Deena Wilson

Deena Wilson has spent her career addressing issues of equal employment opportunity and inclusion for both the State of California and Federal Governments. As a consultant, dispute resolution manager, trainer and analyst, she has over 33 years of experience bringing real solutions to improve workplace diversity and inclusion. Deena served the State of California for 12 years as the Equal Employment and Dispute Resolution Manager, overseeing outreach and recruitment, managing the state's discrimination dispute resolution program and developing diversity initiatives to educate executives and line staff in best employment practices. Deena also has considerable experience as an in-house consultant to executives on trends in discriminatory hiring practices, developing training solutions to address systemic issues at the Bureau of Land Management of the U.S. Department of the Interior. Deena has been on the front lines of the push for greater awareness of systemic discrimination and the importance of diversity & inclusion in the workplace. She served as Complaints Manager for an agency- wide discrimination program overseeing the dispute process from intake to resolution. This first hand experienced has informed her research documenting discriminatory hiring trends. She has used this information as the basis for the creation and delivery of training to EEO practitioners, addressing knowledge and skills gaps, imparting best practices, and ensuring compliance with state and Federal employment regulations. Deena is a graduate of California State University, Sacramento (CSUS), where she received a Bachelor of Arts degree in Criminal Justice (1980) and a Master's Degree in Public Administration in 1987. She has served as a guest lecturer in Leadership at CSUS and at Touro University in Vallejo, CA; and a speaker at various women's conferences.

Gretchen Easter

Gretchen Easter joined T.H. Easter Consulting in 2015 as Director of Client Services and Business Development. She has primary responsibility for managing client relationships, while actively sourcing new business opportunities for the firm. Gretchen's professional background is rooted in work in the juvenile and adult prison systems as a youth counselor, training officer, and in various management positions. She served as Deputy Commissioner for the California State Parole Board deciding the fate of inmates and parolees in the Criminal Justice system. A dynamic speaker, Gretchen has moderated and spoken at conferences for organizations such as the California Black Chamber of Commerce, the California Association of Black Correctional Workers, and the Pennsylvania Department of Corrections. She also has spoken before a variety of groups, including the Women's Program at the University of Alaska, Anchorage; the Sacramento Women's Writers Group; and the Philadelphia Prison System. She was an adjunct professor at Sacramento City College and a guest lecturer at Delta College and the McGeorge School of Law. Gretchen earned a Bachelor's of Arts degree from California Baptist University-Riverside, CA in Behavioral Science and a Master's of Arts degree from the Claremont Graduate University in Claremont, CA in Education. For the past 10 years she has served her church as a member of the Christian Education Board and Director of the Youth Ministry.

She is a graduate of Southeastern University, with graduate coursework in business administration from Howard and Harvard Universities and specialized training in business process re-engineering and service quality management from the Disney Institute and Stanford University. She is a former trustee of Southeastern University, and former chair of the Human Resources Section of the Association of Legal Administrations (Capital Chapter).

JIM MOSS is the founder and Managing Director of PRM with over 35 years of human resource management consulting experience, and he will serve as Project Leader on this assignment. Prior to founding PRM in 1999, he spent the past 23 years in consulting as Towers Perrin's Rewards Practice Leader for the Washington Consulting Office. He has conducted numerous classification and compensation benchmarking studies for many diverse organizations, including public utilities and quasi-government organizations. He has developed numerous employee pay and benefits programs, as well as total rewards and recognition programs, for government, quasi-government, non-profit and profit-making companies. Some of his clients include Dominion Power, Council of the District of Columbia, BG&E, DC Water and Sewer Authority, Metropolitan Washington Airports Authority, US Generating Company, Virginia Lottery, Washington Gas, and the Washington Suburban Sanitary Commission. In addition to compensation studies, Jim served as an expert witness in the area of executive compensation on behalf of Washington Gas and BG&E He has written many articles and frequently provides commentary on compensation program design in not-for-profit organizations. Jim graduated in 1970 with a B.A. degree in philosophy from Morehouse College and has taken graduate studies at New York University. He is a member of World At Work and the Society for Human Resource Management.
