In 1999 Paul started his career on-site with a main contractor delivering a large highways PFI scheme. He moved to the PQS side where he developed his skills as a QS, Employer's Agent and Project Manager, becoming a Member of the Royal Institution of Chartered Surveyors and delivering a variety of new build and refurbishment projects. It was during this time Paul met David Champs and a few years later (2007) they formed TC Consult. Paul specialises in planning complex construction and development projects, in particular those involving lease arrangements in the retail and leisure sectors. His practical approach quickly gets him to the key objectives of a project for which he maps out a process plan to achieve the end goal. His personable style is key to getting other team members to buy into both plan and process, and ultimately gets the project delivered. As well as delivering projects hands on, Paul also manages the company's marketing and PR, and is company secretary dealing with all legal matters.

Winnie is a highly experienced Quantity Surveyor. Winnie joined us from Hong Kong, where she has firmly established her career both as a top-ranking Surveyor and Procurement and Contracts Manager in just nine years after graduating. She took a year-long career break to relocate to Cardiff and look after her two young children - and we're delighted she's chosen to continue her career with TC Consult. Winnie has an outstanding track record in cost control and contract management, and a keen desire to drive success through results.
