David West - CIO

David West is a dynamic and strategic IT leader with more than 15 years of success in driving organizational growth through the development and execution of forward-thinking IT strategies. As a CISSP-certified professional, David ensures that technology serves as a powerful tool for achieving business objectives and enabling innovation. Since joining WAEPA in 2023, he has been instrumental in aligning IT initiatives with the organization's comprehensive strategic plan and driving key projects that enhance operational efficiency and member satisfaction. In his role as Chief Information Officer, David leads the development and execution of WAEPA's IT strategy, ensuring its seamless integration with the organization's broader business objectives. His strategic leadership extends to building cross-functional collaborations and spearheading initiatives such as the establishment of a new contact center and the launch of an IT steering committee to guide technology decisions. David also serves as the Communications Chair for the Society for Information Management, Capital Area Chapter (SIMCAC), and as a member of the Board of Advisors for the IT Management and Leadership (ITML) Institute, where he contributes his expertise in IT strategy and leadership development. Emily Su

Emily is the Assistant General Counsel for Enforcement at DOE. During her federal career, she has served as Director of Civil Rights within USDA and as Assistant Chief Counsel at DOT and DHS.

Eric D. Hill

Eric Hill is a Member of the Audit & Finance and IT Committees. He has served on the Board since 2023. Eric is the Director of Resources for the Environmental Protection Agency, Office of Superfund Remediation and Technology Innovation. In this capacity, he manages human capital, budget, acquisition, and information technology portfolios. Preceding his tenure at EPA, he served as the Comptroller and Director for Financial Administration at the Department of Labor, Office of Workers' Compensation Programs. He is an active-duty veteran of the United States Air Force and a Senior Executive Service civil servant with over 23 years of combined federal service. Eric graduated from Saint Leo University with a graduate and undergraduate degree in Business Administration. Gregg Treml - Treasurer

Gregg Treml serves as Treasurer of the Board, Chair of the Audit & Finance Committee and a Member of the Products and Services Committee as of 2021. He held leadership roles in budget, finance, and human resources at the US Department of Health and Human Services Office of Inspector General, Federal Emergency Management Agency (FEMA), General Services Administration's (GSA) Public Buildings Service, and Department of Homeland Security (DHS). He is a member of the Senior Executive Service and currently serves as Deputy Chief Financial Officer at the Environmental Protection Agency. Gregg holds a Master of Science in Accounting from the University of Connecticut and Bachelor of Science in Accountancy, with minors in Finance and Western Civilization, from Providence College. Gregg's federal career includes leadership roles in budget, finance, and human resources before joining the Department of Health and Human Services Office of Inspector General.

James Brent

James Brent, Jr. is a Member of the Audit and Finance Committee and the Compensation Committee. He has been a member of the Board since 2019. James currently serves as Deputy Chief Operating Officer and Acting Chief Enterprise Officer for Rural Development at USDA. Prior to his assignment with Rural Development, James served in various positions at USDA, including as Deputy Director of Operations and Director of the Diversity, Recruitment & Work-Life Division. He has worked for the federal government for more than 29 years. James graduated from Virginia Commonwealth University with a Bachelor of Science in Business Administration and Management. James has spent nearly three decades building his career with the Federal government at USDA and the Bureau of Engraving and Printing.

Jamie H. French

Jamie H. French is a member of the Governance Committee and the Audit and Finance Committee. She has been a member of the Board since 2024. Jamie is the Division Director for the Division of Grants and Agreements at the National Science Foundation (NSF).  Prior to joining NSF, she was a senior policy analyst at the Department of Justice. She began her career at the Federal Bureau of Prisons as an evaluation assistant. Jamie has been a member of the Senior Executive Service since 2016. Jamie holds a Bachelor of Arts in Psychology and Master of Arts in Counseling, both from West Virginia University. 

Jean Moody-Williams

Jean Moody-Williams is Chair of the Compensation Committee and a Member of the Governance Committee. She has served on the Board since 2019. She is a Licensed Registered Nurse, an SES professional, published author, and more. Currently, Jean works as the Deputy Center Director for the Center for Clinical Standards and Quality at the Centers for Medicare and Medicaid Services, having worked in the Federal Government since 2014. She is a recent recipient of the Samuel J. Heyman Service to America Medal, awarded by the Partnership for Public Service, and was recognized as the Federal Employee of the Year. She is also a recipient of the 2016 President of the United States Meritorious Rank Award and the 2018 President of the United States Distinguished Service Rank Award. Jean earned a Master of Public Policy and Management degree from the University of Maryland, College Park, and holds a Bachelors of Science in Nursing from Hampton University. Jean is a distinguished Licensed Registered Nurse, SES professional, and published author who currently works for the Center for Clinical Standards and Quality at the Centers for Medicare and Medicaid Services.

Kevin R. Cooke

Kevin R. Cooke, Jr. is Vice President of the Board and a Member of the Governance Committee and the Compensation Committee. He has served on the Board since 2019. Kevin was appointed the General Deputy Assistant Secretary for Fair Housing and Equal Opportunity in April 2024 for the U.S. Department of Housing and Urban Development (HUD). In this role, he works to promote economic opportunities and inclusive communities while enforcing the Fair Housing Act and other related laws nationwide. Prior to this appointment, Mr. Cooke was the HUD Chief Government Information Management Officer. Kevin is an SES civil servant with over 30 years of experience working in the federal government. Kevin graduated from Kentucky State University with a Bachelor of Arts in Mathematics. Kevin has spent 25 years building his career with the federal government, currently working with the U.S. Department of Housing and Urban Development.

Lauchlin Currie

Job Titles:

Currie was named the White House economist under Franklin Delano Roosevelt. He also served as the Deputy Administrator for the Foreign Economic Administration. It was during this time at the FEA that he became a founding member of WAEPA, known then as the War Agencies Employees Protective Administrations. Currie served as WAEPA's first president from May 1943 until June 1945.

Laurie Lee - CFO

Laurie Lee brings more than 25 years of executive-level experience in strategic planning and leadership. She joined WAEPA in 2019 after serving as CFO in the nonprofit sector for nearly two decades. Her expertise is in the development and execution of management strategy, leading financial operations, and streamlining financial procedures to create the best business practices.

Paul A. Pollock

Paul A. Pollock is the President of the Board and a Member of the Audit and Finance Committee. He has served on the Board since 2018. Paul earned a Bachelor of Architecture from the University of Hawaii at Manoa and is a licensed professional architect in the state of Hawaii. In his current role, Paul is the Chief Management Officer for the Naval Facilities Engineering Command and serves as a senior civilian authority for human resources, EEO, manpower, military and reserve programs, strategy, and corporate resource management and analytics. His previous positions include Comptroller, Operations Officer and Chief Engineer for facility acquisition programs in the Pacific Rim, extending from Hawaii to Japan, Thailand, Diego Garcia, Singapore, Korea, and Guam. Paul joined the Senior Executive Service in 2015. President of the Board and a Member of the Audit and Finance Committee Paul's extensive career with the Naval Facilities Engineering Command has taken him all across the world.

Paul Huang

Paul Huang is a member of the Audit and Finance Committee and the Products and Services Committee. He has been a member of the Board since 2024. Paul is the Deputy Director and Chief Financial Officer of the Bureau of Safety and Environmental Enforcement. As Deputy Director, he is responsible for promoting safety, protecting the environment, and conserving resources through the regulatory oversight and enforcement of energy industry operations on the U.S. Outer Continental Shelf. Previously, Paul served as the Assistant Administrator of Federal Insurance for the National Flood Insurance Program at the Federal Emergency Management Agency. Paul holds a Bachelor of Science in Management Science and Information Systems and a Master of Business Administration.

Shane Canfield - CEO

M. Shane Canfield brings more than 25 years of experience in insurance and nonprofit leadership to WAEPA. In his role as WAEPA CEO, Shane is responsible for strategic planning and leadership, managing stakeholder relationships, and serving our Board of Directors in organizational oversight.

Stacy Outlaw - CMO

Stacy Outlaw is an award-winning marketing executive, bringing more than two decades of experience to WAEPA. She specializes in new product development, brand strategy, and digital transformation. She joined WAEPA in 2017, after working in the corporate and nonprofit sectors.

Stephanie Baker

Stephanie Baker is an accomplished leader with more than 25 years of service operations experience in the insurance industry. She supports WAEPA by leading the Member Services staff, the largest department in the organization.

Tia N. Butler

Tia was a public servant for nearly 20 years, serving in Senior Executive Service positions, prior to her current role with the National Committee for Quality Assurance.

Tony Zerante - Chief Strategy Officer

Tony Zerante has an extensive, 25-year background in insurance and nonprofit organizations. As our Chief Strategy Officer, he leads New Product Development, Strategic Growth Opportunities and heads our Member Billing Services team.

Winona Lake Massie

Winona Lake Massie is Chair of the Products and Services Committee and Member of the Compensation Committee. She has served on the Board since 2017. Currently a retired Federal employee, Winona was most recently the Associate Assistant Secretary for Civil Rights at the USDA. Winona began her career as a Civilian Federal Employee in 2002, working as an Equal Opportunity Specialist for the USDA. Since then, she's served in many unique roles for the agency, providing leadership at the federal, state, and local levels in civil rights, employment and equal opportunity law, training and development, policy, strategic planning, budgeting, communications, and compliance, Winona brings distinguished experience to the Board. She joined the Senior Executive Service in 2015. Winona has over 18 years of experience in leadership at the federal, state, and local levels, with most of her career spent with USDA.
