Empire State Safety Instructors, Inc. was founded by Phil Schultz. Phil is a retired Police Lieutenant having served over 23 years with the Town of Greece, NY Police Department. Phil has been a Police Instructor accredited by the New York State Department of Criminal Justice Services since 1993. He has served as the lead Driving While Intoxicated Instructor in Monroe County since 1997. He was also part of many local and state level Technical Advisory Panels and Committees that dealt with matters including course curriculum design, establishment of "best practice" policies and general traffic safety.
