JAMES T. BROWN

James Brown brings more than 39 years of public transportation safety, emergency management, security, and operations industry experience having previously worked at the Massachusetts Bay Transportation Authority (MBTA) in Boston and as an independent consultant. The past 17 years, Mr. Brown has actively supported safety and security transit initiatives with American Public Transportation Association (APTA) through the international and industry sponsored Rail, Bus and Commuter Rail System Safety Management Audit Programs. During his participation with the APTA program, James was responsible for assessing system safety programs and providing recommendations utilizing industry established guidelines to support the development of System Safety, Emergency Management, and Security Program Plans and their respective applications. James currently serves as the client's safety representative in support of ongoing capital project initiatives for the CalMod PTC and Electrification projects. Client services include oversight of the projects safety and security certification requirements, hazard management program, development of project safety documents, safety committee participation, safety inspections, evaluations and recommendations to support ongoing safety program development. James has served as the lead safety consultant to the New Jersey Department of Transportation (NJDOT) from 2007 - 2015 in conducting triennial safety and security assessments for the four rail lines under the NJDOT State Safety Oversight. He also has performed Project Management Oversight (PMO) services including reviewing safety and security documentation and providing recommendations to support compliance to applicable Federal regulations and guidance. The past seven years he has also served as the lead auditor for the Detroit People Mover in conducting annual internal audits of their safety and security program plans. James is also currently working with Metrolink to update its current System Safety Program Plan and align its provisions consistent with pending FRA safety regulations. While working at the MBTA, James served as the Chief of Safety for the subway, light rail, bus and commuter rail systems and previously had assumed several senior level management positions in Operations, including management of the MBTA light rail system. On a national basis, he has served on the APTA Emergency Preparedness Task Force, Transit Standards Infrastructure Security Standards Workgroup and Committee on Public Safety.

Salvatore Gilardi

Job Titles:

Salvatore (Sal) Gilardi brings more than 30 years of public transportation safety, emergency management, safety and security certification and fire/life safety experience to the B&G team having previously worked at New York City Transit, AMTRAK and as the Director of System Safety for Parsons Transportation Group (PTG). The past 15 years, Sal was the Senior System Safety engineer for Parsons Transportation Group where he worked on various rail projects such as: MTA's East Side Access Project, Miami Dade People Mover Project, Phoenix Light Rail Extension, the Los Angeles Metro Foothill Extension, Houston and Dallas extensions. Sal was responsible for the overall safety and security certification programs for those projects as well as for the Fire/Life safety having been a member of the National Fire Protection Associations' technical Committee on Fixed Guideway Transit and Passenger Rail systems. Prior to his work for PTG, Sal was the Director of Safety for Amtrak's Metropolitan Division of the Northeast Corridor where he was responsible for the day-to-day safety of the railroad and its passengers.
