Becky Barnhart is the President and a Principal at Integrus Architecture. Her 21 years of architectural experience spans a variety of public works project types but she found her niche working with Facilities and Capital Projects teams in the Higher Education sector. Her successful collaborations with project teams have resulted in successes at over 25 different Pacific Northwest campuses and includes design, master planning, programming, predesigns, basis of design documents, and capital budget reports on projects utilizing all delivery methods. Becky strives to be on the cutting edge of academia leading her team to the design of student-centered solutions. Each day, she works to learn about and promote the advancement of the knowledge that links neuroscience research to a growing understanding of human responses to the built environment on College and University campuses. Becky uses this passion to craft individualized solutions for campus communities and leads her project teams to reach innovative solutions that enhance the health and wellness of campus inhabitants and ensuring and equitable and sustainable future.
In addition to continually striving to improve herself and actively searching for opportunities to build leadership skills, Becky is drawn to mentoring young and emerging architectural talent. She co-founded a group entitled yAIAg (young Architects Interns and Associates group) to foster and encourage the professional growth of young architects through community outreach, dialogue, and professional development. She later acquired a certificate in Foundational Leadership through the Gonzaga University Emerging Leaders program, participated in the Northwest and Pacific Region Leadership Summit, served as past President of AIA Spokane, sat on the AIA Washington Council Board. Becky is currently the architectural design industry's representative on the Capital Projects Advisory Review Board, Project Review Committee.

Carol Buckingham, the Manager and primary design engineer of Structural Designs, PLLC, is a licensed Professional Engineer in the state of Washington. She earned a Bachelor of Science in Civil Engineering from Washington State University in 1992, where she graduated Cum Laude as a member of the Honors Program.

After joining SEL in 1994, Whitehead served in a variety of roles within the company, including hardware engineer, research engineer, and chief engineer of the Government Services Division, and vice president of Research & Development.
A passionate driver of product and talent development at SEL, Whitehead has had a hand in the steady stream of inventions and innovations to come out of the U.S. based-technology company. He has been awarded more than 60 patents around the world.
Whitehead is a leader in utility and industrial control system cybersecurity. He has presented at conferences, testified before FERC, chairs the IEEE Power and Energy Society Substations C6 group that addresses serial cryptographic protocols and has authored numerous papers on the topic.
Whitehead received his BSEE from Washington State University in 1989 and his MSEE from Rensselaer Polytechnic Institute in 1994. He is a registered Professional Engineer in Washington, New York, Michigan, and North Carolina.

Dwight Miller graduated from WSU with an Environmental Engineering degree in 1985 and the following Monday began his over 30-year career at Parametrix, an engineering, planning, and science consulting firm headquartered in Seattle. As a Principal Consultant at Parametrix, Dwight leads project teams, including engineers, planners, and scientists, delivering industrial and agency environmental infrastructure projects. His practice includes natural resources assessment and restoration; industrial environmental engineering, permitting and compliance; solid and hazardous waste/resources; and sustainability planning, solutions, and measurement. As a Parametrix practice leader in Climate Change and Sustainability, Dwight engages with Parametrix staff and clients in developing sustainable solutions for internal operations and our client's public works projects.
Dwight maintains his professional engineering registration in Washington, Idaho, Hawaii, Montana and Nebraska. He currently manages industrial compliance, alternative energy, wastewater, and solid and hazardous waste projects involving facility siting, design, construction, permit compliance, and operation. In addition, Dwight has experience in regulatory analysis and permit compliance and negotiation for waste facility development and closure. He has successfully managed facility siting, permitting, design, and construction projects throughout the Northwest and Hawaii. He actively participates in ACEC (past chair), APWA, and SWANA, both in leadership and technical programming.
His community service has included numerous city, county, and district boards and commissions related to environmental management and K-12 facility planning. He actively engages with higher education as a member of the Washington State University Voiland College of Engineering and Architecture Executive Leadership Board (immediate past chair).

Kyle Quinn joined PACCAR in 2005 and retired while Senior Vice President and Chief Technology Officer. Prior to this role, Mr. Quinn was PACCAR Senior Vice President and General Manager, Peterbilt Motors, responsible for the Division, as well as PACCAR Engine Company.
Prior to his General Manager role, Mr. Quinn served as Senior Vice President and CIO, responsible for the Information Technology Division, PACCAR Technical Center, Dynacraft and Winch Divisions. Mr. Quinn also held positions as Vice President and CIO and several roles of increasing responsibility.
Prior to joining PACCAR, Mr. Quinn was with Boeing for 19 years in Engineering and Information Technology positions.
Mr. Quinn holds a Bachelor of Science in Mechanical Engineering from Washington State University and an MBA from Seattle University.

During Scott's more than 40 years of construction experience at Kiewit, the company's infrastructure business has grown exponentially. In his current role, Scott has executive leadership responsibility for Kiewit's Infrastructure Group, the company's largest business unit, which includes projects up to several billion dollars in size across the United States and Canada in the transportation, heavy civil and water/wastewater markets.
His executive responsibility includes the oversight of some of North America's largest infrastructure projects, including the Dallas/Fort Worth (DFW) Connector project in Dallas, Texas; the Port Mann/Gateway project in Vancouver, British Columbia; the Permanent Canal Closures and Pumps project in New Orleans, Louisiana; and the Hebron gravity-based oil gas structure off the coast of Newfoundland. Other recent significant projects designed to improve infrastructure in North America under his management include the Franklin WTP Expansion in Franklin, Tennessee; the Arlington Memorial Bridge Rehabilitation Project in Washington D.C.; the I-225 Light Rail Corridor in Aurora, Colorado; and the I-40 Fast Fix 8 project in Nashville, Tennessee.
Scott also has responsibility for Kiewit's vertical building market, which operates across the United States constructing office buildings; industrial complexes; education and sports facilities; hotels; hospitals; transportation terminals; science and technology facilities; manufacturing, retail and special-use facilities. Recent key projects include the Nebraska Medicine Fred & Pamela Buffett Cancer Center in Omaha, Nebraska; The Union Station Transit Improvement Project in Denver, Colorado; and the U.S. Olympic Center Easton Archery Center of Excellence in Chula Vista, California.
Selected to Kiewit's board of directors in 2004, Scott joined the company in 1976. After holding several operations leadership roles, from intern to engineer, superintendent and area manager, in 1993 Scott was named the company's Southeast district manager and president of Kiewit Southern. In 2002, he became senior vice president and division manager where, in addition to onsite operations, he managed Kiewit's equipment and design-build functions and oversaw Kiewit's compliance, safety and environmental organizations. This wide-ranging experience has extended across virtually all the geographies in which Kiewit operates and with many of the company's largest private and public clients. Scott will be retiring from Kiewit at year-end 2022.
As a passionate leader and advocate for construction safety, Scott was a founding member of the Construction Industry Safety Initiative (CISI) and is chairman of the 2019 and 2020 Construction Safety Weeks, which includes more than 70 leading construction and engineering company members focused on promoting safety in the industry.
Scott's industry experience goes well beyond Kiewit, including leadership and board roles in key construction and engineering organizations from coast to coast. He has served on the board of directors of the American Road & Transportation Builders Association (ARTBA) and is active in the U.S. Chamber's Let's Rebuild America committee. Scott also is a long-time member of the Construction Industry Roundtable (CIRT) and the industry's well-known Moles and Beavers organizations. In 2021 Scott received the Golden Beaver Management Award, the Beavers organization's most prestigious award.
Personally, Scott has actively engaged in important national and regional business, charitable, and community organizations through varied leadership and sponsorship roles. These include the Juvenile Diabetes Research Foundation, Madonna Rehabilitation Hospital Board of Governors and Madonna Schools, the AKSARBEN Foundation Board of Governors, American Heart Association and popular River City Roundup event in Omaha, Neb. He also is currently a state of Nebraska Game & Parks Commissioner, appointed by the Governor in 2017 and re-appointed to a second term in 2022.
Scott has bachelor's degrees in construction management and business from Washington State University and has attended Northwestern University's Kellogg School of Management Executive Development Program. Scott continues to work closely with his alma mater, serving as an executive leadership board member for Washington State's Voiland College of Engineering and Architecture.
Scott has been married to his wife, Karla, for 36 years and has two sons, Ryan and Mitch, and five grandchildren. When not with family or working, he is a passionate hunter and enjoys working on his small farm.
