Andrea began her Affordable Housing career as a Maintenance Coordinator/Office Assistant with East Lake Management. She has subsequently been invovled in all aspects of proeprty management, most recently as a Property Manager with Banner Apartments. Andrea joined Full Circle in 2021 as a Property Manager and quickly transitioned to an Assistant Regional Manager and then to Regional Manager. She holds Tax Credit Specialist, Certified Occupancy Specialist, and Blended Occupancy Specialist certifications through the National Center for Housing Management. Andrea studied Sociology at Illinois State University before finding her passion in the Affordable Housing industry. She spends most of her free time enjoying the company of her husband and two children.

Ann McComb is the Chief Financial Officer of Full Circle Communities, Inc. overseeing the finance and accounting functions. Prior to joining Full Circle in 2021, Ann worked as the Director of Finance at a national healthcare organization. Prior to that, Ann worked with an international consulting firm in the Global Tax Group. Ann is a Certified Public Accountant with a Bachelor of Science degree in Accounting from DePaul University. She lives in Chicago with her husband and dog.

Carl is Vice President of Supportive Housing at Full Circle Communities, where he is focused on deeply supportive and integrated supportive housing best-practices. He serves on the Detroit Continuum of Care's Youth Homelessness Committee, and the Kalamazoo Continuum of Care's Housing Planning Collaborative and Systems of Care groups. Carl is an active member of the Michigan Coalition Against Homelessness, Community Economic Development Association of Michigan, and Illinois Housing Council.
Carl has a background in community development finance, community and economic development, policy research, and financial analysis. His experience includes program evaluation and impact assessment, spatial and econometric analysis, and development finance. Prior to joining Full Circle Communities, Carl was an Associate at S.B. Friedman Development Advisors in Chicago, focusing on the firm's national New Market Tax Credit (NMTC) consulting practice for cities, non-profits, financial institutions, and developers. Prior to that, Carl was the Impact Assessment Research Analyst at the Reinvestment Fund, a community development financial institution (CDFI) based in Philadelphia. At the Reinvestment Fund, he assisted in management and expansion efforts, and in tracking the outcomes and evaluating the impacts of the Reinvestment Fund's community development activities. As a graduate research assistant at the Great Cities Institute at the University of Illinois at Chicago (UIC), he analyzed the impact of the Neighborhood Stabilization Program (NSP) in Chicago, and the effects of subprime lending in low-income Chicago communities.
Carl pursued his graduate education in Urban Planning at the University of Illinois at Chicago, College of Urban Planning and Public Administration (CUPPA), and received his undergraduate education at Rutgers University in New Brunswick, New Jersey. Carl is the Finance Committee Chair of the Associate Board of the Night Ministry, a large social services agency in Chicago focusing on youth and family homelessness, and community health outreach. Carl also tutors at the Mercy Home for Boys and Girls in Chicago's west side.

Ms. Smoot has nearly 20 years of experience in the affordable housing with an expertise focus in finance and regulatory compliance. She is currently a Vice President at National Affordable Housing Trust focused on various duties including providing technical support to nonprofit organizations and managing Y15 dispositions.
Previously, she served as Director of LISC Housing and managed a national team setting housing strategy and policy as well as structuring, raising capital and managing housing funds. An attorney, she has a strong background in affordable housing and community development real estate finance. She provides technical assistance to nonprofit entities managing and operating subsidized affordable multifamily housing. Ms. Smoot has a real estate financing background, specializing in affordable housing and community development projects. Prior to joining LISC, she was an attorney with HUD, with Hessel, Aluise, and Neun, P.C., a private national law firm with an affordable housing focus, and with Kutak Rock, LLP, in their tax credit practice group.
She received a J.D. from George Washington University and a B.A. from the University of North Carolina at Charlotte.

Corina Pitsenbarger is Full Circle's Senior Vice President of Property Management. In this capacity, she maintains a close working relationship with each property to ensure that they are performing optimally. She started her career in affordable housing in 2005. She has extensive experience in the management of multifamily and senior properties with various affordable housing programs including project based section 8, Section 236, and low income housing tax credits. She is a Certified Occupancy Advanced Specialist, Tax Credit Specialist, Site Based Budget Specialist, Blended Occupancy Specialist and is an Illinois Real Estate Broker. In addition to oversight of Full Circle's management portfolio, Corina works in conjunction with outside agencies to develop the social, educational and recreational programs targeted to residents at each property.
As a project manager, Cristian works with the Real Estate Development team on all stages of housing development.
Prior to joining Full Circle Communities, Cristian was an Architectural Associate at UrbanWorks, an internally recognized architecture firm that focused on producing socially and environmental projects. Cristian has also had several positions with general contractors, permit expeditors and designers giving him a broad understanding of the building construction process.
Cristian holds a Master of Architecture from the Illinois Institute of Technology and a B.A. in Sociology from University of Illinois at Chicago. He lives in Chicago and serves as a board member of Enlace's Associate Board. Outside of work, Cristian enjoys swimming, cycling, running and improving his photography skills.

David served as Full Circle's founding executive director from 2001 to 2017. Under his leadership, Full Circle acquired, rehabbed, and managed 600 affordable rental apartments, and instituted the provision of supportive services for the residents of those apartments. Prior to co-founding Full Circle, David was a senior vice president with Banner Apartments, a for-profit developer and manager of multi-family housing.

Denise Reyes joined Full Circle Communities in 2020. As a Project Manager, she is responsible for supervising development projects from initial concept to lease-up.
Prior to joining Full Circle, she was a Real Estate Development Associate at The Resurrection Project focusing on affordable and workforce housing projects as part of an anti-displacement strategy in gentrifying communities.
Denise received her Masters of Urban Planning and Policy from the University of Illinois at Chicago, holds a Bachelor's in Architecture from the University of Illinois at Urbana-Champaign, and is a licensed Real Estate Broker.

Elizabeth (Betsy) Benito is a leader and problem solver with 13 years of experience in homeless and housing policy. As the Director of the Illinois Program at CSH, Ms. Benito oversees all of CSH's training, lending, technical assistance, and systems change work throughout the state. She is responsible for setting the direction and annual goals for the Illinois Program, and fundraising to cover the Program's local costs. She also directly provides training, technical support, and advisement to numerous supportive housing providers and public funding agencies. Prior to joining CSH, Ms. Benito worked for the City of Chicago, Department of Family and Support Services, as a Projects Administrator focused on the community's Plan to End Homelessness (2005-2010), where her responsibilities included Project Development and Grants Management, Policy Planning and Implementation, and Monitoring and Evaluation. Before beginning her tenure at the City of Chicago, Ms. Benito was the Associate Director at the Chicago Alliance to End Homelessness, overseeing Project Development and Evaluation as well as Technical Assistance activities (2001-2005). Betsy received a Master of Arts at the University of Chicago's School of Social Service Administration and a Bachelors of Science in Social Work from Loyola University Chicago. She is currently on the Board of Managers for Together4Health, a Care Coordination Entity serving Metropolitan Chicago and on the Board of Directors for Full Circle Communities, a national nonprofit affordable housing development organization.
Emma O'Connor-Brooks is a Project Manager, working with the Real Estate Development Team on all stages of housing development.
Prior to joining Full Circle, she was located in San Francisco, practicing affordable housing architecture at Mithun, a nationally recognized firm known for creating positive change through design. At Mithun, she also played a key part in their Research & Development team, co-authoring the Centering Health Equity framework for real estate practitioners. Her passion for affordable and equitable housing led her from design to development.
Emma received her Masters of Public Affairs from the University of California at Berkeley and holds a Bachelor's in Architecture from the University of Illinois at Urbana-Champaign.
Erica Turner joined Full Circle in October 2022 as the Accounting Assistant, supporting the accounting team. Prior to joining Full Circle, she has over 8 years' experience working in non-profit as an Administrator on the finance team. Erica is studying online at Southern New Hampshire University where she will receive her BA in Accounting with a concentration in Forensic Accounting and Fraud Examination.
Erica loves watching sports and can be found supporting her youngest son playing college basketball. She enjoys spending time with family and friends attending shows, sporting events and enjoying great food.

Janet Li joined Full Circle Communities in 2019. She supports the Real Estate Development and Property Management teams in the research and analysis of current and proposed service provision best-practices, as well as direct oversight of all service providers at Full Circle's properties.
Prior to Joining Full Circle, Janet served as a Resident Engagement Specialist at the Chicago Housing Authority. At CHA, she collaborated with local stakeholders on integration and community building efforts in mixed-income housing developments that arose under CHA's Plan for Transformation. Janet was also a 2016-17 member of the University of Chicago's Place Lab Ethical Redevelopment Salon. The purpose of the Salon was to convene monthly local and national civic leaders to interrogate current and emerging methods of city-building that depart from traditional development interventions. In the past, she served as a research assistant at the University of Chicago's Mixed-Income Development Study and completed her graduate fieldwork practicum at HUD's Department of Community Planning and Development.
Janet holds an M.A. in Social Work, Social Policy, and Social Administration from the University of Chicago and a B.A. from Barnard College. She was the 2020-21 Board President of Women in Planning and Development in Chicago.

Joe Astrachan is Professor Emeritus, and past executive director of the Cox Family Enterprise Center at the Coles College of Business, Kennesaw State University near Atlanta, Georgia, USA. While there, he held the Wells Fargo Eminent Scholar Chair of Family Business.
Dr. Astrachan has received numerous awards for his research and service from family business, entrepreneurship, management, and research-oriented associations including awards form the Family Firm Institute and the Family Business Network International. He is author or coauthor of more than 25 book chapters, 48 scienti c publications, and ten books including the much acclaimed Communication and Con ict in Family Business, and Mechanisms to Assure Family Business Cohesion: Guidelines for Family Business Leaders and Their Families. He is a frequent speaker on the topic having given more than 300 speeches around the globe. Dr. Astrachan is coeditor of the scienti c publication the Journal of Family Business Strategy, past editor Family Business Review.
Dr. Astrachan has over 30 years experience studying and working with family companies and has spoken in over 35 countries. He has served on a total of 16 boards of privately owned family businesses (currently serving on eight) in a variety of industries including: heavy equipment, automotive, restaurants, building materials, food manufacturing, retailing and distribution, commercial and multifamily real estate, and healthcare. Jordan Bartle is Vice President of Real Estate Development at Full Circle Communities, Inc., working to generate new development opportunities and managing projects from initial concept to conversion. He also assists in implementing and creating policy and strategic direction within the development department.
Prior to his position at Full Circle, he worked for Lake County managing a variety of HUD housing and community development grants. He completed his Masters of Urban Planning and Policy from the University of Illinois at Chicago, focusing on housing and community development, and holds a Bachelor's degree from Illinois Wesleyan University.

Joshua Wilmoth is the President & CEO of Full Circle Communities, Inc. Joining Full Circle in 2008, Joshua was initially charged with bringing the management of existing developments in house, and has subsequently established development and acquisition strategies. Joshua began his real estate career with Thomas Safran & Associates, Inc. in Los Angeles, California, in 1999, and has been involved in all aspects of development of almost 1,500 units and management of more than 3,000 units.
Joshua also serves as treasurer and board member of the Illinois Housing Council, where he advances policy in support of affordable housing.
Joshua attended Occidental College, holds a degree in Non Profit Management from North Park University, and lives in Chicago with his daughter, Ella.
Juan Luna Nunez joined Full Circle Communities in 2022, working as a Project Analyst in the Real Estate Development Team.
Juan brings years of experience in community development, affordable housing, and neighborhood planning. He has previously served as a member of the Housing and Neighborhoods Pillar Members for We Will Chicago researching and developing the Citywide Plan affordable housing guidelines. He also has experience in community development as a Community Planner/Designer for Latent Design Incorporated drafting the Chicago State University 95th Street Corridor Study.
Juan is born and raised in Chicago's Southwest Side and holds a Bachelor's in Urban Studies and Planning from the University of Illinois at Urbana-Champaign.

Keisha Leigh joined Full Circle in 2018 as Property Accountant, overseeing all accounting activities for Full Circle's operating properties. Prior to joining Full Circle, she spent ten years in Non-Profit Financial Management, while working for a community-based organization located on the South-side of Chicago. She is a proud member of The Alpha Beta Kappa National Honor Society. Keisha is currently studying at DePaul University, where she will receive her BA in Accounting. She is also certified in Microsoft Office.
Born and raised in Chicago, the younger of two siblings, she spends her leisure time in the arts of fashion and modeling. She enjoys cooking and traveling, as well as trying out new restaurants around the city of Chicago.
Kenneth Thomas is a Project Analyst at Full Circle Communities and joined the team in 2021. His Project Analyst responsibilities are to assist the Real Estate Development team with project budgets from start to finish. He completed his Graduate Degree at DePaul University in Sustainable Urban Development, concentrating in Metropolitan Planning, and holds an undergraduate bachelor's degree from Kansas University. Kenneth previously worked in the Chicago banking industry and numerous non-profit organizations in Chicago and started his own non-profit.

Kim Hroma joined Full Circle Communities in 2020. She is responsible for the normal operation of the office as well as assisting the Property Management, Real Estate Development and Accounting teams. As Executive Vice President of Asset Operations, Kim is responsible for the strategic growth and operations of our property management department. In this role, she provides planning, strategy, process improvement, marketing, budgeting, and accountability.
She holds a Bachelor's degree in Business Administration from Chicago State University, the prestigious Certified Property Manager (CPM) designation from the Institute of Real Estate Management as well as the Certified Occupancy Specialist (COS) and Tax Credit Specialist (TCS) from National Center for Housing Management. She is also a Real Estate Managing Broker in the State of Illinois and Past President of the Chicago Chapter #23 of the Institute of Real Estate Management. Kyle Lilly is an Assistant Project Manager at Full Circle Communities where he is working with the Real Estate Development Team to advance projects through various stages of the development process. Prior to joining the Full Circle team, he worked as a Development Associate for Boston-based developer Preservation of Affordable Housing (POAH)'s Chicago office where he assisted with bringing acquisition rehab and new construction projects to closing, and oversaw projects during construction.
Kyle earned his Masters of Urban Planning and Policy for University of Illinois Chicago in 2021, and holds a B.S. in Criminology, a B.A. in Sociology and dual minors in Urban Studies and Black World Studies from Loyola University Chicago.
Kyle previously worked for several non-profit organizations in the Chicago area including the AmeriCorps program, City Year, and the after school educational and fitness program, MetroSquash. He currently serves as a board member of the South East Chicago Commission (SECC), and outside of work enjoys photography, comic books, visiting art galleries and museums, and generally being out-and-about in Chicago.

Linda Thurmond rejoined Brinshore Development in July 2019 as Senior Vice President, Director of Asset Management where she oversees all post-development aspects of the affordable portfolio. Prior to her return, she spent time as the Chief Operating Officer for Bickerdike Redevelopment Corporation as well as the Director of Property Management at The Wolcott Group. In addition Linda spent almost 15 years at the Illinois Housing Development Authority in several capacities, including the Managing Director of Multifamily Programs and the Director of Asset Management. While at IHDA, Linda oversaw a portfolio of over 75,000 units and supervised the allocation of over $2 billion in affordable housing resources. Before finding her way to the housing industry, Linda spent several years working in corporate finance and investment banking. She holds a Bachelor of Science degree from The University of Illinois and a Masters in Management from The Kellogg School at Northwestern University. Linda also volunteers her time as a member of the Collaborative Applicant Committee of the Chicago Continuum of Care and a Board Member of Full Circle Communities.

As Executive Vice President of Real Estate Development at Full Circle Communities, Inc. Lindsey is repsonsible for crafting and implementing the organization's development and growth strategies. After serving in the United States Marine Corps (USMC), Luis began his Affordable Housing career as a Section 8 counselor for the St. Petersburg Housing Authority. He has held various positions within the property management field over the past 18 years. Luis joined Full Circle in 2023. He holds a Tax Credit Specialist certification through the National Center for Housing Management, and has a bachelor's degree in Ministry Leadership from Moody Bible Institute. Luis is passionate about helping youth find a way out of the streets by mentoring them and helping them make better life choices. He also love spending time with his beautiful wife and four amazing kids.

Michelle Mitchell joined Full Circle's corporate as Director of Compliance in 2023. She brings 30 years extensive experience in leadership, customer service and case resolution in the Affordable Housing Industry.
Michelle tenured at Illinois Housing Development Authority for 18 years and held various positions and provided training and assistance to management companies. She has worked with other affordable housing agencies including Housing and Urban Development, Rural Housing and Cook County Economic Development. She is responsible for overseeing compliance with all affordable housing programs, including implementing policies and procedures and training property staff. Prior to joining Full Circle, Michelle was the Director of Compliance at POAH Communities.

Milton Pinsky, Member/Associate Director, is the Associate Director of Full Circle Communities, Inc., and has been Chief Executive Officer of Banner Property Management, Inc., and Banner Realty since 1989. Rolando Negron Rodriguez serves as a Project Analyst at Full Circle Communities, where he passionately contributes to community development and housing improvement initiatives. His advocacy for the Puerto Rican community, both in his homeland and the U.S., underscores his professional endeavors.
Rolando serves on the Humboldt Park Economic Development Committee, further fueling his interest in community development. His experiences in Puerto Rico have shaped his aspirations for making a difference in public policy decisions and improving community conditions.
He holds a Bachelor's degree in Geography from the University of Puerto Rico and a Master's degree in Urban Planning and Public Policy, with a concentration in economic development, from the University of Illinois at Chicago. His academic and professional experiences have instilled in him a vision for positively influencing his community and eventually stepping into political service.

Sue is a Certified Public Accountant in the state of Illinois with many years of accounting experience, 12 of them in the property management field. Prior to that Sue worked many years for an OEM manufacturer of battery charging solutions. In her spare time, Sue enjoys volunteering to assist causes which contribute to the well-being of people and animals. Tony Hernandez joined CIBC as Managing Director and Community Development Finance Manager in 2014, bringing 20 years of community development finance experience to his role managing the bank's portfolio of CRA-qualified investments. The portfolio includes investments in Small Business Investment Companies, Community Development Financial Institutions, Low Income Housing Tax Credits and mezzanine investments in affordable housing developments and small businesses.
Prior to joining the bank, Tony led the Asset Management Department for the Illinois Housing Development Authority for six years and was Senior Vice President and Portfolio Manager for LaSalle Bank's Community Development department for nine years, managing both lending and investment portfolios. He began his career working for a non-profit community organization that provided financing for small businesses in Chicago.

Travis Kluska joined Full Circle Communities in 2022. He supports the Real Estate Development Team by project managing new development projects.
Prior to joining Full Circle, Travis served as Assistant Commissioner of the Construction Services Division at the City of Chicago, Department of Housing and Chief Planning Analyst of the Grants, Policy and Research Division at the City of Chicago, Department of Family and Support Services. Prior to the City, Travis worked for the Community Investment Corporation serving as a Troubled Buildings Initiative Program Officer managing a portfolio of multifamily properties under receivership appointment from the Court of Cook County and Project Coordinator, managing the East Chatham Micro Market Recovery Program. Travis began his career in housing with Nan McKay and Associates at the Chicago Housing Authority serving as a Housing Specialist for the Housing Choice Voucher Program.
