Abe Yoffe

Job Titles:
  • Senior Project Manager
Abe's responsibilities as Senior Project Manager include pre-construction activities, budget control, schedule preparation and enforcement, LEED oversight, management of third-party vendors and project closeout activities. Since joining HDC in 2006, Abe's expertise has played a key role in managing some of HDC's largest and most complex projects, including clients in the zoological, corporate world headquarters, education and social club sectors. Abe holds a B.S. in Finance and Marketing from Syracuse University and an M.S. in Real Estate Development from Johns Hopkins University. Abe is a LEED Green Associate.

Charlie Dunbar

Job Titles:
  • Project Controls
Joining the HDC team in 2022, Charlie works closely with clients and project managers to ensure that all budgeting and scheduling processes run smoothly. He tracks current budget status and cashflows by reviewing draws, invoices and change orders. Charlies also prepares and transmits invoice approvals and ensures correlation with clients' internal accounting. Charlie's timeliness and accuracy allows clients to make crucial decisions throughout the project. His ability to focus on details in a fast-paced environment and his experience in accounting make him a valuable member of the HDC team. Charlie is a graduate of Loyola Blakefield and earned a B.A. in Mathematics with a concentration in Applied Mathematics from Towson University.

Darvelle Smith

Job Titles:
  • Assistant Project Manager
  • in 2023 As an Assistant Project Manager
Darvelle joined HDC in 2023 as an Assistant Project Manager. He works closely with the team on all aspects of a project from marketing to closeout activities. Responsibilities include maintaining daily communication with team members, supporting with the procurement of vendors, and assisting with the administration of project schedules, budgets and reporting.

Jen Ruggles

Job Titles:
  • Accounting Manager
Joining HDC in 2019, Jen serves as the Accounting Manager focusing on responsibilities such as payroll, accounts receivable and payable, corporate billing and invoicing, financial reporting and reconciliation and general office management. Jen's strong interpersonal and communication skills, thorough knowledge of accounting principles and bookkeeping experience make her a crucial member of the HDC team. Jen holds a B.A. from Davidson College.

John Harmon

Job Titles:
  • Principal
John has extensive experience in program management, owner representation, investor capital management, construction management, site development entitlements, environmental agency negotiations and remediation, and purpose-built facilities. He has partnered with a wide variety of clients in corporate, educational, not-for-profit, government, sports, and entertainment sectors. This experience affords John a keen understanding of the complexities and demands typical for projects of all types. As a principal, John works closely with the HDC and client teams to ensure the quality and successful implementation of the project. John holds a B.S. in Economics from the University of Maryland and an M.S. in Real Estate Development from the Johns Hopkins University. He serves on the board of several local organizations and is active in community service.

John N. Mills

Job Titles:
  • Principal
As a principal since 1997, John brings a lifetime of experience to HDC. He has worked as a laborer, carpenter, site superintendent, estimator, and as a senior executive of a mid-size general contractor. Prior to partnering with John Harmon, he operated his own business that focused on real estate development and project management. John works with all HDC team members in every aspect of the business. He is a key resource, particularly in the areas of project feasibility, contracting strategies and procurement, budgeting, scheduling, construction quality assurance, long-term planning for clients, and value engineering efforts. John's understanding of complex engineering and construction procedures coupled with his sound technical skills enable him to handle any construction issue. This expertise has proven to be invaluable to HDC's clients, including those in the technology, pharmaceutical, sports, education and corporate world headquarters sectors. John studied Mechanical Engineering at the University of Maryland.

Jon Adams

Job Titles:
  • Project Manager
Jon joined the HDC team in 2015 in Project Controls. In this role, he contributed to the success of projects encompassing millions of square feet in a variety of sectors. Now a Project Manager, his responsibilities include managing the daily activities of project including conceptual budgeting, procurement, cost and budget tracking, scheduling, change order and close-out management. Jon's experience as a math tutor, small business manager and Project Controls provide him with valuable skills in finance and client relations. He holds a A.A. in General Education from the Community College of Baltimore County.

Kristen Mills

Job Titles:
  • Project Manager
Part of the HDC team since early 2018, Kristen is a Project Manager who is involved in the daily activities relating to a project. Her responsibilities include scheduling and running status meetings, issuing meeting minutes, conducting site visits, monitoring schedules to ensure compliance, and working closely with the client on budgeting issues. Kristen has six years of experience as a Business Analyst working with an international team of IT programmers. Also, she holds an A.A. in Interior Design from Harford Community College which included CADD coursework and interpretation of architectural and engineering drawings. Kristen's attention to detail, communication, and leadership skills build rapport and ensure that the project team is working as a cohesive unit.

Nick Mills

Job Titles:
  • Senior Project Manager
As Senior Project Manager, Nick serves as the primary point of contact for all day-to-day project coordination, particularly in the areas of cost control, project scheduling, procurement and general project execution. With HDC since 2010, Nick brings widespread construction experience and acts with urgency and resolve on behalf of his clients. Nick has successfully worked with clients in a diversity of sectors, including world headquarters locations, education, and sports. His ability to conceptualize and communicate a project throughout all stages has proved to be valuable assets. He holds a B.A. in History from Salisbury University.
