Carrie Stull

Carrie Stull is a Senior Environmental Scientist at McRoberts & Hartis, P.C., performing environmental report reviews, technical analysis and quality control of environmental reports for commercial real estate and institutional lenders, loan servicers and equity owners. Since receiving her B.A. in Geology from the University of Kansas (2000), Carrie has worked for Nova Group as a Senior Project Manager, and for Terracon Consultants as an Environmental Geologist and Project Manager in addition to her time with McRoberts & Hartis, P.C. Carrie has performed various environmental services including Phase I ESAs, Phase II ESAs, and has served as a National Environmental Policy Act (NEPA) Portfolio Manager. Eric Schwartz

Eric Schwartz serves as a Senior Environmental Scientist at McRoberts & Hartis, P.C. He performs environmental report reviews, due diligence management, technical analysis, and quality control of environmental reports prepared by various national consulting firms for several commercial lenders, loan servicers, and equity owners. Prior to joining McRoberts & Hartis, P.C. in 2005, Eric worked for Black & Veatch Corporation where he oversaw and conducted subsurface site investigations and quarterly ground water monitoring at over thirty former manufactured gas plant sites for State and Federal agencies. Prior to working for Black & Veatch, Eric also performed Phase I Environmental Site Assessments and lead-based paint and asbestos abatement oversight activities in the San Jose, California area for URS Corporation. Eric is an ASTM Environmental Professional and a Missouri Registered Geologist (#2007006638) and is also an AHERA-certified asbestos inspector/ manager. Jackie Hartis

Jackie Hartis is the Managing Shareholder of McRoberts & Hartis, P.C. She has over 20 years' experience in the practice of environmental law. Jackie has extensive experience in managing all aspects of environmental due diligence and risk management, including environmental report "desktop" reviews, Phase I, Phase II and other environmental report procurement and negotiation. She negotiates environmental provisions in purchase agreements and reviews, analyzes and negotiates environmental risk mitigants such as environmental insurance policies, environmental indemnities and environmental escrow agreements. Jackie also advises clients on environmental permitting, compliance and remediation. Jackie has represented parties in all aspects of environmental law, including under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), the Clean Air Act, the Clean Water Act and the Emergency Planning and Community Right-to-Know Act (EPCRA). She has represented parties in several private cost recovery and contribution actions brought pursuant to CERCLA. Additionally, she has defended numerous clients in administrative proceedings before the United States Environmental Protection Agency, the Kansas Department of Health and Environment and the Missouri Department of Natural Resources, including successfully negotiating consent decrees resolving enforcement actions and cleanup issues. Jackie has represented clients threatened with criminal sanctions under federal environmental statutes. She has experience in the representation of clients in contribution actions involving the cleanup of environmentally impaired property for potential development. Jackie also has experience with the redevelopment of Brownfields sites, including working with state agencies and the client in negotiating risk-based remediation strategies to promote the most efficient and cost-effective re-use of the property. Jackie has considerable trial experience and extensive experience drafting pleadings and appellate briefs. Jackie King

Jackie King has experience in all aspects of environmental law practice including the environmental aspects of real estate transactions and due diligence, regulatory counseling, and complex litigation. She has represented the interests of clients involved in a variety of industry sectors that include banking, gas and petroleum, capital investment, manufacturing, agribusiness, construction, and nationwide retail establishments. Jackie has advised clients on a wide variety of environmental issues associated with corporate and real estate transactions. Her work includes the planning and execution of corporate due diligence related to environmental impacts; preparing and negotiating contract language in asset deals and real estate transactions; resolving environmental issues prior to closing; negotiating compliance agreements with administrative agencies to facilitate the transfer of ownership involving properties that may otherwise not be marketable due to environmental impacts; transferring permits; negotiating reimbursement from state trust funds for investigation and remediation costs to facilitate property transfers; assisting clients with post-transaction contractual claims for indemnity; and counseling clients on issues relating to disclosure requirements for environmental liabilities. Jackie has successfully counseled clients on compliance and permitting issues involving state and federal law. She has utilized state voluntary clean-up programs and risk-based solutions to achieve administrative closure for contaminated properties. She has advised clients on prudent disclosures of potential violations of federal and state law discovered during due diligence or as part of internal facility audits. Jeff Fuller

Jeff Fuller serves as a Senior Scientist at McRoberts & Hartis, P.C. He performs environmental report reviews and technical analysis for real estate developers, and commercial lenders. Prior to joining McRoberts & Hartis, P.C., Jeff worked in the environmental consulting business for over 20 years providing a wide range of services for his clients including site investigations, remediation projects, and report writing and reviewing. He worked with nation-wide retail store chains, gas station franchises, US Air Force, Corps of Engineers, school districts, municipalities, airports, and manufacturers. Jeff also worked for the Texas Railroad Commission (oil and gas regulation) in their Environmental Services division.
