Meadhbh has strong statutory and strategic planning skills. Following completion of a Masters in Regional and Urban Planning (MRUP) from University College Dublin in 2010, Meadhbh worked for local authorities and the private sector and joined John Spain Associates in 2019. Meadhbh has worked successfully on high value developments for a wide range of clients across all land use types, including Large-scale Residential Developments, Retail Impacts Statements, planning applications, appeals and site feasibility assessments. She has highly developed skills in policy analysis and brings a solution-focused approach to delivering desired outcomes for her clients. Meadhbh is experienced in leading and managing consultant teams and delivering projects within budget. Meadhbh is also a member of the RTPI.

Since graduating college Paris has gained experience working in both the private and public sector in Ireland. Paul joined John Spain Associates in 2006 and is an Executive Director. Paul has nineteen years of experience in public and private sector planning practice following completion of his Masters in Regional and Urban Planning in the summer of 2004. Paul acts for a range of clients in the public and private sector and has broad experience in the management of major planning applications for a wide range of projects including major residential and mixed-use schemes, office schemes, data centres, electricity transmission, warehousing / logistics and industrial developments, large office schemes, and retail schemes. Paul has been involved in a number of successful rezoning submissions during County Development Plan and Local Area Plan reviews, which often incorporated masterplan led development proposals. Rory Kunz

Rory joined JSA in 2017. Rory is a graduate of Trinity College Dublin and UCD and is a corporate member of the Irish Planning Institute. Rory has 20 years of experience of planning in Ireland on a broad range of residential, commercial, leisure and retail projects. He has extensive knowledge in the preparation, management coordination and delivery of complex planning applications as well as appeals, observations and submissions to County Development Plans (CDPs) and Local Area Plans (LAPs). Rory also has wide-ranging experience in the management and co-ordination of Environmental Impact Assessment Reports and Retail Impact Statements for major development and redevelopment projects including particular experience in working on projects within Strategic Development Zones and attendance at oral hearings.

Shane McCormack

Shane joined John Spain Associates in June 2022 as a planner and is a member of the Irish Planning Institute (MIPI). Shane obtained a BA in Geography, Planning & Environmental Policy in 2018, together with a Master in Regional and Urban Planning (MRUP) in 2019 from University College Dublin. Shane has experience in the preparation of large-scale Strategic Housing Development applications, Large Scale Residential Development applications, and standard residential planning applications that includes medium scale and mixed-use developments. Stephen Blair

Stephen has over thirty years' planning experience working at the EU, national, regional and local levels. For the last two decades he has worked on regional planning matters as well as dealing with the design and management of Regional Operational programmes funded by the EU. Throughout the 1990s Stephen served as the Waterford City Planning Officer, overseeing both the development management and forward planning divisions. Stephen has a strong track record in dealing with strategic planning issues, and has prepared a number of City Development Plans, Local Area Plans and action plans for a number of local authorities.
