TST was founded in 2007 by Commander Russell S. Turner, US Navy, retired. CDR Turner started TST after 24 years of service in the U.S. Navy. He enlisted in the Navy in 1982 and was selected for the Navy's Enlisted Commissioning Program in 1986. Subsequently, he graduated with honors with a B.S. in Business Administration (Finance) from ODU in 1988. CDR Turner was designated an Unrestricted Naval Aviator in 1989 and received his M.S. in Management Science from the Naval Postgraduate School in 1995...
