As one of the organization's most experienced staff attorneys, Allison leads Earthrise's advocacy efforts related to water pollution, water quality standards, and aquatic species protection. Allison has significant experience litigating cases under statutes such as the Clean Water Act, the Endangered Species Act, the Clean Air Act, and the Resource Conservation and Recovery Act. Prior to joining Earthrise in 2005, Allison clerked for U.S. District Court Judge Garr M. King in the District of Oregon. Allison is a graduate of Cornell University (BS 1996) and Lewis & Clark Law School (JD 2002, cum laude). Allison is admitted to practice in Oregon state courts and the federal District of Oregon, the Court of Appeals for the 9th Circuit, D.C. Haley joined Earthrise as a Legal Fellow in Fall of 2022 after graduating from Lewis & Clark Law School with certificates in Environmental and Natural Resources Law and Public Interest Law. Before coming to Portland, Haley graduated from the University of Oregon's Clark Honors College in 2019, with a Bachelor's of Science in Environmental Science. During law school, Haley worked as a law clerk for the Environmental Division of the California Department of Justice, the United States Environmental Protection Agency's Office of General Counsel, and for the Honorable Jolie A. Russo. Haley also volunteered for the Northwest Environmental Defense Center and the National Lawyers Guild but spent most of her time on the Lewis & Clark Law School Environmental Moot Court team. Haley loves powerlifting, hiking, reading fiction, playing piano, and painting during her free time.

Writing Specialist Hillary Gell graduated from Harvard Law School in 2010 and is admitted to the bar in Massachusetts. During law school, she focused her research on topics at the intersection of law and psychology, her undergraduate major area of study. These topics included medical decision making by minors, peer mediation and bullying, and the duty to warn as it relates to suicide on college campuses. She has taught Legal Research & Writing at many schools in Massachusetts and most recently at Lewis & Clark Law School. She also works as an LSAT course instructor and private LSAT tutor and advises law school applicants on the preparation of their personal statements, resumes, and other materials.

Jamie joined the Earthrise team as a staff attorney in January 2015, and focuses on citizen enforcement and implementation of pollution laws including the Clean Water Act, Clean Air Act, and Resource Conservation and Recovery Act. Jamie relocated to Portland from Madison, Wis., where he practiced public interest environmental law for seven years with Midwest Environmental Advocates and McGillivray Westerberg & Bender LLC. Jamie is a graduate of the College of William & Mary (BS 1997) and Lewis & Clark Law School (JD 2007), and is admitted to practice in the State of Wisconsin, various federal district courts in Wisconsin, Illinois, and Michigan, and the U.S. Court of Appeals for the Seventh Circuit. Janice Weis

Ms. Weis has served as Associate Dean and Director of the Environmental, Natural Resources, and Energy Law Program since 1994. She oversees all aspects of the program for JD, LLM, joint JD-LLM, and MSL students as well as external events and trainings. Ms. Weis also chairs the Lewis & Clark Sustainability Council which serves all three campuses at LC, and is co-chair of the Rocky Mountain Mineral Law Foundation (RMMLF) Natural Resources Law Teachers Committee. Prior to joining Lewis & Clark, she was an attorney in the Natural Resources and Public Law Department of Best, Best & Krieger in Riverside, California where she served as co-chair of the natural resources practice group. Her practice included transactional and litigation work in the areas of the California Environmental Quality Act, the National Environmental Policy Act, water quality, water rights, federal and state Endangered Species Acts, wetlands, and land use. Weis was also a Member and Vice-Chair of the Executive Committee of the California State Bar Environmental Law Section from 1992 to 1994. She also served as a Member of the Legislation and NAFTA/GATT Subcommittees and Vice-Chair of the CEQA Review Committee, and was a contributing author to the Environmental Law Section's "CEQA Assessment and Recommendations," submitted to the California legislature in 1994. During law school, Weis served as a law clerk for the Conference of Western Attorneys General, an extern for the Sierra Club Legal Defense Fund in Denver, Colorado, and a law clerk with Sheppard Mullin. She authored Federal Reserved Water Rights in Wilderness Areas, Hastings Constitutional Law Quarterly (Winter 1987).

Jennifer Johnson

After graduating from law school, Dean Johnson clerked for Judge Alfred Goodwin, U.S. Court of Appeals, Ninth Circuit. She was in private practice with a Portland law firm, specializing in real estate finance and land use, before joining the faculty in 1980. Johnson has received both the Leo Levenson and Burlington Northern Foundation awards for excellence in teaching. In 2008, Dean Johnson was named Jeffrey Bain Faculty Scholar in recognition of her exemplary teaching and scholarship in business law; and was installed as the Erskine Wood Sr. Professor of Law in 2011. She became Dean of the Law School in 2014. Also in 2008, Johnson was elected to the American Law Institute. Johnson is a member of the Oregon State Bar and serves on various bar task forces charged with drafting business legislation. Dean Johnson currently teaches classes in business associations and securities regulation. Her primary research areas are in corporate and securities law and her recent scholarship focuses on private placements and retail investors.

John Parry

John Parry teaches courses on civil litigation. He is one of the country's leading scholars of international extradition and the law surrounding torture. More broadly, his scholarly work assesses the legal structures that restrain or permit the exercise of state power on individuals, with a particular emphasis on civil rights law, foreign relations and international law, and criminal justice. Before coming to Lewis & Clark, Parry was assistant and associate professor at the University of Pittsburgh School of Law, and a Bigelow Fellow at the University of Chicago Law School. He also practiced law for several years with Williams & Connolly in Washington, D.C. He is a former law clerk to the Hon. James R. Browning of the U.S. Court of Appeals for the Ninth Circuit and a former chair of the Supreme Court Office of the Harvard Law Review. Parry is the author of "Understanding Torture: Law, Violence, and Political Identity" (Michigan 2010). He has written a casebook on civil rights litigation, co-authored the leading treatise on federal summary judgment, and co-authored a casebook on criminal law. He has also edited three collections of scholarly essays. His articles have appeared in a number of law reviews and edited collections. Parry was elected to the American Law Institute in 2010. He also serves as the law school's representative to the Oregon Law Commission. In 2013, Parry was named a Jeffrey Bain Faculty Scholar in recognition of his exemplary teaching and scholarship. In 2016, he was named the Edward Brunet Professor of Law.

Judy Asbury oversees all Law School communications and manages the development team at Lewis & Clark Law School. Prior to her position at Lewis & Clark, she served as an organizational and communications consultant for higher education at institutions including Caltech and the University of La Verne. She led Smith Asbury Inc. for 20+ years, an award-winning communications agency, and was recognized for her counsel and creative campaigns for a variety of clients in higher education, healthcare, financial, law, business, and nonprofits. Judy is a skilled presenter and facilitator. She has served as a guest lecturer at the Drucker School of Management at Claremont Graduate University and at Woodbury University. She is an accredited Public Relations professional, by the Public Relations Society of America, and a member of the PRSA College of Fellows, one of the industry's highest honors. Karen Russell

Karen joined Earthrise in the summer of 2017 after a 3-year stint as an Accountant and then as Contracts Manager at Moovel North America, a software company dedicated to facilitating mobility in urban settings. Karen also teaches Water Law as an Adjunct Professor at Lewis & Clark Law School and an Environmental Law and Policy course at Lewis & Clark College. Since 2006 Karen has worked as a Nonprofit Consultant advising organizations on all aspects of nonprofit organizational management, with a focus on financial management and accounting. From 1990 to 2006 Karen worked in a variety of roles at WaterWatch of Oregon. As Interim Executive Director Karen was responsible for all aspects of fundraising, budgeting, staff management and working closely with the organizations board of directors. As Senior Staff Attorney Karen was a constant presence before the Oregon Water Resources Department, pushing the agency at every opportunity to reform long-held water policies that ignore the needs of fish and other instream users. Karen has drafted numerous bills to reform Oregon water law and analyzed the environmental impacts of all water bills considered by the Oregon Legislature. Karen is a graduate of the University of Washington (BA 1985) and Lewis & Clark Law School (JD 1990) and is a member of the Oregon and Washington State Bars. Karen is highly regarded within and beyond the environmental community for her knowledge, experience and environmental advocacy. Kevin Cassidy

In January 2011, Kevin opened Earthrise's East Coast office (Massachusetts) to better position the clinic to participate in environmental litigation of national scope and importance. Prior to joining Earthrise, Kevin was a Senior Trial Attorney in the Environmental Crimes Section of the United States Department of Justice. In his eight years as an environmental crimes prosecutor, Kevin was co-lead counsel for several significant prosecutions, including the 2007 trial of Southern Union Company in Rhode Island for hazardous waste crimes. He received a BA from the University of Connecticut and a JD from Lewis & Clark Law School. Kevin is admitted to practice in the states of Massachusetts and Oregon (inactive), the U.S. Courts of Appeals for Ninth, Seventh and First Circuits, and federal district courts in Massachusetts, Illinois and the District of Columbia. Spending time outdoors with his wife and two young daughters is Kevin's favorite pastime, especially at the beach where he can squeeze in a little saltwater fly-fishing.

Following law school, Davis was in private practice before joining the Law School in 1994. Professor Frasch is the Brooks McCormick Jr. Scholar of Animal Law and Policy and founder of the Center for Animal Law Studies (CALS). CALS is an academic animal law program with a focus on academic research, scholarship, and experiential education. The mission of CALS is to educate the next generation of animal law attorneys and advance animal protection through the law. CALS is dedicated to: Training law students and lawyers for careers as leaders in all aspects of animal law and related fields; Conducting, supporting, and promoting rigorous, independent legal research that advances the field of animal law; and Developing and implementing innovative recommendations and legal strategies relating to animal law within administrative, legislative, litigation, and other settings. Previously, Professor Frasch served as general counsel for the Animal Legal Defense Fund (ALDF), a national nonprofit animal protection law organization that seeks to protect the lives and advance the interests of animals through the legal system. In 1996, Professor Frasch created the ALDF Criminal Justice Program which has since assisted law enforcement and animal advocates in investigating and prosecuting thousands of animal abuse and neglect cases nationwide. Professor Frasch began teaching survey and advanced courses in animal law at Lewis & Clark Law School in 1998, and was the first person ever to be appointed dean of animal law, a position she held, in addition to teaching, from 2010 to 2020. In addition to her duties with CALS, Professor Frasch is co-author of the premier American legal casebook in the field, Animal Law: Cases and Materials, now in its sixth edition (Carolina Academic Press, 2019). This casebook has been used by over 160 law schools in the United States, and is credited with helping to shape the development of animal law education. She is also co-author of Animal Law in a Nutshell now in its third edition (Thomson West, 2020). Professor Frasch has traveled to many countries around the world to speak and guest lecture on a wide variety of animal law issues. She is the principal author of Oregon's first felony anti-cruelty law and has authored or co-authored a number of articles and book chapters in the field, and has been recognized by the Association of American Law Schools, the Humane Society of the United States, and the Oregon Humane Society for her contributions. Prior to focusing her practice on animal law, Professor Frasch specialized in labor and employment law at Littler Mendelson and Hanson, Bridgett, in San Francisco and employee benefits law at Stoel Rives in Portland, Oregon. She is a member of the California and Oregon State Bars.

Tom anchors Earthrise's legal practice as the senior coordinator of environmental initiatives. Prior to joining Earthrise, Tom was the director of the environmental law clinic at University of Pittsburgh for seven years, staff attorney at the Environmental Law & Policy Center of the Midwest, and a partner in the Chicago office of the prestigious national law firm Jenner & Block, where he focused on complex commercial and natural resources litigation. A distinguished graduate of Illinois Wesleyan University and the University of Illinois College of Law, Tom leads Earthrise's land management and natural resource practice, including mining, oil and gas issues. In his spare time, Tom is an excellent gardener and baker, and enjoys canning, hiking and exploring tidepools up and down the Oregon coast.
