A Boise native, Brad began his legal career in 1989 as an intellectual property attorney and commercial litigator at a Boise-based law firm. In 1997 he accepted an in-house position as Senior Intellectual Property Counsel with Fortune 1000 company, Micron Electronics, Inc., and remained there through the company's merger with Interland, Inc. (now Web.com), then the nation's largest Web hosting company. He eventually became Deputy General Counsel for Micron Electronics, Inc., and Interland, Inc. From June 2003 to February 2006, Mr. Frazer served as Deputy General Counsel to MPC Computers, LLC, in Nampa, Idaho.

Adam Christenson concentrates his practice in the areas of public finance and municipal law. Alycia Moss is a member of the firm's Immigration practice group. Alycia has assisted businesses, individuals, and investors alike navigate the U.S. immigration system since 2012, running a successful solo practice before joining Hawley Troxell in 2023. She has appeared on behalf of her clients before many immigration agencies, including the United States Citizenship & Immigration Services (USCIS), Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), Executive Office of Immigration Review (EOIR), Board of Immigration Appeals, Board of Alien Labor Certification Appeals (BALCA), Administrative Appeal Office (AAO), and federal courts.
Alycia earned her Juris Doctor from the University of Idaho College of Law in 2005, the same year she was licensed to practice law in Idaho. She graduated magna cum laude from the University of Colorado at Denver in 1996, receiving her degree in History. Before law school, Alycia lived and studied in Russia and was a small business owner. She spent a year studying at St. Petersburg State University and built, operated, and managed a guest ranch in eastern Idaho. During law school she was the student government vice president, law clerk for the Ambassador for War Crimes Issues at the U.S. State Department, exchange student at Skope Law School in Macedonia, and a published student author in the Michigan State International Law Review.
When not helping immigrants navigate the labyrinth of U.S. immigration law, Alycia enjoys everything outdoors and spending time with her daughters. If she weren't practicing immigration law, she would be a backpacking guide.

Becky Davis has over 12 years of paralegal experience in Idaho with an emphasis on litigation support and case management. Brian Ballard is a member and past chair of the firm's Real Estate group and focuses his practice on commercial transactional work. Catherine Yenne is an associate in the firm's Immigration practice group. Catherine has experience completing various forms for U.S. Citizenship and Immigration Services, including waivers, family- and employment-based petitions, and specialized visa applications, as well as preparing H-1B applications and underlying PERM Labor Certifications. She has represented clients in affirmative asylum proceedings before U.S. Citizenship & Immigration Services and in motions to reopen removal proceedings before I.C.E. Cathy is a member of the firm's Appellate and Mediation practice groups. She began her career with Hawley Troxell in 1984 and became partner in 1988. From 1989 to 1990 she was Associate General Counsel of Morrison Knudsen. In 1990 Cathy was appointed by Governor Cecil D. Andrus as the first woman judge on the Idaho Court of Appeals. She was appointed in 1993 to the Idaho Supreme Court and became the Court's Vice-Chief Justice in 1997. She served on the Supreme Court until 2000, and in 2001 she resumed her partnership with Hawley Troxell. After serving as the Founding Dean of Concordia University School of Law, Idaho from 2008-2016, Cathy became Concordia University's Vice President of Community Engagement, and in 2017 returned to Hawley Troxell once again as Of Counsel.
Cathy has practiced law in California and Washington D.C., and was appointed an Assistant United States Attorney for the Southern District of New York. She also served as a Special Assistant United States Attorney for the District of Idaho.

Chandra Atwood is the Senior Case Manager in the firm's Immigration practice group. Chandra assists with many aspects of the firm's practice, including drafting documents, maintaining the attorney calendar, client communication, and administrative work. She is also a Notary Public for the State of Idaho.
Prior to joining Hawley Troxell in 2023, Chandra accumulated over a decade of legal experience in family-based immigration, business immigration, removal proceedings, family law, criminal law, and child protection cases. As the Senior Case Manager, she also works on cases in the 9th Circuit Court of Appeals and the Eastern District of Washington Federal Court.
In 2020, Chandra completed a paralegal course and received a Paralegal Certificate from the American Immigration Lawyers Association (AILA). To further her education, in 2021 she also completed AILA's Permanent Employment Certification (PERM) Course in which she received another certificate.

Biography
Devin Bray is an associate in the firm's Litigation, Banking, and Creditor Rights and Bankruptcy practice groups. Devin graduated with High Honors from the University of Montana's Alexander Blewett III School of Law in 2023. During law school, Devin was a Student Law Clerk to the Honorable Judge Benjamin P. Hursh of the United States Bankruptcy Court, District of Montana, where he gained valuable experience reviewing motions and hearing arguments concerning the Bankruptcy Code, conducting research on Chapters 7, 11, and 13 Bankruptcy issues, and drafting and editing Memorandums. Devin was also a member of the law school's Federalist Society.
Devin has gained litigation experience through multiple legal internships, having assisted with researching and drafting motions and briefs, and drafting letters and responses to the Montana Human Rights Bureau and the Equal Employment Opportunity Commission regarding discrimination claims.
As an undergraduate student at Montana State University - Northern, Devin was a multi-sport athlete, serving as Captain of the Men's Basketball team and the Men's Golf Team for multiple years each, as well as holding multiple titles on the Student Athlete Advisory Committee. He earned Frontier Conference Champion of Character honors for Golf in 2017 and for Basketball in 2019, and was awarded MSU-Northern's Highest Academic Award, the Student Excellence Award, in 2019.
Outside of work, Devin enjoys running, hiking, fishing, golfing, and spending time with family and friends. He was born and raised in Missoula, MT, and is excited to explore the Boise area.

Douglas Kelly is a paralegal in the firm's Litigation and Workers' Compensation practice groups. Douglas has over 11 years of legal experience, first obtaining his J.D. from the University of California, Berkeley, School of Law in 2012, then leaving private practice in 2015 to transition to the research and editorial side of the legal world.
Douglas spent the next several years with EVERFI, an educational technology company and e-learning platform, in a variety of editorial and analytical roles. He was responsible for conducting reviews of online course content for legal and factual accuracy, monitoring and analyzing new legislation at both the state and federal levels, and researching and writing case law summaries for clients prior to joining Hawley Troxell in 2023.

Griffen Pape is an associate in the firm's Litigation and Insurance practice groups.
Griffen received his J.D. from the University of Illinois College of Law in May 2022, where he attended as one of the school's Law Scholar recipients. As a J.D. candidate, Griffen was the Treasurer and Founding Member of the Real Estate Law Society, the Vice President of the Sports & Entertainment Law Society, and student member of the Chicago Bar Association. He gained valuable legal experience in a variety of practice areas, including business transactions and litigation as a Summer Associate in 2021. He also served as a Judicial Extern for the Honorable Mary Jane Knisely of the 13th Judicial District of Montana in 2020.

He served as a Lawyer Representative of the District of Idaho to the Ninth Circuit Conference of the United States Courts from 2014 through 2016 (with Emeritus status in 2017 and 2018).
In addition to his professional contributions, Howard has been engaged with multiple civic and community organizations, including Rotary Club of Pocatello (where he's been an active member since 1986, served on the Board of Directors, and is past President); the Board of Governors of Bannock Regional Medical Center (now known as Portneuf Medical Center), including 15 years as Chairman of the Board; and Idaho State University's Bengal Foundation Board of Directors.
