Anthony Vine

Anthony is an associate director at NineSquared with a focus on transport economics, cost benefit analysis and infrastructure prioritisation. He has experience in developing prioritisation frameworks across a variety of government departments with a particular focus on passenger and freight rail. Anthony has also undertaken cost benefit analysis for a variety of public and private clients relating to energy efficiency, transport infrastructure, technology and the arts amongst other sectors.

Byron Christensen

Byron is a manager with NineSquared with a background in international business, research and economics. He has a Bachelor of Business (International Business /Economics double major) from the Queensland University of Technology and is currently undertaking his CFA qualification. Since joining in mid-2014, Byron has worked in the financial modelling practice, maintaining a financial model for undertaking options analysis options for a technology infrastructure business case. Byron has gained experience in the public transport ticketing environment with responsibility for research and analysis of commercial issues for the Department of Transport and Main Roads Next Generation Ticketing project.

Cameron Ades is an economist with twelve years' experience working in both the private professional services and government sector in both Australia and the United Kingdom. He offers his clients a unique combination of technical skills in economics and land use modelling used in tandem to provide insightful infrastructure advice. He specialises in producing quality infrastructure business cases, many of them highly politically sensitive and time critical. Cameron's other areas of expertise include land use economic analysis and policy, project economic impact analysis, industry development advice, resource sector industry and freight project analysis. He is also a highly experience GIS operator, which he uses to enhance spatial modelling processes and to graphically communicate output to clients.

Dominic Ng

Dominic has over 20 years' experience in business and strategy implementation, assuming senior and executive management responsibilities as part of major transformation programs within large public and private sector organisations. In his various roles at NSW Justice, Dominic has been instrumental in working with senior and executive management teams to instigate and navigate complex programs of service reform and change. Within the NSW Courts and Tribunals, his efforts have contributed to the maturing of digital service innovation and design thinking. Dominic's engagement with peak forums across the NSW public sector has influenced the shaping of NSW State policies in innovation, digital service design and commissioning and contestability. Working with Steve Richards (NineSquared's NSW Market Lead), Dominic will also be responsible for further strengthening our services in organisational, governance, and assurance reviews.

Earlier Ken

Earlier Ken worked as both a project manager and economist at the Queensland Treasury, where he led and project-managed large structural reforms in the State and Local Government sectors, including corporatising and incorporating government businesses, reforming pricing and implementing National Competition Policy reforms.

Jason Baena-Tan

Jason was a developer of a national electric vehicle uptake forecast model which was the basis for KPMG's Accelerating Local electric Vehicle Uptake Where it Matters publication for which he was the lead author. The paper investigates expected EV uptake in Sydney, Melbourne and Brisbane at a local suburb level. It found that major Australian cities have a large urban footprint and how people use their car differs between the inner city and outer suburbs. Consequently, the impact of EVs will depend in large part on the personal preferences and choices people make when owning and using a car. Jason is an analyst in NineSquared's Sydney office with experience in spatial and urban econometrics, choice modelling, cost- benefit analysis and demand forecasting. Jason graduated with a Bachelor of Economics (Honours) from the University of New South Wales (UNSW). Prior to joining NineSquared, Jason was a consultant at KPMG as well as a research associate at UNSW's Centre for Applied Economic Research. He is also a member of the Economic Society of Australia.

Neil Douglas

Neil Douglas is a transport economist with over thirty years academic and consultancy experience. Neil has a PhD in economics examining the welfare effects of transport deregulation. Neil has completed over 250 projects in twelve countries and offers considerable expertise in cost-benefit analysis, economic impact assessment, demand and cost forecasting, externality and resource economics, the private sector financing of transport infrastructure and the economic theory of markets and regulatory policy. He is also an expert in survey methods and the use of survey methods in economic analysis including the valuation of non-market benefits. Neil has provided advice to Australian and NZ governments and to private sector clients about rail, bus, ferry and road transport, ports and airports and covering freight and passenger services including cruise ship tourism. Neil has published 90 articles and conference papers. A particular interest is valuing transport attributes. A 2018 review of world experts by Monash University ranked Neil as the leading practitioner. In 2019, Neil was elected Vice President of the Australasian Transport Research Forum. Neil is also a Fellow of the Chartered Institute of Logistics and Transport. Neil has business experience from developed a large 150 seat cafe located on Wellington's waterfront employing 45 staff and achieving annual turnover exceeding $NZ 2 million. The café won awards for best cafe in New Zealand and most popular cafe in Wellington. Since 2002, Neil has developed Totara Nut Farm planting almond, chestnut, hazelnut, pecan, pine nut and walnut trees amongst covenanted Totara trees. Since 2016, Neil has been chairperson of the Wairarapa Tree Crops Association.

Rachael Marshall

He is an expert in public passenger transport and has advised clients across Australia and New Zealand on a range of issues related to urban and regional bus, rail and ferry services. He has also advised on a range of public policy issues including the reform of regulated industries, contestability and pricing of government services. Prior to establishing NineSquared, Robin was a Director at Deloitte where he focused on providing economic, financial and commercial advisory services to government clients primarily in the transport sector but also in relation to aged care, environment and technology projects. Previously, Robin was a senior executive at TransLink, the entity responsible for the integration of public passenger transport in South East Queensland and has held positions at the Queensland Department of Transport and Main Roads and in the Commonwealth Government at the Industry Commission.

Simon Sagerer is a director in NineSquared's Sydney office. He is an experienced transport economist and economic forecaster. He has been involved in a wide range of studies entailing business case preparation, cost-benefit analysis, due diligence, expert witness statements, economic and land use impact analysis, and wider economic benefits estimation in various roles in KPMG, Synergies and ACIL Allen Consulting. Simon was the project director for an independent review of the prices at Cairns Marlin Marina. The study drew on comprehensive stakeholder feedback and an independent market assessment to ascertain if the price structure proposed by Ports North reflects fair market prices and meets commercial requirements. Simon was the lead reviewer in a review of TfNSW's model for predicting road/rail mode shares for container freight moving to and from Port Botany. The engagement tested the model's alignment with a best practice conceptual framework, its statistical robustness as well as key aspects of the technical implementation Simon Sagerer is a director at NineSquared's Sydney office. Wade Oestrich

Wade Oestrich is a former Deputy Director-General in Queensland's environment department with approximately 20 years' experience in the Queensland Public Service. Over his career, Wade has developed expertise in organisational leadership, public policy and regulation. Wade's specific experience is primarily in the environment and natural resources sectors, having led several landmark reforms, including the reform of Queensland's environmental offsets framework, development of new State Planning Instruments to protect Queensland's environment and implementation of new, more customer-centric regulatory approaches. Wade also has experience in ecotourism, racing, sport and recreation, as well as issues affecting Aboriginal People and Torres Strait Islander People.
