Born in Jinhua, Zhejiang Province in 1963, he graduated from the Department of Environmental Science and Engineering at Tsinghua University with a Doctor of Engineering degree. He has served as the Deputy Director of the National Ecological and Environmental Protection Expert Committee, Deputy Director of the National Climate Change Expert Committee, and Director of the National New Pollutants Governance Expert Committee. Over nearly 40 years, he has been committed to global environmental governance, national environmental planning, and management research. He has published 12 monographs, including Environmental Planning, Environmental Economics, and The Quaternary Industry of Ecological Products: Theory and Practice.
