Ts. Eddy Othman is a construction planning professional with over 19 years of hands-on experience in construction management and planning. Eddy started his career in construction managing civil and building works for several construction companies. He quickly developed a keen interest in construction planning and have specialised in planning and scheduling since 2006, working for specialist planning firms and main contractors on landmark projects such as the National Heart Institute (IJN) and the Second Penang Bridge in Malaysia.
Having developed expertise in the use of Critical Path Method (CPM) for implementing project planning with programming systems such as Oracle Primavera and Microsoft Project, Eddy is skilled in the interrogation of project schedules to identify critical activities and resource constraints by adopting the appropriate prospective or retrospective methods of analysis.
Subsequently Eddy moved into the field of construction claims consultancy with Charlton Martin Consultants where he specialised in the preparation of Extension of Time (EOT) claims for contractors as well as assessing and independent review of Contractor's extension of time application by using the appropriate CPM delay analysis technique in analysing the cause and effect of delay events and quantifying the extent of excusable and culpable delay within the periods of delay analysed.
In this regard Eddy is a valuable resource for our delay expert appointments, particularly when there is a need for large scale reconstruction of as-built programmes from contemporaneous records over the life-cycle of the project, where a critical analysis of the effect of causative events identified by our delay expert is an important part of the evidence necessary to arrive at an opinion on the contractual risk and liability issues arising from delay and disruption. Over the years Eddy have performed delay analysis for disputed matters referenced to court, arbitration and adjudication, including claims and counterclaims on delay to LNG production and storage facilities, oil & gas pipelines, high-rise mixed developments, hotels, hospitals and office buildings, highways, roads, bridges and other infrastructure projects.
Eddy holds qualifications in Civil Engineering and a Masters degree in Project Management. A Certified Planning Engineer, Eddy is a Member of the Institution of Engineers Malaysia and the Malaysian Institute of Arbitrators. He heads our forensic delay and planning services, and he has experience in providing expert opinion on the causes of delay and extension of time entitlement for dispute resolution proceedings.

Ms Goh Li Kian graduated with a degree in civil engineering in 2007, and began her career as a planning engineer, working on developing schedules and programmes for numerous major infrastructure projects, including LRT and Airport extension works.
In 2011 Li Kian moved to an assistant planning manager role with MMC-Gamuda for the construction of the SBK and SSP Line underground works for some 7 years. During this period Li Kian developed her skills in delay analysis necessary for the preparation of contractual claims. Having spent a brief period at Gadang E&C managing EOT claims, Li Kian joined CSi's Forensic Delay & Planning team in 2019 to further her career in dispute resolution.
Li Kian's recent appointments include retainer services for EOT assessment on several MRT, Highway and High Rise construction projects. She is also assisting delay expert in the preparation of delay expert report for a disputed oil processing plant project and a solar plant construction project. Apart of delay analysis work, Li Kian is also engaged to represent client on CIPAA proceedings in relation to disputed interim and final claims between main contractors and sub-contractors.
Li Kian is a certified Project Management Professional, a Fellow of the Chartered Institute of Arbitrators UK and a Member of the Malaysian Society of Adjudicators. She is certified to act as Adjudicator for statutory adjudication under the Construction Industry Payment and Adjudication Act (CIPAA) in Malaysia.

Ms Joni Chu has over 30 years of working experience in the construction, engineering and oil & gas industries in various corporate financial accounting and project cost accounting roles, as well as performing procurement, tendering, estimating and co-ordination duties during her employment with local and multinational companies. With the wide-ranging experience gained throughout her career Joni is able to quickly understand the cost accounting structure of construction and engineering related businesses, where her insight is vital to unraveling the complex cost data often encountered on major construction projects.
Joni is skilled in forensic analysis of cost accounting records and data in identifying or verifying relevant cost heads for direct loss and expense related to delay and disruption cost claims, as well as site and head office overhead costs, asset depreciation, cost escalation, loss profits and financing cost claims commonly associated with claims for damages arising from construction contract disputes.
By detailed assessment and cost modeling techniques, Joni can conduct a technical audit by a complete examination of all financial transactions during the life-cycle of a construction contract in order to establish the relevant facts and costs. She provides valuable support to our dispute resolution team in determining the appropriate quantum of dispute.
A Public Accountant (Australia), Incorporated Financial Accountant (UK) and a Certified Accountant in Malaysia, Joni is a Fellow of the Institute of Public Accountants Australia, the Institute of Financial Accountants UK, the International Association of Accounting Professionals UK, the Association of Certified Accountants Malaysia and the Asian Institute of Alternative Dispute Resolution, a Member of the Institute of Certified Forensic Accountants Canada, the Institute of Internal Auditors Malaysia, the Society of Construction Law Malaysia, the Malaysian Institute of Arbitrators and the Malaysian Society of Adjudicators.
Joni is the head of case management of our firm where she manage our procedural communications and submissions between the parties and tribunal. She is certified to act as Adjudicator for statutory adjudication under the Construction Industry Payment and Adjudication Act (CIPAA) in Malaysia, as well as a Panel Arbitrator of the Asian Institute of Alternative Dispute Resolution.

Lieh Sieng is the founder of the Contract Solutions-i Group, with offices in Malaysia, Singapore and Hong Kong.
Mr Wai Chan Ming is a quantity surveyor by training with over 26 years' of working experience with consultants, developers and contractors. Upon graduating in 1992 with a Diploma in Building Technology, Chan Ming joined several construction and consultant companies in performing contract administration and quantity surveying duties for numerous building works contracts.
Chan Ming holds qualifications both in quantity surveying and construction law. He is a Fellow of the Royal Institute of Chartered Surveyors UK, the Chartered Institute of Arbitrators UK, the Chartered Association of Building Engineers UK, the Malaysian Institute of Arbitrators and the Asian Institute of Alternative Dispute Resolution, a Member of the Chartered Institute of Building UK, the Academy of Experts UK, Canadian Institute of Quantity Surveyors and the Malaysian Society of Adjudicators. He is empanelled as Adjudicator by the UK Adjudicators (UKA), and he is certified to act as Adjudicator for statutory adjudication under the Construction Industry Payment and Adjudication Act (CIPAA) in Malaysia.

Miss Ping Zhiow Gin started her career in the construction industry in 2010 with cost consultants YSCA Consultancy, performing quantity surveying duties for a range of projects. During this period Zhiow Gin gained valuable experience in cost valuation, value engineering, tender processes and contract administration.
In 2015 Zhiow Gin moved into construction, initially working with a local building contractor, and later joined established Chinese foundation contractor Zhongji Construction in 2016. The construction experience allowed Zhiow Gin to develop her skills on the commercial aspects of the business, ranging from budgeting, procurement, cash flow and negotiations, as well as the contractual aspects of claims, notification, disputed variations and final accounts.
Zhiow Gin joined CSi's dispute management team in 2019 and plays a key role in the firm's adjudication and arbitration work. Notable recent appointments include acting for a main contractor in pursuit of multiple adjudication claims against the same employer for three resort developments in Johor, assisting counsel in an arbitration for a disputed hospital construction project in Pahang, as well as retainer services for an on-going renovation of a 5-star hotel in Kuala Lumpur. At the same time Zhiow Gin pursued a bachelor's degree in Jurisprudence on a part-time basis and graduated in 2023.
Zhiow Gin recently completed her training and was admitted as a Fellow of the Chartered Institute of Arbitrators UK and the Malaysian Institute of Arbitrators. She is certified to act as Adjudicator for statutory adjudication under the Construction Industry Payment and Adjudication Act (CIPAA) in Malaysia. She actively participates in institutional activities, and she currently holds the position of Committee Member, Society of Construction Law Malaysia (2020-Present).

Samu joined CSi in 2019 as a planner and delay analyst, where she is regularly engaged to prepare project baseline programmes, EOT claims and assessments, as well as assisting in the preparation of delay expert witness reports. Recent appointments include retainer services with major contractors on a number of High-rise construction projects, as well as assisting delay expert with the preparation of expert report concerning delays to infrastructure works of a oil storage facility in Johor, and a disputed hotel reconstruction project in Kuala Lumpur
Samu is a Member of the Chartered Institute of Arbitrators UK and the Malaysian Institute of Arbitrators. Apart from scheduling and forensic analysis work, Samu regularly assist with tutoring in workshops and seminars on topics such as CPM scheduling and delay analysis methods.

Miss Wong Jian Bei graduated from the National University of Singapore with a degree in Project and Facilities Management in 2012, and began her career in facilities management at the landmark Gardens by the Bay, Singapore. Subsequently she moved into the field of construction scheduling with Sinohydro, where she developed experience in construction management & scheduling.
In 2015 Jian Bei began her career in construction claims consultancy with BK Burns & Ong, specialising in the preparation of Extension of Time (EOT) claims. Since joining CSi in 2016 Jian Bei focuses on delay expert witness assignments, and drafting submissions for adjudication proceedings. At the same time she completed her Master degree in Construction Law & Arbitration with merit.
Jian Bei leads CSi's Forensic Planning & Delay Services in our Kuala Lumpur office. Her recent appointments include acting as expert witness on delay for the external works of a power plant project, and a Malaysia Government water supply project, as well as advisor to parties on on-going buildings and infrastructure projects.
Jian Bei is a certified Scheduling Professional by the Project Management Instittute, an accredited expert of the Academy of Experts UK, a Fellow of the Chartered Institute of Arbitrators UK, the Malaysian Institute of Arbitrators and a Member of the Singapore Institute of Arbitrators. She is certified to act as Adjudicator for statutory adjudication under the Construction Industry Payment and Adjudication Act (CIPAA) in Malaysia. She holds the position of Honorary Treasurer, Society of Construction Law Malaysia (2021-Present), and previously held the position of Committee Member, Society of Construction Law Malaysia (2020 - 2021).

Edward started his professional career as a Post-Contract Executive back in 1994 with a Civil Engineering Contractor working on major infrastructure projects such as dam construction, water works, marine reclamation and railway track works.
Edward became involved in dispute resolution in 2007, where during his employment with contractors he was tasked with supporting legal counsel to provide input for claims and defence involving final account, variation, EOT and loss and expense disputes. During this period he developed an interest in the law and eventually led him to reading law with the University of London.
Edward was appointed Contracts Manager with the KVMRT Line 1 (Design, Procure and Construct for Underground Stations and Tunnel) project in 2012, where he led the contracts team until its completion in 2017. He was actively involved during the construction stage where he demonstrated sound project, contract and commercial management skills, and his ability to successfully negotiate supplementary agreements for final accounts and mitigate potential contractual disputes is well recognised by the project team during this period.
With his 25 years' working experience in major infrastructure works, Edward joined CSi as a Partner in 2018, to enable him to focus on his interest in resolving construction disputes. He currently leads CSi's dispute management group in providing management of adjudication and arbitration matters, claims consulting and litigation support.
Edward is qualified in Quantity Surveying and Law. A Chartered Quantity Surveyor, Panel Arbitrator of the Asian International Arbitration Centre (AIAC) and the Chartered Institute of Arbitrators Business Arbitration Scheme, he is a Fellow of the Chartered Institute of Arbitrators UK, the Asian Institute of Alternative Dispute Resolution, a Fellow of the Malaysian Society of Adjudicators and an accredited Expert of the Academy of Experts UK. He is certified to act as Adjudicator for statutory adjudication under the Construction Industry Payment and Adjudication Act (CIPAA) in Malaysia. Edward is also a speaker and trainer for in-house training programmes, conducting courses for in-house certification in relation to CIPAA and other related construction contract topics. Ms Chong Sau Wee has over 20 years of experience working with international contractors and consultants in the industry producing valuations related to a range of claims, including delay and disruption, prolongation, variations and other monetary claims on variety of projects including building, infrastructure, power, utilities, oil & gas and transportation in both project delivery and dispute resolution.
Sau Wee began her career working as a Quantity Surveyor at various international construction companies and quantity surveying firms where she gain experience in preparation and submissions of progress claims, variation claims, preparation of tender documents and quantity surveyor services for design & build projects.
In recent years Sau Wee specialises in providing quantum and delay expert services for dispute resolution via adjudication, arbitration and litigation. She is skilled in the review of voluminous amounts of data to produce valuations related to a range of claims, including delay and disruption, prolongation, variations and other monetary claims. Recent notable appointments include acting as quantum expert witness for a disputed RM136 Million industrial building project, and a disputed RM60 Million water distribution works contract.

She is certified to act as Adjudicator for statutory adjudications under the Construction Industry Payment and Adjudication Act (CIPAA) in Malaysia.
In 2008 Chan Ming established his own consultancy where he offer cost consulting services, pre & post construction contract management and quantum expert report services for dispute proceedings relating to residential, commercial and government building projects.
A United Kingdom (UK) qualified Chartered Quantity Surveyor, Chartered Building Engineer and an Australian and Canadian Professional Quantity Surveyor, Chan Ming initially joined CSi as a consultant, and in 2018 became an equity Partner to provide claims and dispute management advice on major commercial and mixed development projects. He has a leading role in managing CSi's expanding adjudication claims management portfolio, working with contractors and suppliers seeking to resolve payment disputes via statutory adjudication. Chan Ming also leads CSi's quantum valuation team, and regularly act as expert in valuation of work done and variations disputes.
Notable involvement in disputed matters include cost consultancy services for a major sewer network project, LRT extension variation claims, a high end condominium development in Singapore, quantum valuation for court and arbitration proceedings, as well as representing claimants or respondents in statutory payment adjudications and arbitration in Malaysia. Chan Ming also sits as Arbitrator, and he is empanelled with the Asian International Arbitration Centre, Thailand Arbitration Center and the Malaysian Institute of Arbitrators.
Mr Soh Lieh Sieng is a consummate construction industry expert, having spent 30 years working for contractors, consultants and employers throughout the United Kingdom, Europe, Asia Pacific and the Middle-East in engineering, construction and dispute resolution roles. Over the years Lieh Sieng has developed skills in project management, construction of major bridges and infrastructure works, airports and buildings, power plants, oil/gas construction and heavy-lift operations.
A considerable part of Lieh Sieng's early career involves the design and construction of major infrastructure projects in the UK, Europe, Middle East and Hong Kong/China, particularly in long span structural steel and post-tensioned concrete bridgeworks. Notable projects include Highway Widening and Railway Upgrading Schemes in the UK, the Dubai Airport Interchange in the UAE, Tsing Ma Suspension Bridge in Hong Kong and the Storebealt Suspension Bridge in Denmark.
Since 2008 Lieh Sieng's career is predominantly focused in contract administration and dispute resolution, providing advice on changes and variations, delays and extension of time, and loss and expense in respect of delays, disruption and acceleration. Lieh Sieng provide his services as a specialist consultant, with appointments throughout South East Asia, Hong Kong/China, India and the Middle East. Lieh Sieng is known for his extensive knowledge in the use of the FIDIC EPC and Design/Build Contract Forms where he has spent many years advising parties to infrastructure and power generation projects in several developing countries, as well as assisting parties in resolving disputes under FIDIC's Dispute Adjudication Board (DAB) procedure. Lieh Sieng is an accredited FIDIC President's List Approved Dispute Adjudicator.
Lieh Sieng has represented parties in over 20 arbitrations and over 250 statutory adjudications in Malaysia and Singapore. Lieh Sieng also regularly act as Expert Witness in court, adjudication and arbitration proceedings, and has presented written and oral expert evidence in over 40 proceedings, on disputes related to construction technology, defective works, contract termination, delay and extension of time, loss and expense, variations and contract interpretation in both domestic and international proceedings under ICC, AIAC and SIAC arbitration rules. As of 2022, Lieh Sieng have acted as tribunal in 15 construction contract related dispute proceedings.
