In her efforts to improve the quality of life and vibrancy of Salisbury, Alyssa manages a variety of community design projects, which include the annual BlockWork program and Salisbury Sculpture Show, downtown revitalization incentive grants, as well as various placemaking projects. She is the staff liaison to the Community Appearance Commission, the Public Arts Commission and the Dixonville-Lincoln Memorial Task Force.
Alyssa received a Master's degree in Architecture and a Master's in Urban Design from the University of North Carolina at Charlotte. She also holds a Bachelor of Arts in both Fine Art and Art Education from Franklin Pierce University. Alyssa received her AICP Certification in 2023 and has been with the City of Salisbury since 2016. In 2021, she was chosen to participate in Next City's Vanguard Conference in Greensboro, NC, where leaders from different disciplines gathered to find innovative ways to improve cities.
As Code Enforcement Officer, Amy consistently and impartially enforces the nuisance and zoning codes of the City of Salisbury. She strives to maintain a high level of customer service to the public while carrying out her daily duties, working hard to make our community clean and safe.
Amy has been with the City since April 2022. She has a wide variety of experience; working as a Zookeeper for 11 years, and a Park Ranger at NC State Park for 8.5 years. In her spare time, Amy enjoys spending time with her family and her dog, as well as antiquing.

Actor. Born in Salisbury, North Carolina, he studied law before making his New York acting debut on Broadway, followed by his screen debut in the silent film Pearl White serial, "Perils of Pauline" (1914). After serving the U.S. Military in World War I, he returned to the theatre and motion pictures and went on to be a major character actor in more than 120 films. His credits included "Little Caesar" (1931), "Heidi" (1937), "Nazi Agent" (1942), "Duel in the Sun" (1946), "High Society" (1956), "Rosemary's Baby" (1968) and "Revenge Is My Destiny" (1971). For his contribution to the motion picture industry, he has a star on the Hollywood Walk of Fame. He died in New York City.

Deputy Police Chief Brian Stallings, a native of Richfield, N.C., began his law enforcement career in the Salisbury Police Department (SPD) in 1996 as a patrol officer. Over the course of his tenure he has also served as a victim's advocate, an investigator, police sergeant overseeing general investigations and as a lieutenant directing the criminal investigations division.
In 2014, he was promoted to captain where he currently manages the department's Training/Recruitment Division, Internal Affairs and Records personnel.
Stallings double-majored in criminal justice and sociology at Pfeiffer University. He also holds a MBA from the same institution. In addition to his educational accomplishments, he has an Advanced Law Enforcement Certification from the North Carolina Justice Training and Standards Commission, and was previously named the SPD's "Veteran Officer of the Year."

Claire Karriker is an administrative specialist in the City's information technology services department. She has been employed with the City of Salisbury for seven years.

Emily works on a variety of the City's long-range planning projects, including the Forward 2040 Comprehensive Plan, small area plans, grant administration, and other special projects. She is the staff liaison to the Historic Preservation Commission, and manages the City's local preservation projects.
Emily received her Bachelor's degree in Community and Regional Planning from Iowa State University in 2020. Prior to coming to Salisbury, she interned at the Iowa Department of Transportation and the City of Traverse City, MI. In 2022, Emily became an AICP candidate.

As Director, Hannah oversees the work of the Community Planning, Code Enforcement and GIS Divisions. In addition to her supervisory roles, she led the update to the City's comprehensive plan, Forward 2040: Salisbury's Framework for Growth, and manages several current projects including the city's 10-Year Housing Strategy and the redevelopment of the former Kesler Mill site.
Hannah received her Master's degree in City and Regional Planning from the University of North Carolina at Chapel Hill in City and Regional Planning. Hannah is recognized by the American Planning Association as part of the American Institute of Certified Planners. Prior to joining the City of Salisbury in April 2019, Hannah spent 10 years with the Durham City-County Planning Department.

Jennifer is responsible for benefits administration, health & wellness, retirement, is a liaison to departments, and assisting with recruitment and retention. She also performs technical work assisting with reviewing and analyzing various documents, conducting research, policy administration, and assisting employees.
Jim Greene Jr., a native of Lenoir, N.C., serves as Salisbury's chief administrative officer, working directly with City Council on the affairs and needs of the city. He leads more than 400 full and part-time employees, and direct development, preparation and the presentation of the city's annual budget. He also works closely with other local, state and federal governmental agencies to coordinate initiatives involved in providing cost-effective services to Salisbury residents, business owners and visitors.
Most recently, Greene served as an assistant city manager at the City of Raleigh, where he gained experience supervising Raleigh's economic development, planning, development services, convention and performing arts centers, environmental sustainability, utilities and engineering services departments.
Greene also held management and budget positions with the City of Concord, City of Rock Hill, S.C., the City of Las Vegas, Nev., and the Government Finance Officers Association in Chicago.
He holds both a bachelor's and master's degree from UNC-Chapel Hill, and is a graduate of the University of Virginia's Senior Executive Institute and International City/County Manager's Association (ICMA) Gettysburg Leadership Institute.

US Senator. He graduated from Trinity College in 1874 and was the son-in-law of US Senator Augustus Summerfield Merrimon. He studied law, was admitted to the bar in 1878 and began a law practice in Salisbury, North Carolina, in 1880. He served as a member of the North Carolina State House of Representatives (1883, 1885, 1887, 1893, 1899) and was president of the North Carolina Railroad Company in 1894. In 1903, he was elected as a Democrat to the United States Senate and served until his death at age 76 in Washington, D.C..
Throughout his tenure with Salisbury, Smith held various positions with ever-increasing leadership responsibilities. He began his career in law enforcement 18 years ago as a SPD patrol officer. In 2009, he was promoted to criminal investigation detective. Five years later, he was elevated to patrol sergeant and then was promoted to lieutenant over the special investigations division in 2018.
Most recently, he held the position of captain over the investigations bureau. There, Smith supervised the services bureau comprised of seven units: general investigations, violent crimes investigations, vice/narcotics, neighborhood crime abatement team, the crime lab, organizational development, and hiring. These units are responsible for specialized investigations that go beyond the routine response of daily operations of the department and require that its personnel have specialized skills and training. In addition to hiring, organizational development is responsible for leading the department's internal practices and employee career enhancements.
Smith has led various crime reduction strategies throughout his tenure, including increasing community engagement relationships and implementing the Chief Jerry Stokes Crime Information Center. He also managed crime analytics and records division staff.
Before joining the Salisbury Police Department, Smith worked at Salisbury's Food Lion corporate office from 1990 until 2004. While with Food Lion, he managed retail, distribution, human resources, and procurement.
Smith has been a part of the community for nearly 50 years after his family moved to Salisbury from Greensboro when he was three months old. He and his wife have four children and three grandchildren.
Smith holds a bachelor's degree from Columbia College in criminal justice and will receive his master's degree in leadership with a concentration in human resource management from Pfeiffer University this December.

As the Land and Development Services Director, Lookadoo will direct the review, approval, and permitting of private development and annexation applications, including major and minor site plans for residential and commercial development. Also included in his duties are the administration, interpretation, and enforcement of land development ordinances, as well as preparing ordinances and legislation for land use and zoning matters. He will collaborate with City Council, the development community, and city staff on strategies to manage growth effectively.
Lookadoo has served in numerous positions with extensive planning, growth and development experience. He served as director of development and design services for six years for the city of Morganton, N.C. In Morganton, he led the operations of several areas including zoning, building inspections, engineering and planning. In addition, he planned, coordinated and managed many interdepartmental projects including economic development initiatives. Before joining Morganton, Lookadoo served 12 years with the county and city of Florence, S.C. where he led the departments of planning, research and development.
Lookadoo holds an American Institute of Certified Planning (AICP) designation and a Certified Floodplain Manager (CFM) credential. He received a bachelor's degree from UNC Charlotte and a Master of Public Administration from the University of Nebraska at Omaha.

Robert A. Parnell, a third generation firefighter, brings more than 27 years of operational and tactical firefighting experience to public safety. Born and raised in New Jersey, he began his career with the Salisbury Fire Department in November 1984.
Parnell has held the position of Firefighter, Engineer, Fire Captain, Battalion Chief, and Chief of Fire Department Training prior to assuming the roles as Chief of the Department in April 2004. In addition to his responsibilities as Fire Chief, Parnell also serves as the City's Emergency Management Coordinator.
Chief Parnell received his bachelor's degree in occupational safety and health from North Carolina A&T State University, and associate's degrees in Fire Protection Engineering and Fire Science Technology. Additionally, Chief Parnell is a graduate of the National Fire Academy's "Executive Fire Officer" program, and Municipal Administration Certification through the University of North Carolina.
