Dave has been with BSC Group since 1987 and served in a variety of general management and project management roles prior to serving as the firm's president. Having retired in 2018, Dave continues to serve on BSC Group's board of directors, providing corporate governance expertise and strategic guidance. Committed to company growth and opportunities for employees to partake in ownership of the firm, Dave promotes a broad internal ownership model.
Prior to joining BSC, Dave had more than ten years of overseas experience in land planning, site design and infrastructure development. This included work in his native Ireland, as well as assignments in West Africa and the Philippines, where he worked on infrastructure improvement projects ranging from rural water supply to major urban redevelopment projects.
Dave is a registered Professional Engineer in Massachusetts and holds an MBA from Boston University and a BA in mathematics and engineering from Trinity College, Dublin University, Ireland.

Ingeborg has been providing consulting support to BSC and its clients since retiring from full-time work in 2019. Her involvement with BSC employees at all levels is built on a strong foundation of mutual respect and trust, that for some has extended for decades.
Ingeborg has a long and celebrated history at BSC. Immediately prior to her "semi-retirement" in 2019 she served as Executive Vice President and Chairman of the Board. She directed the firm's Ecological Sciences Group and managed the Worcester, MA office.
In addition to her management and leadership experience, Ingeborg has 40 years of consulting and volunteer experience in wetlands assessment and impact analysis, and regulatory permitting at the local, state, and federal levels. Her experience is multidisciplinary and includes technical and scientific as well as legal and regulatory knowledge and practice. She serves on her local Conservation Commission and Community Preservation Committee.
Ingeborg is an adjunct professor in the Civil and Environmental Engineering Department at the University of Massachusetts Lowell Francis College of Engineering. Courses include graduate level wetland ecology and undergraduate level Engineering Ethics and Professional Practice as well as Environmental Lab. She received her undergraduate degree in Geology from Skidmore College and her Masters in Regional Planning from the University of Pennsylvania. She has been the recipient of several awards for her years of experience, including the Worcester Business Journal Hall of Fame in 2021 and the Massachusetts Association of Conservation Commissions: Outstanding Achievement in Conservation in 2015.

Combining expertise in planning and landscape architecture, Jef offers "big picture" solutions to project challenges. His 40-year career has been marked by the diversity of clients and projects he has served, from municipal park planning and design to urban design and public realm improvements for major urban centers. Leading BSC Group's public sector practice, Jef applies a pragmatic approach that emphasizes implementation and lasting value, while remaining visionary its perspective. Having previously served as a municipal planner and landscape architect, Jef is most effective in working within the frameworks of community-based planning and design, including stakeholder involvement, regulatory compliance, and the creative use of public resources to achieve outstanding project outcomes.
Jef has worked with a full range of programs and funding mechanisms, such as the Massachusetts Heritage Landscape Program, Urban Renewal Plans, and MassWorks grants to envision, plan, and implement projects that are funded and built. Jef is a registered Landscape Architect in Massachusetts, a member of the American Institute of Certified Planners, and a LEED Accredited Professional. He holds a degree in landscape architecture from the University of Virginia.

Lee heads BSC Group's ecological science team, providing multi-faceted leadership in ecological and wetland restoration and preservation, as well as environmental permitting strategy and documentation. Working across multiple markets, including energy, public and private sector clients, Lee performs a variety of tasks, including rare wildlife and botanical surveys for protected species, wetland delineations and evaluation, vegetation community mapping, vernal pool characterization, wildlife habitat assessments, and invasive species control and monitoring plans. Complementing Lee's expertise in ecological science is her management of BSC's GIS services, allowing for the mapping of resources and constraints to allow clients to effectively assess land use options and utility siting.
In addition to her technical work, Lee leads BSC's Worcester business unit, managing our staff resources to assure the availability of qualified teams to meet client needs while also providing critical mentoring of developing professionals. Lee received master's and bachelor's degrees in wetlands and wildlife conservation, respectively, from the University of Massachusetts. She is a Certified Erosion, Sediment and Storm Water Inspector. She was previously recognized by the Worcester Business Journal as one of the publication's 40 Under 40.

Matt directs Geonetics, a BSC Companies subsidiary company focused on customized information management solutions. Matt's diverse professional background combines environmental science and information technology with GIS design and implementation. He has extensive experience in all phases of IT project lifecycle management. Matt has in-depth knowledge of user interface requirements between GIS and relational database systems. He specializes in transportation industry enterprise management systems and supporting data models.
Matt earned a BS in entomology from the University of New Hampshire. He is an accomplished bicyclist and enjoys hiking through northern New England working from his "base camp" tucked deep in the White Mountains.

Michael Clark, PE, LSP launched BSC's environmental engineering practice, applying more than three decades of experience in directing complex compliance and permitting projects in New England. Through Mike's leadership, BSC Group has been able to expand our support for valued client partners, including the MBTA and Eversource. Also notable is Mike's work for major clients such as Georgia Pacific and the United States Postal Service.
Having earned an MS in civil/geotechnical engineering and a BS in civil engineering, both from the University of Lowell, Mike maintains several professional designations. He is a Professional Engineer in Massachusetts, Maine, Connecticut, and Rhode Island; a Licensed Site Professional in Massachusetts; an ENV Sustainability Professional; a Board Certified Environmental Engineer; and a MassDEP Registered Third Party Inspector.

Robert Newton, PE, LEED AP, serves as manager of civil engineering for BSC's Connecticut office. In this role, he applies more than 25 years of civil engineering experience, with expertise in site and roadway design, hydraulic analyses, and permitting support for municipalities, private entities, and government organizations. Accomplished at leading interdisciplinary teams of engineers, planners, surveyors, and scientists to deliver cohesive and exemplary projects, Rob's management style combines technical expertise with best management practices.
Rob earned his BS in civil engineering from Union College in New York. He is a registered professional engineer in Connecticut, Massachusetts, and New York. His credentials also include the LEED Accredited Professional designation from the US Green Building Council.

Leading one of New England's largest land surveying practices, Sean's work is distinguished by his ability to not only gather and document spatial data but to also apply it to practical uses. With a solid foundation in traditional surveying principles, he also has a strong interest in emerging technologies and pioneers their adaptation to the surveying profession, keeping BSC at the forefront of advanced survey methods including the use of drones and the application of three-dimensional modeling. Sean applies his expertise to a variety of challenging projects, from consecutive on-call contracts for large state agencies such as the Massachusetts Department of Transportation and the MBTA, to private land development projects in constrained urban areas.
Holding a bachelor of science degree in civil engineering from the University of Houston, Sean is a Professional Land Surveyor in Massachusetts. He is past president of the Massachusetts Association of Land Surveyors and was previously named Surveyor of the Year by the organization.
