The Coalition for Enhanced Marine Resources (CEMR) is a 501(c) 4 nonprofit organization. The goal of CEMR is to encourage the development and use of artificial reefs in California by educating and engaging stakeholders to facilitate the establishment of programs that will promote and enhance the use and enjoyment of open coastal marine resources in California.
