The Southeast Monmouth Municipal Utilities Authority, a public body, was created in 2008 and began operations in August 2009 to purchase and operate the Manasquan Water Treatment Plant and Transmission System in order to maintain, operate and improve the System and to foster and promote the provision and distribution of an adequate supply of water for public and private use. The Authority serves the Borough of Brielle, the Borough of Seagirt, the Borough of Spring Lake, the Borough of Spring Lake Heights and the Township of Wall. Each municipality is defined as a "Member." The Authority has entered into a Treated Water Purchase Contract with each of its Members, obligating each Member to make payments to the Authority for its proportionate share of the Authority's operating expenses, debt service and required reserves...
