Alan Hoskins

Alan is an experienced and qualified procurement professional with over 36 years of NHS experience. He began his procurement life at Southampton and Southwest Hampshire Health Authority as a buyer in 1986, eventually progressing to a Purchasing Supervisor. In 1996 he moved into the role of Customer Care Manager for NHS Supplies, where he remained until 1999 before taking an opportunity to move and taking up a post at University Hospitals Southampton (UHS) as Head of Procurement. In February 2004 he was appointed to his final role in the NHS as Director of Procurement and Commercial Services for NHS South of England Procurement Services (SoEPS), formerly Solent Supplies Team, a collaborative procurement organisation based in Hampshire serving the local population including Surrey, Sussex and the Isle of Wight retiring from the NHS in August 2021 to take up a consultancy role with HCSA as part of the Business Support Team. Up until August 2021 he was also involved on a national basis supporting NHSI and NHS Supply Chain as HCSA Chief Officer and several CCGs including NHS England in addition to the extensive experience he has gained with organisations in Hampshire and the surrounding areas. Alan is now founder and owner of a vibrant new consultancy called ALS Business Support Ltd and is delivering services to clients regarding leadership and Business support.

Bob Waddell

Bob Waddell has recently retired after a career in the NHS as a Procurement Manager which lasted just short of 43 years. During that time, he gained experience in all aspects of Public Sector Procurement and has also trained Procurement Staff in the NHS. Bob is professionally qualified as a Chartered Procurement & Supply Professional and is a Fellow of the Chartered Institute of Procurement & Supply. Bob has retained an active interest in NHS Procurement following his retirement as he remains a Trustee of the Healthcare Supply Association. Bob is also a Magistrate, serving as a Presiding Justice on the North Northumbria Bench for over 10 years. Bob has a passion for ensuring that patients are at the heart of whatever we do in the NHS and also that the staff who look after them are just as important. Bob is a Public Governor of the Newcastle upon Tyne Hospitals NHS Foundation Trust. Bob firmly believes in equality for all and is a Past Chairman and proud member of the Newcastle Ravens RFC who are the only LGBT+ and Inclusive Rugby Team in the North East, promoting access to the sport for all.

Previously he was a journalist and editor covering the public and private sector at organisations including Mirror Group Newspapers, Euromoney and Reed Business Information.

Caroline Brash

Caroline has worked in procurement since 1998, moving in the year 2000 from a manufacturing environment to the NHS, initially at the Rotherham NHS Foundation Trust. It was during this time that Caroline became CIPS qualified. In 2006 she joined the predecessor of the North of England Commercial Procurement Collaborative (NOE CPC) as Project Manager for the pilot project "Growing the Region's Businesses with NHS Investment", NOE CPC's unique partnership with the Regional Development Agency, Yorkshire Forward. The project was shortlisted for two prestigious awards; the HSJ Awards and Government Opportunities (GO) Awards. Since the successful completion of the Yorkshire Forward project, Caroline has worked in a number of roles at NOE CPC, including Procurement Training Specialist, delivering training to both businesses and NHS staff on public sector procurement, and as a Category Manager.

Dr Andrew Stradling

Andrew is Chief Medical Officer for NHS London Procurement Partnership, Medical Director for a Health and Care Partnership outside of London, and a practicing clinician, having trained as a surgeon and been a consultant in Emergency Medicine for over 15 years. Andrew works with NHS organisations to bring improvements in efficiencies and effectiveness. He and his teams sit on regional and national boards and networks, influencing clinicians and non-clinicians in strategic and operational delivery, and improving the interface between healthcare delivery and procurement. Duncan Eaton

Professor Duncan Eaton is a former honorary professor at the University of Bath School of Management. He has over 40 years of experience in civil service and public sector management and procurement. He worked at Chief Executive level for 16 of those years including being a past President of the Chartered Institute of Procurement & Supply and the Health Care Supply Association. He is now a Non-Executive Director at London Procurement Partnership and advisor to several healthcare and public sector companies and banks including, Chair for Bladder Health UK and Chair of GS1 UK Healthcare Advisory Board. In the past he has also been a member of two Treasury OGC Procurement capability reviews.

Emma James

Faye Robinson

Since commencing in 1987 as an NHS Graduate Management trainee, Faye has operated at senior levels across the NHS at local, regional and national levels. Joanne has enjoyed a fantastic 29 year career in NHS Procurement, working in a variety of roles and categories at local, regional and national level. Joanne's career began in 1990 at Mersey Regional Health Authority, opposite the Runcorn NHS Logistics Depot, as a part time procurement admin assistant, before moving through the ranks before accepting a secondment opportunity as Deputy Supplies Customer Service Manager in Salford. She then went onto develop and lead a newly established procurement team at Salford Community Healthcare NHS Trust. These roles provided an excellent insight into the daily challenges our members face. Joanne is a Member of the Chartered Institute of Procurement and Supply, chairs the HR & People Category Board, and several sub-regional temporary staffing clusters.

Kath Ibbotson

Kath is an experienced and qualified procurement professional with over 44 years of NHS experience, having worked at local trust level, regional collaboratives and nationally for NHS Supply Chain. Having started work at Barnsley District General Hospital in 1979 as a junior member of the team, Kath progressed through her career whilst continuing to work for the Trust for nearly 20 years before leaving her role as the Deputy Supplies Manager, to join NHS Wholesaling (now NHS Supply Chain) based in Normanton, where Kath worked on the Theatre Portfolio for over 7 years. The role transferred to NHS Purchasing and Supply Agency (PASA) during that time. Kath then joined the South Yorkshire Confederation on secondment and later became permanent, working on collaborative projects across South Yorkshire and across the Yorkshire and Humber Region as Strategic Health Authorities merged. The Y&H Strategic Collaborative successfully expanded its geographic footprint, resulting in a name change to the North of England Commercial Procurement Collaborative (NOE CPC), where Kath became the Clinical Procurement Director, managing a team that delivered £m savings each year. Kath was part of the 4 NHS Collaborative Hubs, teams that bid to secure towers as part of the Future Operating Model and were successfully awarded 3 of the Clinical Towers. Kath moved to the Commercial Procurement Collaborative (CPC LLP) as the Orthopaedic and Ophthalmology Tower Director and was instrumental in building the team and developing the Category Strategies and subsequent tenders which deliver products and services nationally to the NHS. Retiring in 2019 Kath moved to support the HCSA managing events and supporting Corporate Partners, whilst also continuing to work on an interim basis for the Harrogate & District NHS Foundation Trust.

Keith Rowley

His role within NOE CPC is to drive the organisation's strategy by ensuring customers can gain clear and demonstrable value and cash releasing savings from a collaborative commercial relationship with NOE CPC. As Managing Director, Keith has overall responsibility for the day-to-day running of NOE CPC and implementation of the organisation's three-year Business Plan Prior to joining the NOE CPC, Keith worked in the IT Services Sector for 14 years. His career has covered a wide spectrum of roles including procurement, sales, marketing and operations within this sector. In the last 3 years Keith held the post of Commercial Director, responsible for commercial and contract management. Keith has a proven track record of turning around businesses, departments and cross-functional teams. As Service Director he has led cross-functional teams to deliver continual improvement, contract extensions, contract management, profit improvement, service quality and recovery programmes. Lee Joseph

He joined the NHS London Procurement Partnership (NHS LPP) as Chief Operating Officer in 2016 before becoming Deputy Managing Director in 2020. Earlier in his career Lee held Procurement Director positions at Health Trust Europe, General Electric (GE) and Unipart Automotive. His specialist areas include workforce procurement and value analysis/value engineering. Lee has an MBA in Chinese Negotiation Strategy, a PGDiP in E-Commerce and a BSc (hons) in American Management Science. Mark Roscrow - Chairman

Mr. Roscrow joined the National Health Service in 1978 and worked for the Mid Glamorgan Health Authority Supplies Department, later moving to WHTSO (which became the Welsh Health Common Services Authority). In 1980, he joined the North West Regional Health Authority as a purchaser at Trafford Park Hospital. Following a move back to Wales as Head of Purchasing in East Dyfed Health Authority, he returned to WHCSA as Director of Materials Management with the creation of the Procurement Group in Wales. Since 1996, he served as Director of Welsh Health Supplies following the market testing of the Contracting and Supply Chain services. He serves as Member of Customer Board at DHL Supply Chain Limited. In 2012, Mr. Roscrow was honoured for a lifetime of outstanding achievement at the National Government Opportunities (GO) Excellence in Public Procurement Awards. He was recognised for his part in driving forward public procurement and making a real difference within the profession over an extended period of time and in 2017 he was awarded with a MBE.

Matthew Swindells - President

He joined the NHS as a graduate management trainee in procurement straight from university and went on to manage women's and children's services at Guy's and St Thomas', become COO at Heatherwood and Wexham Park Hospital and Chief Executive of the Royal Surrey County Hospital. Peter Wilson

Peter commenced his career in the Health Service in 1982 and has held positions at all levels in purchasing and supply. In May 2009, following Health and Social Care restructuring in Northern Ireland, he was appointed Assistant Director at the Business Services Organisation with responsibility for the Procurement and Logistics Services. In this role Peter is responsible for delivering strategic and operational procurement and logistics services to all health and social care trusts, boards and agencies within Northern Ireland influencing procurement expenditure of circa £780M per annum growing to £1.2bn by 2021. He represents N.I. Health and Social Care on the N.I. Procurement Practitioners Group. He has held posts as Director of Procurement at the Central Services Agency Regional Supplies Service (CSA RSS) restructuring purchasing and contracting services to create a category management structure. Prior to that he held posts as Assistant Director of Purchasing responsible for The Royal Hospitals Trust and the Belfast City Hospital Trust and Purchasing & Project Manager at the Ulster Hospital, Peter holds a Masters Degree in Purchasing and Supply Management, is a graduate member of the Chartered Institute of Purchasing and Supply and a past Treasurer of the N.I. branch of the Health Care Supplies Association. Richard Whiteside

Richard is Head of Procurement for Essex Partnership, a Community & Mental Health Trust. Prior to this he was Head of Procurement at Mid Essex Hospitals, having previously held roles in the Ambulance Service, Primary Care, and in a Collaborative Procurement Hub. Before moving to the public sector Richard worked in the manufacturing industry managing the procurement, supply chain, and production planning for a manufacturer of scientific equipment. He joined the HCSA in 2014 as the regional representative for the East of England before taking up the role of Deputy Chief Officer in 2021. Outside of work Richard is involved with charitable work and is actively involved in several sports clubs.

Simon Clarke

Simon began his career in the Royal Navy and has worked in senior Procurement/Supply Chain roles within the Pharmaceutical sector and Local Government, before starting his NHS career in the East of England at Basildon & Colchester. Now working in Birmingham, he is responsible for all Procurement across the Birmingham & Solihull Integrated Care System (ICS).

Simon Walsh

Simon has enjoyed a 37 year career in NHS Procurement working in all the key functions and across Hospitals/Community Services in the North West. In 2003 Simon commenced working in Manchester undertaking a number of senior roles that culminated in his current appointment at Manchester University NHS Foundation Trust- the Trust was created on 1st October 2017 after the merger of two predecessor Trusts. It has a turnover of £2.6bn and 28,000 staff. Simon leads the Trust Procurement and E-Commerce Department, a 165 strong Team that manages all non-pay spend across the Trust (£600m). The Department provides a modern and fully integrated Purchase to Pay service including an Accounts Payable function. An annual £8m Savings Programme has been delivered since 2009/10 and non-pay efficiency is an important part of the Trust's financial plans. He became a Member of the Chartered Institute of Procurement and Supply in 1990. Simon is Joint Lead for the Greater Manchester Provider Trusts Procurement Group and a member of the Shelford Procurement Directors Group. He has been a member of the HCSA all his career, was Chairman 2013-2015 and has also served as Deputy Chief Officer and Acting Chief Officer. He is currently a Trustee and Deputy Chairman of Trustees.

Steve Harpum

Steve is a former Royal Air Force (RAF) Logistics Officer. He joined in the early 1980s and enjoyed a long and very happy career before retiring as a Group Captain in 2015. Along the way he served in Cyprus, the USA and Saudi Arabia as well as much of the UK, and had several operational tours, including Afghanistan. As well as logistics and supply chain management, Steve was closely involved in leadership and management development during his RAF career and after leaving the RAF he spent several years as a freelance management trainer working in the UK and across the Middle East. He joined Oxford University Hospitals Trust as Deputy Director, Supply Chain in 2019 … just in time for the pandemic! Married with a grown up son and granddaughter, Steve lives near Swindon.

Thomas Crouch

Hi, I am Thomas Crouch, a Procurement Specialist at the Royal Berkshire NHS Foundation Trust. I have been in this role for just over a year having previously trained as a professional chef & commercial vehicle salesperson (Ford Specialist) so food & vans. My professional goal is to punch into the Procurement world and develop & assist, where I can, as much as possible. Given my progression within a short window from procurement administrator - to procurement specialist and now a National Council role, I think this is on track. I have been lucky enough to travel the world and lived in New Zealand for three years. One of my personal highlights was seeing a Blue Whale on a boat trip in Kaikoura.

Tom Plater

Following graduating from Swansea University with an economics degree, Tom started off his NHS career at the Royal Berkshire Hospital as a receptionist at eye casualty during the summer of 2020 during the Covid19 pandemic. He ended the year working as a senior business analyst at RUH Bath before embarking on a Masters in Management with Henley Business School. He then decided to return to the NHS to join Guys and St Thomas to undergo a sourcing manager apprenticeship in 2022, before being promoted to a sourcing manager in the summer of 2023. In 2023, Tom participated in the HCSA procurement development programme and was delighted to be honoured with the Lord Phillip Hunt Award as the best overall candidate. Armed with an optimistic spirit, he eagerly anticipates immersing himself in his role and contributing to the success of the HCSA.

Tracey Cramond

Tracey Cramond has worked in the NHS Procurement for over 8 years as a senior procurement professional and has gained experience of all aspects of Public Sector Procurement during that period whilst working in an Acute Trust. Whilst in the trust she was seconded onto the Scan4Safety programme to implement the adoption of GS1 and PEPPOL global standards. Tracey also took a lead for supplier engagement to the programme, hosting and facilitating large supplier/Trust events to share the programme requirements and stimulate engagement and programme uptake, also working with the Department of Health & Social Care on supplier adoption initiatives for Scan4Safety and PEPPOL. She is currently seconded onto the DHSC Test & Trace programme offering supplier and contract management expertise and support to the Commercial Consumables, Reagents and Equipment category. Tracey is also an Enterprise Adviser - working in partnership with the North East Local Enterprise Partnership (January 2019 to date). Her voluntary role as an Enterprise Adviser sees her work closely with Derwentside College to help shape the delivery of careers education and build a whole-school careers strategy, giving input as a business leader. This work is part of the North East Local Enterprise Partnership's (North East LEP's) North East Ambition programme, which works to support schools and colleges to meet the Good Career Guidance Benchmarks; a set of standards all schools must work towards achieving to help each and every pupil. Tracey has recently been appointed to the Board of Trustees at Derwentside. In her spare time Tracey is an avid fund raiser for charity, working on exciting local projects to improve the palliative care pathway and the end of life patient experience. She has also been the Chair of the North East Branch Morris Minor Owners Club for the last 17 years, with a membership of over 60 paid up Northern lads and lasses. She enjoys the arts, classical music, musical theatre and is an artist in her own right using the oil medium.

Tracey Leforte

I am the joint ICS lead for Procurement in North Central London. I currently attend the London Procurement Steering Board, and the London and East Of England supply chain forum. I am also a member of the NHS Supply chain resilience group and attend the 4 nations supply disruption meetings. I am also working with the central commercial function on framework hosting accreditation work . NCL are doing some key work around our supply chain teams and won the Supply Chain Excellence award for the public sector and more recently received HCSA highly commended. We are working collaboratively in a number of areas we have seen some challenges in wider procurement schemes but we are undertaking lessons learnt and revisiting our strategy. I thought there was a great programme at this years HCSA conference and some inspirational speakers providing key messaging on leadership. Hearing more from our supply chain colleagues would be very welcome. Focus at the moment is on data and identifying more opportunity via collaboration. Training on the new regulations and supporting our teams with these changes.

Val Attwood

Having moved out of retail buying early in her career, Val has worked within the NHS Procurement and Commissioning arena for almost 25 years. She is MCIPS qualified, holds the CMI Diploma in Management and has a Post Graduate Certificate in Advanced Commissioning. Val is currently Associate Director of Contracting and Procurement (Health) for NHS Cheshire and Merseyside Integrated Care Board, which is one of the largest single commissioning organisations nationally, with more than 4000 contracts covering over 2000 providers. She has experience in both the English and Welsh health systems and has worked at Associate Director level for both NHS Commissioner and NHS Provider organisations, but also spent more than 8 years at the NHS Purchasing and Supply Agency. Her personal interest is raising the profile of commissioning and particularly the procurement of healthcare services for the NHS, so that communities can share knowledge and expertise to support each other within the changing landscape of NHS Commissioning. Val is married with 2 teenage children and a crazy labradoodle!

Wesley Hall

Wesley is an experienced Commercial Lawyer specialising in EU Public Procurement Law, and Contract Law. Wesley has over 25 years experience working with, and advising on strategy and law in the public sector, including local government, central government, and the NHS. Prior to his legal career, Wesley was an Assistant Chief Economic Advisor to the Greater London Council (GLC) - forerunner to the GLA - leading a team implementing procurement policy for the GLC's 15 departments, buying from 25,000 suppliers vying for the GLC's £1.2 billion per annum spend at the time. Wesley believes in giving back to the community, and has been a Trustee and Board Director of several charities to date.
