Power can be defined as the ranking of a group's access to scare resources, which in a firm can be quantified as staff and budgets. Power relationships have the effect of creating in-groups and out-groups in social psychology (Sherif, 1966) and are the cause of intergroup conflict and competition. Understanding how this aspect of social relationships is represented between management and technical engineers may provide some insight into how senior managers support and sponsor technology projects. A key component of this study will examine the organizational and sub-organizational relationships between management and technical engineers, but it will also look at the role of individual decision makers in the execution of projects.
