Her impressive career in the Australian security industry includes senior leadership roles with Southern Cross Protection, Sapio and PAYCE Security Group, along with 15 years' experience in acquisitions and engagement.
Ms Chong Ee Rong joined the Board on 31 December 2018.
Ms Chong is a seasoned business leader and active board member, with extensive experience across corporate, professional services and non-profit organisations. Most recently, she was Deputy Managing Director of Raffles Medical Group (RMG), charged with transforming the commercial operations of one of the region's largest healthcare players. Prior to RMG, she spent eighteen years with integrated marketing agency Ogilvy Group in several countries building global brands and businesses through various stages of growth and transformation.
She is currently Vice Chair of the National Volunteer and Philanthropy Centre, Independent Non-Executive Director with Jollibee Foods Corporation (PSE listed), Council Member for the Singapore Business Federation and the Chairperson of the Young Business Leaders Network - Singapore's official representative to the ASEAN Young Entrepreneurs Council and Association.

Mr Yeo was appointed to the Board on 10 July 2024.
Mr Yeo is also an Independent Non-Executive Director with Hong Leong Finance and Neon Group, and a Board Member of D.S. Lee Foundation. He is also a member of Singapore Tote Board's Grant Committee. He is also an Advisory Board Member of the International Boarder Management & Technologies Association (IMBATA) and a member of the Biometrics Institute's Advisory Council.
Mr Yeo was most recently Senior Advisor (Special Duties) in the Ministry of Home Affairs. In the last ten years, he held senior public sector leadership appointments as the Commissioner, Immigration & Checkpoints Authority (ICA), and the Chief Executive of Home Team Academy (HTA). Besides domain experience relating to his tenures at ICA and HTA, he also has experience in leading and driving governance, organisational excellence, enterprise risk management, information technology and digitalisation, and organisational transformation.
Mr Yeo received several individual awards, including the National Day Public Administration Medal (Gold) (Bar) in 2021, the Public Administration Medal (Gold) in 2013 and the Public Administration Medal (Silver) in 2006. He was also awarded the Medal of Commendation by the Singapore National Trade Union Congress in May 2017 in recognition of his significant contributions towards good labour-management relations.
Mr Yeo holds a Master in Public Policy from the National University of Singapore (now offered under Lee Kuan Yew School of Public Policy), and a BSc (Hons) 2nd Class Upper in Economics from the University of London. She brings some 30 years of human resources expertise spanning the full spectrum of functions in both international and local organisations. Jaclyn previously led the Group Human Resources team from 2005 to 2009, where she championed the people-first agenda and HR transformation during the corporatisation of Certis. Jaclyn is also a Public Administration Medal (Silver) recipient in Singapore, and is accredited as Master Professional (IHRP-MP) by the Institute of Human Resource Professionals.

As Group CFO, Soo Lim oversees Group Finance, Risk Management, Treasury, Insurance and Strategic Business Development including Mergers and Acquisitions. Soo Lim has over 30 years of experience and has held senior positions in various international and local companies such as Shell, SATS and Singtel. Joining Certis in 2018 as Senior Managing Director of Strategic Business Development, Soo Lim has worked closely with Certis' senior leadership since, to ensure the Group's steady and sustainable growth. Mr Khoo Boon Hui joined the Board on February 2016.
With more than 30 years of police experience and recognised expertise in organisational management, he began his career in the Singapore Police Force in 1977, and was its Commissioner from 1997 to 2010. He also served as President of INTERPOL from 2008 to 2012. After his stint in the Police, Mr Khoo was appointed the Senior Deputy Secretary of the Ministry of Home Affairs from 2010 to 2014. He concurrently assumed the appointment of Director of the Institute of Leadership and Organisation Development, Civil Service College in 2013. Upon his retirement from the Government, Mr Khoo was appointed the Senior Advisor of the Ministry of Home Affairs in 2015, and a year later was redesignated a Senior Fellow. He remains a Senior Fellow of the Civil Service College and an advisor to the Home Team Academy.
Mr Khoo is Chairman of Digiassets Exchange (Singapore), Singapore Island Country Club, Singapore Golf Association Governing Council, Cybersecurity Advisory Group for the Minister-in-charge of Cybersecurity and the INTERPOL Working Group on Governance. He is also a board member of SingHeath, Ensign Infosecurity Pte Ltd, and the CyberPeace Institute. He advises entities in banking, technology, cybersecurity, philanthropy and is also a Justice of Peace.

Laura Low is the General Counsel & Group Head of Legal and Corporate Affairs for Certis, leading the legal, compliance, and corporate secretarial teams. As General Counsel, Laura oversees legal advisory and compliance governance, working closely with business leaders on strategy, commercial activities, M&As, investments, and divestments for the Group globally. Since joining Certis in 2012, Laura has supported partnerships, new ventures, and acquisitions in markets including Australia, Hong Kong, and Qatar. She also led the corporate planning function previously to develop and execute Certis' growth.
Before Certis, Laura was Assistant General Manager, Legal, at Keppel Corporation, overseeing legal advisory work for several of the conglomerate's listed entities. Laura started her career as a Deputy Public Prosecutor in Singapore. She holds a Bachelor's degree in Law from the National University of Singapore.

Hock Heng was appointed the Deputy Chief Executive, Singapore (Commercial) in June 2024, overseeing Certis Integrated Facilities Management and Integrated Solutions Group. A veteran with over 20 years of service in Certis, Hock Heng held various leadership roles at Certis Secure Logistics and Operations Technology. As former Head of Certis Integrated Services, Hock Heng's keen commercial acumen led to the successful acquisition of landmark projects such as Jewel Changi Airport and JTC South. Hock Heng is also concurrently Chairman EXCO, Qatar.

Leonard is the Chief Executive of Certis Technology Services Business, driving technology adoption, transformation and digitisation of Certis' business and operations. Prior to his appointment, Leonard was Senior Vice President, Head of Certis Technology Singapore, as well as Deputy Head of Certis Technology Services Business.
Since joining Certis in 2017, Leonard led the formulation of an advanced, unified Command and Control platform within Certis, leveraging smart technology such as smart CCTV, IoT sensors, AI analytics and big data, to effectively manage all aspects of the precinct and built environment operations. Leonard is a seasoned technology executive with extensive experience in software engineering, information architecture and operational technology. He partners both internal and external stakeholders to deliver measurable business value and influence high impact, data-driven decision making.

Mr Allen Lew joined the Board in January 2022 and was appointed Chairman on 23 November 2023.
Mr Lew was a Senior Advisor at Singapore Telecommunications Limited (Singtel) from April 2021 to April 2023, having previously held several senior executive positions with Singtel, including Country Chief Officer of Thailand between April 2020 and April 2021, as well as Chief Executive Officer of Optus between 2014 and 2020.
Mr Lew began his career with the Singtel Group in November 1980 and held various senior leadership roles over the years. His first regional exposure was as COO of Advanced Info Service Public Company Ltd (AIS) based in Thailand, Singtel's regional mobile associate. He was the Chief Operating Officer of AIS for three years before his posting to Optus in Australia in late 2001, initially as the Managing Director of Optus Mobile and later as Managing Director of Optus Consumer Business. He returned to Singapore as CEO Singapore in 2006 and held that position until March 2012.
Allen is also a Board Member and Chairman of the Audit and Risk Committee of Raffles Medical Group and Citibank Singapore Limited. Mr Lew was formerly on the Boards of Advanced Info Service Public Company in Thailand, Globe Telecom in the Philippines, Sentosa Development Corporation, Energy Market Authority and the Singapore Institute of Technology.
He holds a Bachelor of Electrical Engineering from the University of Western Australia under a Colombo Plan Scholarship and a Master of Science (Management) from the Massachusetts Institute of Technology, US.

Mr Stephen Forshaw was appointed to the Board on 1 September 2025. Mr Forshaw is Chief Representative and Head of Country for Airbus in Australia, New Zealand and the Pacific. He is responsible for representing Airbus across all business divisions and is a member of the Airbus Asia Pacific Leadership Team.
Prior to joining Airbus in 2022, Mr Forshaw was Global Head of Public Affairs and Managing Director for Australia and New Zealand at Temasek, a Singapore-headquartered investment firm. He previously held senior global and regional leadership roles in communications with Microsoft and Singapore Airlines. He also served as Chief of Staff to the Deputy Chief Minister of the Australian Capital Territory previously.
Mr Forshaw currently serves on the Boards of Mandai Park Holdings, Perfection Fresh, and the European Australian Business Council. He is also a member of the New South Wales and National Advisory Boards of the Australian Industry Group. In the area of sustainable aviation, he represents Airbus on the Australian Government's Jet Zero Council.
In recognition of his contributions during the pandemic, Mr Forshaw was awarded the Covid-19 Resilience Medal by the Singapore Government in 2022.

With over 20 years' experience as a senior civil servant and in the Singapore Police Force, Boon Gay leads the Certis team in Singapore in its commitment to public service and keeping the community safe. Drawing from his experience in operational strategies, systems and technological development, and ground execution for large operational units, Boon Gay continues to steer Certis' solutioning, consulting, and integrated services businesses.
Ng Tian - CEO, President
Mr Ng Tian Beng joined the Board on 7 April 2025.
Mr Ng is the President and Group Chief Executive Officer of Certis, where he leads the organisation in advancing its Ops-Tech transformation and driving growth across key markets. He brings more than 25 years of leadership experience in the technology sector, with deep expertise in strategic business development, innovation, and stakeholder engagement across Asia Pacific.
Prior to joining Certis, Mr Ng was previously Senior Vice President and General Manager for Dell Technologies Asia Pacific and Japan, where he oversaw a multi-billion-dollar channel business and led strategic partnerships across the region. He has held senior leadership roles across South Asia, Korea, Singapore and Brunei, and led Dell's Global Accounts business in Asia Pacific and Japan.
Mr Ng has also contributed to national initiatives in Singapore, through roles he held in the Singapore Manufacturing Federation, Singapore IT Federation, and Workplace Safety and Health Council.
Mr Ng holds a Bachelor of Science from Santa Clara University, California, USA, and an MBA in Marketing from the University of Western Australia.

Paul Retter joined the Board on 1 November 2018.
He brings to the Board leadership and management expertise, as well as significant experience in public service, regulatory compliance, risk management and security.
Mr Retter was appointed the Chief Executive and Commissioner of the National Transport Commission in July 2013. In this role, he led an organisation whose mandate was to develop, propose and implement national surface transport reforms in Australia designed to improve safety, productivity and environmental outcomes. Mr Retter completed his tenure in October 2018.
Prior to that, Mr Retter was appointed as the Executive Director of the Office of Transport Security in April 2006, serving as the Australian Government's transport security regulator for the aviation, maritime and offshore oil & gas sectors. During his seven years in this role, he worked closely with international bodies to harmonise international requirements related to aviation and maritime security measures.
Mr Retter's career highlights include over 30 years in the Australian Defence Force, plus senior public sector appointments at the national level focused on counter terrorism, preventive security, regulatory affairs and national policy reform.
Mr Retter held a non-executive director appointment with Sydney Night Patrol Pty Ltd from June 2016 to March 2018 and was a member of the Certis International Advisory Panel from April to October 2018. He is also a Principal with PBAR Associates.

Mrs Quek Bin Hwee joined the Board in May 2019.
Mrs Quek is the former Vice Chairman of PricewaterhouseCoopers ("PwC") Singapore, where she was an audit partner for over 25 years. She held global and regional positions, including Deputy Markets Leader of PwC Asia Pacific and Americas, and was a member of the PwC Global Markets Leadership Team and PwC Asia Pacific Executive Team. Mrs Quek has extensive experience in statutory audits, corporate governance, corporate restructuring, fraud investigations, business and finance.
Mrs Quek is currently a Director of the Boards of CapitaLand Integrated Commercial Trust Management Limited, Mapletree Oakwood Holdings Pte. Ltd. and SIA Engineering Company Limited. She is also a Board member of the National Heritage Board and Gardens by the Bay. She was a director of The Hong Kong and Shanghai Banking Corporation Limited.
Mrs Quek was previously President of the Singapore Anti-Narcotics Association, Deputy Chairman of the National Volunteer & Philanthropy Centre, and a board member of the Housing & Development Board, Duke-NUS Medical School, Maritime and Port Authority of Singapore and Health Promotion Board.

Sarah is an accomplished lawyer and commercially oriented legal executive with more than 20 years of experience in the Australian legal field. She started her career in a top tier law firm and held in-house legal positions in various industries including motor vehicle distribution, pharmaceuticals, fleet leasing and food franchising. Sarah has extensive expertise in corporate and commercial, technology, competition and consumer law, as well as privacy, intellectual property, general employment and compliance and risk management.
Sarah holds a Bachelor of Laws (Honours) from University of Technology Sydney and a Graduate Diploma of Legal Practice from the College of Law Sydney. She has been admitted to NSW Supreme Court, is entered in the High Court Register of Practitioners, holds an Unrestricted Practicing Certificate (Corporate) and Certificate in Governance Practice & Administration from Chartered Secretaries Australia.

Simon Tay was appointed to the Board on 10 July 2024.
Professor Tay is a tenured associate professor at the National University of Singapore, Faculty of Law. Professor Tay is also Chairman of the Singapore Institute of International Affairs, as well as Senior Consultant at WongPartnership, a leading law firm with regional practices in ASEAN, China and the Middle East.
Professor Tay is presently a board member of the Maritime Port Authority, and Ambassador for Singapore, accredited to Greece on a non-residential basis. He has previously served on the Global Advisory Boards of Mitsubishi UFJ Financial Group, Inc. and Toyota Corporation and was also former corporate advisor to Temasek Holdings.
Professor Tay held several key public appointments in the past, including Chairman of the National Environment Agency (2002-08); Expert and Eminent Person in the ASEAN Regional Forum (2002-2019) and independent Member of Parliament in Singapore (1997-2001). He has also co-chaired a number of national public commissions such as Singapore 21, the Singapore Green Plan and the Singapore Concept Plan 2010. In 2006, Prof Tay received a National Day Award.
Simon graduated with a LL. B (Honours) degree from the National University of Singapore and obtained a LL.M. from Harvard Law School where he was a Fulbright Scholar and won the Laylin prize for the best thesis in international law.

Mr Yeoh Keat Chuan was appointed to the Board in February 2025. Mr Yeoh is currently Head of Enterprise Development (Portfolio Development Group) at Temasek. Before assuming this role in July 2024, Mr Yeoh was seconded to Temus as Chief Executive Officer, a digital transformation services company majority-owned by Temasek.
Prior to joining Temasek as the Managing Director of the Enterprise Development Group in October 2017, Mr Yeoh spent 23 years at the Singapore Economic Development Board, the lead government agency for industry development and investment promotion. Over Mr Yeoh's tenure, he held several key leadership roles, starting as a Director in August 1994, to Assistant Managing Director and International Director (America) position between January 2010 and June 2012, and subsequently as Managing Director between July 2012 and August 2017. His leadership has been instrumental in driving sustainable economic growth and delivering value-added solutions for investors and businesses in Singapore.
Mr Yeoh was also the founding Chief Executive Officer of Ensign InfoSecurity, a cybersecurity company established by Temasek, further showcasing his expertise in shaping innovative enterprises. Mr Yeoh serves on the boards of ISTARI, Ensign, Sygnia, Nurasa, and Temus, contributing to their strategic direction and growth.
As a Glaxo-EDB scholar, Mr Yeoh graduated with a Master of Engineering in Chemical Engineering from Imperial College London.
