Alexes Harris

Alexes Harris, Ph.D., is the Presidential Term Professor and Professor of Sociology at the University of Washington. Dr. Harris' work has spanned the criminal legal system, including juvenile, case processing outcomes, and monetary sanctions. Her research fundamentally centers on issues of inequality, poverty and race in United States' legal systems. Her book, A Pound of Flesh: Monetary Sanctions as a Punishment for the Poor details the ways in which sentenced fines and fees put an undue burden on disadvantaged populations and place them under even greater supervision of the criminal legal system. Her research has extended this line of research in eight states with funding from Arnold Ventures. Her current work examines the loss of driver's licenses as a result of unpaid fines and fees, and also understanding recent legislative impacts on sentencing decisions and outcomes. Dr. Harris has been appointed to serve on several federal advisory boards and has also been called to testify for numerous state and federal governing bodies about inequalities in the criminal legal system and sentencing (including speaking at the White House on the issue of poverty and criminal justice). Dr. Harris was inducted into the Washington State Academy of Sciences (2017) and is the chair of the Washington State Advisory Committee to the United States Commission on Civil Rights (2017-current). She has been acknowledged for her teaching with the University of Washington's highest teaching honor, the Distinguished Teaching Award (2018). She has also worked with UW Athletics as a member of the Advisory Committee on Intercollegiate Athletics since 2011 and has served as the Chair from 2014-2019. In 2019, Dr. Harris was appointed by President Cauce as the UW Faculty Athletics Representative (FAR). In 2021, she was appointed to serve as Special Assistant to the Provost at the University of Washington and serves as the Director of the Faculty Development Program (FDP), a mentoring and training program for incoming assistant professors who identify as members of an underrepresented racial or ethnic community or are first generation scholars. Most recently, in 2022 Professor Harris was appointed by Washington Governor Inslee to be the first Faculty Regent to sit on the University of Washington Board of Regents. Alexes Harris is a local Seattleite, she graduated from Garfield High School in 1993 and earned her B.A degree from the University of Washington in 1997 and received her Ph.D. in sociology from the University of California, Los Angeles in 2002. She served as a researcher in a post doc position in the sociology department at UW from 2002-2004, and has been a professor at the University of Washington since 2004, promoted to full professor in 2016.

Blaine Tamaki is a trial attorney with law offices in Yakima, Kennewick, and Bellevue, Washington. He was appointed by Governor Jay Inslee as a Regent at the University of Washington on October 3, 2017. He graduated from the University of Washington (UW) School of Law in 1982 and with a B.A. in Economics with Honors Distinction from the UW in 1979. He started his own law firm Tamaki Law in his hometown Yakima in 1994. Tamaki Law achieved unprecedented success as a diverse rural plaintiff's litigation law firm representing clients of all races and ethnic cultures throughout the Pacific Northwest. Blaine Tamaki was selected Washington Trial Lawyer of the Year in 2012, awarded annually to only one lawyer in the State by the Washington State Association of Justice. Blaine Tamaki was selected as Hospital Board Chair of St. Elizabeth's Medical Center in Yakima during the 1990's during its corporate merger with Providence Hospital. He has served on the Board of Directors, and as Vice President, of the Washington State Trial Lawyers Association. He has also won numerous awards and honors including "Super Lawyers", 100 Top Trial Lawyers, the Alfred Anderson Award, the 2016 Warren G. Magnuson Award, the Latino Bar Association of Washington 2015 Ally Award, and the Local Hero Award from the Washington State Bar Association. Blaine is a third-generation Japanese-American raised in Yakima. His American father, eight years old at the time, was interned during WWII because of his Japanese descent. As a former member of the Commission on Asian American Affairs, he is committed to the many UW AAPI students who need to feel safe from prejudice and discrimination during these pandemic times. Blaine and his wife Precy have established their own charitable foundation to help their community and the marginalized. He is Vice Chair of the Board of Regents for 2022-23.

Constance W. Rice, PhD, is the President of the Very Strategic Group, a consulting firm for executive coaching and educational policies. Dr. Rice is semi-retired. She is currently working on educational projects in the Mississippi Delta and Seattle. She was appointed by Mayor Durkan to the Families, Education, Pre-School and Promise Levy Oversight Committee in Seattle, Washington. Dr. Rice was formerly the Senior Executive Fellow for Casey Family Programs; the nation's largest operating foundation focused on safely reducing the need for foster care in America, and building Communities of Hope for children and families. Founded in 1966, Casey Family Programs works in 50 states, the District of Columbia and Puerto Rico to influence long-lasting improvements to the safety and success of children, families and the communities where they live. Dr. Rice was also the Managing Director for Knowledge Management for Casey Family Programs. The team provides subject matter content for strategic consultants working in 50 states and jurisdictions. Information includes, but is not limited to, child protection policy, immigration, best practices, education, employment, housing, mental health, and kinship care. A tireless activist and civic volunteer, Dr. Rice has made her mark in many areas of national and international service. As founder and past president of Strategic Education Centers, Dr. Rice and her advisory board established two educational centers in Swaziland. Dr. Rice also served as the national founding Executive Director of the Desmond Tutu Peace Foundation, U.S.A. Dedicated to establishing the Desmond Tutu Peace Centre in Cape Town, South Africa. The foundation is now located in New York City. Dr. Rice is also known for her establishment of the Health and Nutrition Programs for seven elementary schools, which provided evening dinners for the students and their families and educational workshops on budgeting, anger management, tutoring, and urban gardening. In addition, Dr. Rice has partnered with the Meredith Mathews YMCA to launch the 2011/2012 global scholar program in conjunction with the Black Achievers Project. Dr. Rice has also lectured extensively on the importance of Diversity in Tokyo, Osaka, Kyoto, and Kobe. Dr. Rice is the former Vice Chancellor and Senior Chancellor of Seattle Community Colleges. She also served as interim president of North Seattle Community College and is a former affiliate faculty member of the University of Washington's Department of Human Centered Design & Engineering. Dr. Rice was the chair of Women and Ethnic Studies at Shoreline Community College, and is a member of the Washington State Kaiser Permanente board. Dr. Rice holds a graduate degree from the University of Washington, Evans School of Public Policy & Governance, and a doctor of philosophy from the University of Washington, College of Education. Dr. Rice has had leadership positions in the following boards: Seattle Community College District, Seattle Art Museum Executive Board Community and Education Engagement Committee, and served as a gubernatorial appointee to the Washington Student Achievement Council and was its Vice Chair. Dr. Rice served on the University of Washington Visiting Committee for the Evans School. She is the past national western area Vice Director of The Links, Incorporated, and served on the Board of Directors Downtown Rotary, the Rainier Club, The Seattle Foundation, and Swedish Hospital. Numerous civic and humanitarian organizations have honored Dr. Rice for her industrious, unflagging community service. Dr. Rice is married to Norman B. Rice, former Mayor of the City of Seattle.

Jay Cunningham is a fifth-year Doctoral Candidate in Human Centered Design and Engineering (HCDE) at the University of Washington. He innovates on technology design through human-centered approaches in artificial intelligence and machine learning (AI/ML) systems, data science, and human-computer interaction. Hisresearch spans critical computing and technology practices, specifically focusing on advancing equitable experiences in automated speech recognition and natural language processing systems for Black/ African American English speakers. A native of Artesia, Mississippi, Jay attended East Mississippi Community College as a dual enrollment high school student, earning an Associate of Arts in Computer Science. He then transitioned to The University of Alabama where he obtained a Bachelor of Science in Computer Science with a minor in Civic Engagement and Leadership. There, he cultivated his leadership experiences and dedication to service through numerous campus involvements including: President of the National Society of Black Engineers (NSBE), Blackburn Institute Fellow, Alpha Phi Alpha Fraternity, Inc., and inaugural SGA Vice President of Diversity, Equity, and Inclusion. Jay entered the University of Washington HCDE Ph.D Program in the Autumn of 2019 and subsequently earned his Master of Science degree in 2021. He's a notable student leader, mentor, and researcher within HCDE and across the UW campus serving in various capacities and organizations over the nearly past 4 years including: HCDE - Diversity Committee Ph.D Rep, GSA, Student Resource Groups, Sustained Dialogue; UW - Black GSA, BSU, NSBE, AVELA. He's been honored as a GSEE Graduate Minority Scholar, 2021 Husky 100, Black Opportunity Fund awardee, and 2023 Bonderman Travel Fellow.
