April started her career in insurance regulation in 2007 as a financial examiner trainee for the Pennsylvania Insurance Department. She has since served in various financial examination roles. She has experience in all major insurance lines of business and has performed examination work on behalf of multiple states across the country. April has assisted in the training of financial examiners through a variety of channels ranging from one-one-one, in person training to presenting at national conferences.
In addition to her financial examination experience, April has also assisted in financial analysis reviews on behalf of several states. While at the Pennsylvania Insurance Department, April oversaw the completion of continuing care retirement community examinations.
April is a member of the Society of Financial Examiners where she serves on the Board of Governors.
April holds a Bachelor of Science in Business Administration from Bloomsburg University where she majored in Accounting and concentrated in Fraud Examinations. She resides in Pennsylvania.

Chris DiBona has over 25 years' experience in the accounting field in both the private and public sectors and in the concentrations of bookkeeping, financial reporting, financial planning, and taxation. Her bookkeeping and taxation began as a staff accountant for a local CPA firm in Chapel Hill, NC where she was involved in payroll processing, bookkeeping for local companies and individual tax preparation. As the Accounting Manager at Damascus Homes, LLC and Parish Capital Advisors, LLC, she was responsible for all accounting processes for a minimum of 5 intercompany entities and was the liaison for the annual audits. During her time at an investment company and a pharmacovigilance company she worked with multi-office companies in multiple countries.
Chris is currently a Manager for Receiverships and Special Projects. In her role as Manager, she is responsible for overseeing the accounting and finance functions of insurance companies that have been placed into supervision, rehabilitation, or liquidation.
Chris obtained a BA in Economics from the University of North Carolina at Chapel Hill. She is a member of the Society of Financial Examiners (SOFE). Chris works and resides in Huntsville, AL.

Erika has over 12 years of experience in the regulatory insurance consulting industry. Prior to joining ER in 2023, she worked as a contract operations manager in the Healthcare Technology field. She also has 11 of years in the industry as a billing department and resource manager.
As a Project Management Specialist, Erika works with the management staff to ensure all project objectives, internal and external, are met. She is responsible for the assembling and reviewing of proposals, contract management, marketing development as well as other corporate projects including event planning. Erika received her B.S. in Criminal Justice from Briarwood College in Connecticut. She resides and works in Aiken, SC.

Gail has 10+ years of experience in accounting and office management. Prior to joining ER, she worked as an Accounting Manager at a brokerage firm in Atlanta where she managed multiple, high-volume accounts. She also collaborated with corporate leaders to develop, track, and maintain growth within the company. This background has allowed her to transition into her current role at ER.
As the Accounting Analyst, Gail works with the Executive Leadership team and divisional directors to develop, maintain, and disseminate a multitude of analytics for projects across all divisions. She collaborates with the Accounting Manager to investigate and assess financial data to provide feedback and solutions. She is also responsible for identifying and resolving reporting issues and ensuring proper procedures are in place to provide a high level of service to both clients and management.

Garland's experience in the health insurance and health care industry spans 33 years. Before joining ER, Garland held the CEO position with UnitedHealthcare responsible for North Carolina, South Carolina, and Georgia.
As CEO, Garland had P&L responsibility for commercial group business in these states with up to 2 billion in revenue and 2 billion in ASO medical spend. The primary responsibility was leading the planning and deployment for local provider, customer, consumer, regulatory and legislative initiatives in both states. This included, attaining 70% penetration in both NC and SC with provider value-based reimbursement, transforming the commercial marketplace by finalizing legislation that removed MFNs from NC and allowing small business owners access to level funded benefit plans in NC and SC, winning the state of Georgia employee/retiree health plan serving over 300,000 members, and partnering with DOI to launch individual exchange plans to serve over 175,000 members in NC.
Prior to the CEO of the Carolinas role, Garland served in the CEO position for Tennessee and Arkansas with United Healthcare.
Before the UnitedHealthcare acquisition, Garland was the VP of operations for John Deere Healthcare in the states of Virginia and Tennessee and then VP of Operations for Iowa, Illinois, and Wisconsin. In this role he had P&L responsibility for commercial group, individual, Medicare advantage, Medicare cost, Medicaid, and CHIP lines of business serving 750,000 members.
Trey has been in the field of insurance regulation for 20+ years. Prior to joining ER in 2023, Trey worked with UnitedHealthcare as Associate General Counsel and Director of Regulatory Affairs where he provided legal counsel to the South Atlantic CEOs and executives and ensured overall enterprise compliance for the SE region. He also has extensive work experience with the Georgia Department of Insurance. He managed the Division of Insurance and Financial Oversight which consisted of all areas including financial examination, market regulation, financial analysis, life and health financial analysis and administrative supervision and receivership. In addition, Trey spent part of his career in private practice at the law firm of Locke Lord, LLP, where he served as outside counsel to healthcare and other insurance clients as a member of the Regulatory and Transactional Practice Group.
As Special Deputy Receiver for ER, Trey will provide legal guidance for troubled company administration, liquidation, and receiverships. Trey earned both his Bachelor of Arts in Accounting and Juris Doctor from Georgia State University. He is a State Bar of Georgia member and a member of the American Bar Association. Trey is a licensed attorney and works and resides near Atlanta, GA.
Joey has over 9 years' experience working in the corporate accounting field. Joey moved to Georgia and joined the Atlanta team in 2015.
As Accounting Manager, he oversees all aspects of the accounting cycle for the business as well as providing the leadership team with key financial analysis to facilitate decision making. Other duties include designing and managing internal processes which help increase efficiency.
Joey holds a BS in Finance from the University of South Florida and is a licensed Certified Public Accountant in the state of Georgia. Joey works and resides in Atlanta, GA.

Leo has been in the field of providing management consulting, business advisory, and transaction advisory services for regulators, insurers, and managed care organizations for over 30+ years. Prior to rejoining ER in 2023, Leo held the position of Director with a previous consulting firm providing Troubled Company and Receiverships (TCR) services for regulators. Leo originally joined ER in 2009 and worked with ER's managing member in establishing ER's TCR Services. Previously Leo was a Managing Director and Senior Manager for two Accounting and Consulting firms providing external audit, internal audit, SOX, and business and transaction advisory services to insurers, managed care organizations, and regulators. During his tenure Leo was appointed "financial expert" for the Board and Audit Committee as well as engaged as an external consultant to provide corporate governance and forensic analysis expertise to the Organization. Leo's management and industry experience in the private sector includes the following: VP Finance and Operations for a health insurer, Corporate Controller for a Managed Care Organization operating TPAs and provider networks, and Regional Finance Director for a Managed Behavioral Care Organization. Leo's overall industry experience includes life and health, managed care, property and casualty, and reinsurance assisting enterprises ranging from start-ups, captives, reciprocals, Co-Ops, MCOs, MGAs, PBMs, RRGs, TPAs, middle market, mutual insurers, and diversified financial organizations.
Leo has been involved in multiple TCR engagements over the years and brings specialized experience and knowledge for providing Regulators, Receivers, and Guaranty Associations services for oversight of insurers and managed care organizations. Primary services include providing financial analysis, business performance and operations reviews, target examinations, administrative supervision, rehabilitation, liquidation, and run-off services. Leo has held and executed the roles of Deputy Supervisor, Deputy Rehabilitator, and Deputy Liquidator. As Assistant Director for ER, Leo's main role will be to provide services and guidance to clients. for Troubled Company and Receiverships engagements. Leo earned his Bachelor of Science in Accounting from Providence College. Leo is a licensed CPA and works and resides near Atlanta, GA.

Melinda Domzalski-Hansen has worked in the insurance industry for 20 years. For the first half of her career she worked in customer servicing roles, then moved into individual sales which lead her to acquiring a role as an Account Manager for Major and National accounts where she oversaw and serviced large and national group clients. For the second half of her career, she has worked in product management, regulatory compliance, and management roles where she oversaw the implementation of various Medicare and Health Insurance products and directed the implementation activities related to the setup of ACA health insurance programs and the state exchange.
Before she started working for ER, she was working as the Director of Health Insurance Programs, for the Minnesota Department of Commerce. In this position, she directed the Health Insurance Division team's regulatory oversight of forms, rates, marketplace filings, various health reform programs, grants, audits, and certifications.
Melinda is a member of the Insurance Regulatory Examiners Society (IRES) and holds the Market Conduct Management (MCM) and Accredited Insurance Examiner (AIE) designations. Melinda resides in Minneapolis, Minnesota.

Susan Heath has over 20 years' experience in the accounting field in both the private and public sectors and in the concentrations of auditing, financial reporting, and taxation. Her audit experience began as an auditor for Arthur Andersen in Charlotte, NC with a focus on Healthcare Financial audits. As the Accounting Manager at Lowe's Companies, Inc., she was responsible for designing, implementing, and monitoring internal controls over financial reporting in order to ensure compliance with the Sarbanes-Oxley Act. Susan has also owned and operated a private CPA practice providing tax, accounting, and consulting services to individual and corporate clients.
Susan is currently a Senior Manager for Receiverships and Special Projects. In her role as Supervisor, she is responsible for overseeing the accounting functions of corporate clients, captive insurers, and insurance companies that have been placed into supervision, rehabilitation or liquidation.
Susan obtained a BS in Accounting from Virginia Tech and is a licensed Certified Public Accountant (CPA) and Accredited Financial Examiner (AFE). She is a member of the Virginia Society of Certified Public Accountants and Society of Financial Examiners (SOFE). Susan works and resides in Stuart, VA.
