Amy Fares is Senior Vice President of DSA's Federal Civilian and State (FC&S) business unit. Amy brings over 20 years of experience supporting government programs with the Department of Defense, Federal Civilian, and State and Local customers. Her team provides strategic IT planning and life-cycle management that includes systems engineering, agile development, cloud solutions, and cybersecurity support for the Department of Homeland Security (DHS), the Department of Justice (DOJ), the Environmental Protection Agency (EPA), Office of Management and Budget (OMB), the Commonwealth of Virginia, and the State of Maryland.
Amy joined DSA in 2017 as a Program Director for the JE-OPETS contract with the Joint Program Executive Office for Chemical and Biological Radiological Nuclear Defense (JPEO CBRND), and was promoted to Senior Director for Federal, Civilian and Joint DoD Programs, expanding her portfolio to include DSA's Federal Civilian programs.
Prior to joining DSA, Amy was the Vice President of Beacon Associates. She led a team of Program Managers supporting multi-million-dollar programs with the U.S. Department of Homeland Security (DHS), Department of State (DOS), Department of Health & Human Services (HHS) and NASA that included law enforcement training support, facilities management, organizational development, executive training, and administrative and programmatic support.
Amy holds a bachelor's degree from Johns Hopkins University in Business Management and a Project Management Professional (PMP) certification from the Project Management Institute (PMI). She is an active member of the American Council for Technology and Industry Advisory Council (ACT-IAC) and Armed Forces Communications and Electronics Association (AFCEA), organizations that promote collaboration and innovation between government and industry partners. Amy is a member of DSA's TechCrew, an enthusiastic group of volunteers that inspire middle and high school kids to explore the possibilities of technology to empower their future careers. She is also a proud recipient of the Northeastern Maryland Technology Council (NMTC) Visionary Leader Award winner, which recognizes volunteer efforts that contribute to building a STEM- educated workforce and advancing technology and innovation.

Bill Jones serves as the Senior Vice President of Corporate Initiatives and Strategic Partnerships. In this role, Bill supports operational interests across all DSA business units, focusing on operational planning, strategic growth, partner relationships, and the transition of new business. As a strategic thinker and leader, Bill works with DSA customers in building innovative solutions that improve performance in all critical mission areas of the information technology spectrum.
Bill joined DSA in 1995 as a Lead Specialist Engineer and has held key positions to include Program Manager, Program Director, Senior Director, Vice President & General Manager, and Senior Vice President of DSA's Integrated Solutions Group where he managed a diverse portfolio of programs valued over $35M in support of Air Force, DISA, and COCOM programs. Bill has 49 years of experience in telecommunications, Information Technology, defense acquisition, and project management. He served for 20 years in the U.S. Army as a Communications and Electronics Officer where he held numerous tactical and strategic positions, both in the U.S and abroad. In his last assignment at the Defense Information Systems Agency (DISA), Bill was recognized as a subject matter expert in Pacific long haul terrestrial and satellite communications.
Bill is an advocate of the Armed Forces Communications Electronics Association (AFCEA) and currently serves on the Advisory Board of the Fort Belvoir AFCEA Chapter. He also served as the President of the Chapter, where under his leadership, the chapter awarded over $1.5 million in grants and scholarships.
Bill is the recipient of AFCEA's Leadership, Medal of Merit, Meritorious Service, and IDEA Hero Awards for his contributions to AFCEA, Industry, and Government supporting engagement between all communities. He is also a recipient of the Northeastern Maryland Technology Council's Innovator Award recognizing his commitment to developing a STEM-educated workforce and advancing innovation and technology. Bill holds a Bachelor of Science in Business and Computer Science from the University of Maryland and Master of Science degrees in Systems Technology focusing on Joint Command Control Operations from the Naval Postgraduate School and in Systems Engineering from George Mason University.

Bruce Morrison was Chief Information Officer of the United States Department of State from December, 2002, until February, 2005. He was an ex-officio member of the Chief Information Officers' and Intelligence Community Chief Information Officers' Councils. He was Deputy Chief Information Officer for Operations at State from 2001 until 2002.
During his 28-year career as a commissioned foreign service officer, he has held a succession of information management positions at the State Department.
Mr. Morrison was the Dean of the School for Information Technology at the State Department's Foreign Service Institute from 1997 to 2001. His career has taken him to three continents. Specifically, he was a Computer Systems Manager in the U.S. Embassy, Tokyo, Computer Systems Administrator for the entire East Asian and Pacific Bureau, Assistant to the Deputy Assistant Secretary for Information Systems, Director of the Information Management Planning Office, Acting Deputy Assistant Secretary of Information Management Planning and Development, Associate Comptroller for International Financial Services, and Director of the Financial Services Center (FSC) in Paris which serves Europe, Africa, and the Middle East. His first two assignments were as a General Service Officer in embassies Belgrade and Prague.
Mr. Morrison is a career senior foreign service officer. He joined the Foreign Service in 1976 from New York. He was graduated from Hunter College and went on to earn his Masters in Public Administration from Harvard University. His awards include the State Department Distinguished Honor Award from Secretary Colin Powell, the Presidential Meritorious Service Award from President George W. Bush, the Luther I. Replogle Award for Management Improvement, five senior officer performance pay bonuses, and two Superior Honor Awards.
David Borland served in the U.S. Air Force from 1966 through 1970. He entered government civilian service in 1972. Having served as an intern in the Army Material Command, Mr. Borland has extensive experience in Information Systems Technology and Contracting. His experience includes assignments as a Contracting Specialist, Contracting Officer, Branch Chief, and Division Chief from 1976 through 1984 at CSSAA.
Mr. Borland served as the Deputy Director of Information Systems Selection and Acquisition Agency (ISSAA) from 1984 through 1989. In this capacity, he served as the Principal Assistant, reporting to the Head of Contracting Activity, where he approved all agency acquisition plans, and served as the Source Selection Authority.
Mr. Borland was appointed to the Senior Executive Service in February 1989 and served as the Director of Information Systems Selection and Acquisition Agency until 1994. He was responsible for coordinating all Army information acquisition program activities.
Mr. Borland was the Vice Director of Information Systems for Command, Control, Communications, and Computers (DISC4) from 1994 until his appointment as the Deputy Chief Information Officer/G-6 in 1996. He retired from active government service in January 2004.
Mr. Borland was awarded the Meritorious Presidential Rank Award for Senior Executive Service Members in 1996 and the Distinguished Presidential Rank Award in 2000. He also has been awarded the Army's Decoration for Exceptional Civilian Service and the Superior Civilian Service Award.
Mr. Borland received a Bachelor of Science in Business Administration from Central Missouri State University. He also holds a Master of Science in Finance from George Washington University.

Edward A. Hart is founder and President of Hart Enterprises, LLC, a highly successful consulting practice serving primarily high technology startups, with additional clients in government and in Fortune's top 100, and has included SAIC and VeriSign. He provides both management and technical services, assists clients analyze and refine organizational structures and policies, and assists in developing market penetration strategies.
Throughout his 32-year career with the National Security Agency (NSA), Mr. Hart served in a wide variety of increasingly complex and responsible positions, beginning in research and development and culminating as Deputy Director heading one of two NSA mission operations. He developed timely and economical solutions for assured security for all classified information systems of the United States government from the President through Diplomatic Missions and Embassies, the National Command Authority, military services, down to the soldier in the field; also, NATO and coalition force structures, and all intelligence community systems. This included routine secure communications support to special operations, and weapons testing.
Mr. Hart was subsequently the managing director of the Center for Information Protection and senior vice president at Science Applications International Corporation (SAIC) from 1995 until 1997, where he grew a small operation of ten people with $1 million in revenue into a 100+ person staff with revenue in excess of $20 million. This business unit was later sold for over $50 million.
Prior to joining DSA's Federal Advisory Board, Mr. Hart served on and/or chaired Advisory Boards for several small companies, including Phoenix Technologies, RSA Security, Digital Signals Corporation, GHG Corporation, SafeOperations, SPYRUS, DPC Technology, Sigaba, and Trusted Computer Solutions.
Mr. Hart is the recipient of many high level awards and recognitions. He was conferred the Presidential Meritorious Senior Executive, the second highest senior executive recognition in US Government, on behalf of the President of the United States. He also received the National Intelligence Distinguished Service Medal, the highest recognition within the US Intelligence Community, conferred by the Director of Central Intelligence. In addition, Mr. Hart was presented the Exceptional Civilian Service Award by the Director of the National Security Agency, the highest recognition of that agency.
Mr. Hart received a Bachelor of Science degree in Mathematics and Physics from Furman University, a Master of Arts in Computer Systems and Management Information Systems from the American University, and studied post-graduate mathematics at both American University and the University of Maryland.

Ed Rice retired at the rank of general from the U.S. Air Force on December 1, 2013. Prior to retirement, General Rice served as the Commander of Air Education and Training Command where he was responsible for recruiting, training, and educating Air Force personnel. From February 2008 to October 2010, General Rice served as the senior U.S. military commander in Japan, where he worked closely with other military commanders and our embassy team to think through the strategic challenges and opportunities associated with our most important ally in the Asia-Pacific region.
General Rice holds a Bachelor of Science degree in engineering sciences from the U.S. Air Force Academy; a Master of Science degree in aeronautical science and technology from Embry-Riddle University; a Master of Science degree in national security and strategic studies from the Naval War College; and he completed a National Security Fellowship at the John F. Kennedy School of Government, Harvard University and a White House Fellowship at the U.S. Department of Health and Human Services.
General Rice is the recipient of numerous awards including selection in 2020 as a Distinguished Graduate of the U.S. Air Force Academy, selection in 2017 as a Veteran in Blue (one of the men and women who have contributed to the legacy of the Air Force), and selection for the Thurgood Marshall College Fund Flag Officers Award and the NAACP Meritorious Service Award.
General Rice is currently a Senior Advisor with the Boston Consulting Group and serves as an advisor/trustee for numerous local and national boards.
Fran Pierce began her information technology career with Ford Aerospace where she worked on the design and implementation of a backbone data communications network. She was later employed by the RCA Corporation in the area of communications product development.
Fran joined DSA as a System Design Analyst for a large-scale data switching system. She was promoted to chief engineer and overall technical manager, and then became the Program Manager.
She advanced to Vice President and Technical Director, then appointed Executive Vice President and General Manager of the New Jersey Operation. She was Executive Vice President and General Manager of the Washington, D.C. Operation, and became President and Chief Executive Officer in 1991. Fran began serving on the DSA Board of Directors in 1980 and elected Chairman of the Board in 1991.
Fran is serving her fourth term as a member of the Board of Directors of Chestnut Hill College. She is a member of the Development and Finance Committees and chairs the Audit Committee. Fran received the EY Entrepreneur of the Year® 2018 Award in the Services category in the Greater Philadelphia Region. In the years 2016, 2013, 2006 and 1998, Ms. Pierce was a finalist for the Ernst & Young Greater Philadelphia Entrepreneur of the Year Award for Technology Services. She received the 2018 Vistage Lifetime Achievement Award for the Philadelphia Region.
DSA, the company led by Fran, is a nine-time winner of the Inc. 500│5000. In 2016, DSA was inducted into the Philadelphia 100 Hall of Fame as a five-time winner of The Philadelphia 100 award, which recognizes the fastest-growing privately held companies in the Philadelphia region.

Fran is serving her sixth term on the Board of Directors of The International Eye Foundation, an organization dedicated to the promotion of peace through the prevention of blindness. She currently serves on the Development and Finance Committees.
Fran serves on the Rowan University Dean of Engineering's Advisory Council since 2007. A past Associate Director of the Armed Forces Communications and Electronics Association (AFCEA), Fran served as president for its Philadelphia Chapter and headed the chapter's efforts to award scholarships to deserving young candidates pursuing a career in communications and security. Mr. Le Boeuf is currently President of GGL International providing consulting service to domestic and international governments, private industry, and academia on defense related matters. He is the former Vice President, Washington Relations, Raytheon International where he served as the focal point overseeing Raytheon International Business Development. In this role, he was the Senior lead interface with senior officials of the Department of Defense, State, Commerce and Congress.
He joined Raytheon Company in February 2004 from the Department of the Navy where he was the Executive Director, Navy International Programs. In this position, he was responsible for developing, planning, and implementing the Department of the Navy's International Programs, primarily - Security Assistance, Cooperative Production and R&D, Technology Transfer, Foreign Procurements, Foreign Comparative Testing and Export Licensing. He managed a portfolio in excess of $56 billion.
Mr. Le Boeuf is a former member of the Senior Executive Service (SES), where he served in the Department of the Navy for 34 years before coming to the Private sector. He served on the Secretary of the Navy's Hispanic Council, is listed in Who's Who in America, and is a recipient of the Hispanic Engineer National Achievement Award. Mr. Le Boeuf received the Meritorious Executive President Rank award presented by President George W. Bush in recognition for sustained excellence in International Programs.
Before his Navy appointment as Executive Director, he was holder of the Navy Chair at the Defense Systems Management College, where he was a professor of Program Management lecturing on acquisition policies, practices and trends within the Department of the Navy.
During the 102nd Congress, Mr. Le Boeuf was on the staff of the Honorable Malcolm Wallop, United States Senate, where he was a Senior Legislative Fellow providing defense policy guidance within the Senate Armed Services Committee dealing in defense-related issues. Prior to Mr. Le Boeuf's position on Capitol Hill, he was a Division Director in the Strategic Systems Program Office supporting the POLARIS/POSEIDON/TRIDENT Strategic Weapons Systems and was responsible for budgeting, contracting, technical and program management functions for the United States and United Kingdom programs. He directed and reviewed ship designs for Fleet Ballistic Missile/Strategic Weapons Systems applications, participating in numerous submarine sea trials.
Mr. Le Boeuf has more than 34 years' experience in marine, naval architecture and mechanical engineering disciplines including acquisition of major complex weapons systems. He earned a Bachelor of Science Degree in Mechanical Engineering from the University of Detroit and holds a graduate certificate in Engineering Management from American University. He is a graduate of the Harvard Business School having completed the Advanced Management Program.

John Foley is an accomplished leader, skilled at setting organizational vision and tactics to achieve strategic objectives. In his capacity as President and CFO, John is responsible for the management and direction of the company's strategic growth initiatives, accounting, finance, contracts, procurement functions, internal IT services and quality management.
Prior to joining DSA, John was employed by CIGNA Corporation as Business Finance Officer for CIGNA's Shared Service functions including finance, human resources, legal, public affairs, executive management, government regulations, real estate, and other services.
He spent 15 years at Lockheed Martin Information Systems and Global Services where he held a variety of positions including Finance Transformation Director, Pricing Director, Accounting Manager, post-M&A Integration Project Manager, and Proposal Specialist. He also previously worked for eBay (Half.com) as Senior Business Analyst, Business Intelligence.
John has earned numerous awards throughout his career including 2018's Philadelphia Business Journal's CFO of the Year, 2015's SmartCEO Executive Management Award CFO, and two Lockheed Martin NOVA Awards, their highest honor, for M&A integration projects.

Her leadership supports DSA's extensive client base, which spans the Department of Defense, intelligence community, federal civilian agencies, state governments, and commercial sectors.
Kathleen is a recipient of the prestigious Brava Award, honoring leaders who blend an entrepreneurial spirit with a commitment to community service and demonstrate outstanding leadership both within their organizations and in the broader community. Additionally, she received the NE Maryland Technology Council Visionary Leader Award for her volunteer work that fosters the development of a STEM-educated workforce and promotes technological advancement and innovation. Kathleen actively leads, organizes, and volunteers at DSA TechCrew workshops, which aim to inspire middle school students to explore technology and its potential to shape their future careers.

Kevin Carroll is President of The Kevin Carroll Group, LLC, a consulting company. In his previous role as Program Executive Officer (PEO), Enterprise Information Systems, Mr. Carroll was responsible for the program management of the Department of Defense and U.S. Army business and combat service support systems, as well as related Army communication and computer infrastructure. These systems support logistics, medical, finance, personnel, training, and procurement operations. The PEO EIS organization consists of approximately 600 employees, the majority of which are located throughout the East Coast region. Prior to becoming a PEO EIS, he served as PEO STAMIS, and before that was the Assistant Deputy Chief of Staff for Research Development and Acquisition, U.S. Army Materiel Command. Mr. Carroll served as the Acting Director of the Communications and Electronics Command (CECOM) Acquisition Center in Fort Monmouth, NJ. In addition, he functioned as the Associate Director of the CECOM Acquisition Center - Washington. Mr. Carroll entered the Senior Executive Service in June 1996 as Director of the U.S. Army Information Systems Selection and Acquisition Agency (ISSAA).
Mr. Carroll has served primarily as an acquisition manager and as a contracting officer on top-priority DoD and Army information technology acquisitions. Prior to working for the Army, he acquired information systems for the U.S. Coast Guard. He began his career in contracting at the Department of Transportation.
Mr. Carroll earned both his Bachelor of Science and his Master of Business Administration from the University of Maryland, College Park. He is also a graduate of the Federal Executive Institute and a member of NCMA Board of Advisors. He is active in both cross-governmental bodies as well as information technology industry efforts.
Mr. Carroll has 30 years of government experience, 24 years of which consist of working in the information systems arena. He was drafted into the U.S. Army and served from 1972 to 1974.

Major General Nick Justice retired from the U.S. Army after more than 42 years of service as an American soldier. He began his Army career as an enlisted soldier drafted from his native state of North Carolina. As an enlisted soldier, he held numerous military occupation specialties including electronics warfare operator, telemetry analyst, telecommunications operator, and infantry platoon sergeant. He was later commissioned on graduation from Officer Candidate School in 1977.
He earned a bachelor's degree in history from the University of Maryland, a master's degree in Management from Pepperdine University and a master's degree in International Relations from Salve Regina College. His military education includes a master's degree from the U.S. Naval War College and a Master of Science from the Industrial College of the Armed Forces. He is also a graduate of the Defense Acquisition University's Senior Acquisition Course of the Armed Forces.
His recent assignments include Commanding General, Research, and Development Command and Aberdeen Proving Ground, where he led the transformation of the installation during Base Realignment. In 2010, the Association of Defense Communities named MG Justice Military Leader of the Year.
General Justice also served as the Program Executive Officer for Command, Control, and Communications-Tactical. During Operation Iraqi Freedom, he served as Commander of the Information Management Task Force in Kuwait and Iraq. He most recently served as Executive Director of Power America.
General Justice has received numerous awards and recognitions, including being named the 2002 Army Acquisition Award for Excellence as PM of the Year Award. In 2004 and 2008, he was awarded Federal Computer Weekly's Federal 100 Award, as well as its Monticello Award in 2004. In 2008, he received the Armed Forces Communications and Electronics Association Award of Excellence in Information Technology. In 2009, General Justice was inducted into the Officer Candidate School Hall of Fame at Fort Benning, GA.

Marie has over 25 years of experience in Human Resources within federal and commercial industries and 18 years leading HR departments. Her background includes providing strategic direction, guidance, and support for all HR issues in organizations through change and growth. Marie's team provides exceptional HR services and talent acquisition support for nationwide operational effectiveness at DSA. Marie joined Data Systems Analysts in 2009.
Marie has served on the Human Capital Committee for Bancroft in Haddonfield, NJ since 2013. She has previously served as a volunteer on her local government-planning committees and for the Veterans Assistance Transitions program. Marie dedicates her free time to her children's USA Swim Team Lower Moreland and the Nazareth Academy High School swim team.

These services are focused on the areas of secure information sharing, Web-based applications and e-Business processes, enterprise level services, interface and enterprise architectures, information assurance, cyber security, critical infrastructure protection, network-centric solutions, identity management and credentialing, homeland security, and executive education in areas of information management and change management. These services have been provided to a variety of organizations, both public and private.
Dr. Mestrovich is also President of the Federation for Identity and Cross-Credentialing Systems (FiXs). The organization is a coalition of commercial companies, government contractors, and not-for-profit organizations whose mission is to establish and maintain a worldwide, interoperable identity and cross-credentialing network built on security, privacy, trust, standard operating rules, policies, and technical standards. The FiXs network verifies and authenticates the identity of personnel seeking to enter U.S. military and government-controlled areas, as well as commercial sites, and logical applications requiring cyber security. The FiXs solutions in identity management and access also support efforts in implementing Zero Trust Architectures (ZTAs).
Prior to his current positions, he served for nearly 30 years in the Department of Defense (DoD), as member of the Senior Executive Service, in executive information management and information technology positions.
As the Deputy Assistant Secretary of Defense for Health Management Systems, Office of Assistant Secretary of Defense for Health Affairs, he was responsible for the acquisition of health information programs/systems throughout the DoD, including such programs as the Defense Enrollment Eligibility Reporting System (DEERS), the Defense Medical Systems Support Center (DMSSC) programs, and the Composite Health Care System (CHCS).
As the Information Management Executive for the Under Secretary of Defense for Acquisition and Technology, he was responsible for advising the Under Secretary on matters of strategic acquisition direction for electronic commerce initiatives and the Information Management program within the DoD and its interfaces with industry. As the Deputy Director for Enterprise Integration in the Defense Information Systems Agency, he was responsible for the strategic direction, planning, and implementation of the Enterprise Integration acquisition initiatives for DoD information systems. These acquisition systems included those in the areas of personnel, finance, logistics, medical, and command and control. As Director, Center for Integration and Interoperability, Corporate Information Management (CIM), Office of the Assistant Secretary of Defense, Command, Control, and Communications, he was responsible for implementing systems migration and modernization initiatives throughout DoD to include "best commercial practices" concepts, and the Government Wide Defense Enterprise Integration Services (DEIS) acquisitions.
His undergraduate degree is from the University of Notre Dame, his master's degree from Duquesne University, and his Doctorate of Philosophy in Economics from the University of Notre Dame.

Mike Donovan is Senior Vice President of the Intelligence and Critical Infrastructure Protection business unit. He brings over 23 years of experience supporting many of DSA's longest standing customers. Mike manages programs that address mission requirements for the Intelligence Community to include cloud engineering, infrastructure modernization, platform engineering, DevSecOps, systems integration, and cyber security. He is also responsible for providing secure, critical infrastructure protection for Federal, State, and Commercial customers.
Mike's business unit supports customers including the U.S. Army G2 (Intelligence), U.S. Army Intelligence and Security Command (INSCOM) National Ground Intelligence Center (NGIC), U.S. Army Geospatial Intelligence (GEOINT) Battalion, U.S. Army Cyber Command (ARCYBER), U.S. Army Network Enterprise Technology Command (NETCOM), U.S. Army DEVCOM Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center, Deputy Assistant Secretary of the Army (Data, Engineering and Software) (DASA(DES)), Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)), Naval Facilities Command (NAVFAC), Nuclear Regulatory Commission (NRC), Illinois Emergency Management Agency (IEMA), National Aeronautics and Space Administration (NASA), Sandia National Laboratories, and numerous universities and medical campuses across the United States.
Mike joined DSA in 2001 as a Systems Engineer and has held positions as Program Manager, Program Director, Senior Director, and Vice President. Prior to joining DSA, Mike supported the development of Knowledge Management solutions for the Ballistic Missile Defense Organization (BMDO)/National Missile Defense (NMD) and various state and local governments with implementing software solutions to improve collaboration.

Mr. John Gilligan, founder of the Gilligan Group, Inc., is serving as interim CEO of the Center for Internet Security and is co-chair of the AFCEA Cyber Committee. He recently was President and Chief Operating Officer at Schafer Corporation. Prior to his role at Schafer Corporation, Mr. Gilligan was Senior Vice President and Director, Defense Sector, at SRA International, Inc. Mr. Gilligan has served as a Chief Information Officer for the United States Air Force and the U.S. Department of Energy. He was Program Executive Officer for Battle Management and Command and Control for the Air Force. He is a member of the Cyber Security Commission (formed to advise the 44 th President) and the Army Science Board. He also serves on the Board of Directors for Center for Internet Security, Hunter Defense Technologies, Inc. and the Armed Forces Communications and Electronics Association.
Mr. Gilligan has been a recipient of the Joint Chiefs of Staff Distinguished Civilian Service Medal, Distinguished Executive President Rank Award, Meritorious Executive Presidential Rank Award, and Computerworld's Premier 100 IT Leaders. He earned an M.B.A. from Virginia Tech University and an M.S.E. in Computer Engineering from Case Western Reserve University.
Mr. Luke McCormack brings extensive IT and leadership expertise from both the public and private sectors.
He recently retired as the Chief Information Officer (CIO) at the Department of Homeland Security (DHS), where he provided strategic direction, cyber security services, oversight to cross-component information technology efforts and IT Cloud/infrastructure services. He also served as the Vice Chairman of the Federal CIO Council. Prior to this appointment, he served as the Department of Justice Deputy Assistant Attorney General for Information Resources Management/Chief Information Officer. Previously, Mr. McCormack served as the CIO for DHS Immigration and Customs Enforcement (ICE) and held several senior IT management roles within US Customs and Border Protection (CBP).
Before joining the federal government, he served at various private sector companies including MCI and Ford Aerospace.
Mr. McCormack holds an MBA from the Smith School, University of Maryland, and holds key certifications from Columbia University and the National Defense University.
Robert F. Lentz is the former Deputy Assistant Secretary of Defense for Cyber, Identity, and Information Assurance (CI&IA) in the Office of the Assistant Secretary of Defense, Networks, and Information Integration/Chief Information Officer. He has also served as the Chief Information Assurance Officer (CIAO) for the Department of Defense (DoD) and in this capacity, transformed the DOD's IA Cyber Program, including operationalizing the world's most robust Identity Management System. He also was a member of the DoD CIO Executive Council.
Mr. Lentz has more than 26 years of experience with the National Security Agency (NSA) in the areas of financial management and technical program management. He has served as Chief of the Space and Networks IA Office, Chief Financial Officer of the NSA IA Directorate, Executive Assistant to the NSA SIGINT Collections and Operations Group, and Field Chief of the Finksburg National Public Key Infrastructure OPS Center. He served on the 2016 Cyber Commission for the incoming President of the United States.
Mr. Lentz has received the NSA Resource Manager of the Year Award, the Defense Meritorious Service Award, 2006 "Top 20" Excellence.gov Award, the 2003 Presidential Rank Award, and the 2004 "Federal 100" award. In 2004, Mr. Lentz also received the highest-level honorary award the Department can bestow on a civilian employee, the prestigious Secretary of Defense Distinguished Civilian Service Award. In 2008, he was named Information Security government Executive of the year for the Middle Atlantic region, culminating in his award as the North American Executive of the year. In 2009, he was the recipient of the RSA award for Excellence in the Field of Security Practices. From 2012 to 2015, Mr. Lentz was an original member of the National Cyber Security Hall of Fame nominating committee.
Mr. Lentz is a graduate of the National Senior Cryptologic Course, Federal Executive Institute, Harvard Business School in Strategy Planning, and the Resource Management Course at the Naval Postgraduate School. Robert serves as DSA's Senior Vice President of the DoD Programs. He has a proven record of accomplishment managing complex, large-scale, and geographically dispersed programs valued at over $100 million each. Robert has 28 years of experience in program, project, and operations management within the Department of Defense (DoD) market. His contributions have earned prestigious awards including the Government Information Technology Executive Council Award for Program Management Excellence and multiple Army Knowledge Management Awards for Technology, Process, and Knowledge Management.
In his role at DSA, Robert oversees the delivery of mission-critical support, enterprise information technology, and data science services to various DoD customers. His leadership encompasses the implementation of DevSecOps, cloud engineering, digital modernization, data analytics, system integration, cybersecurity, and information and knowledge management solutions.

Roger Salomon is Secretary of the Company, Member of the Board of Directors, and Trustee of ERISA plans for DSA.
With more than 30 years of experience in information technology, Roger Salomon began his career in 1968 with New Jersey Bell Telephone as a computer scientist. Subsequently, he joined ITT Defense Communications Division in Nutley, NJ, where he worked as a software developer for ITT data communications projects, eventually becoming technical lead for a message switch product.
Roger joined DSA in 1971 as a software engineer working on data switching systems for Western Union International in New York City. In the mid to late 1970s, he spent six years in Europe serving as a system architect, consultant, and project manager for DSA customers.
Returning to the U.S., Roger was named Program Manager for DSA's international operations. Under his direction, DSA delivered software and IT services for communication systems to Asia, Europe, and North and South America for DSA customers Siemens, AG, and Philips Telecommunications.
As Senior Vice President, Roger's responsibilities expanded to include such domestic customers as the U.S. Army at Ft. Monmouth. Under Roger's executive management, DSA supported the Program Executive Office Command, Control and Communication (Tactical) (PEO C3T) Knowledge Management program.

Tom L. Hewitt is the founder and CEO of Global Governments, Inc. Global Governments' primary offering is information security. The company also focuses on strategic planning and marketing in the international government information technology (IT) marketplace.
In December 1984, Mr. Hewitt founded Federal Sources, Inc. (FSI) as a market research and consulting firm specializing in IT within federal and state government. The firm provides clients with market research, trend analysis, tracking of major government programs, opportunity identification, and training to assist clients with market expansion. In 1998, Mr. Hewitt sold FSI to Primedia Information, Inc.
Prior to FSI, Mr. Hewitt was Senior Vice President of Kentron, which was acquired by PRC. Before that, he held senior level positions at CSC, including President of the INFONET Government Systems Division and Vice President of Program Development of the Systems Group. Prior to that, Mr. Hewitt was with Boeing Computer Services for six years, where he started and subsequently managed its Federal government marketing operations.
