Andrea began her Affordable Housing career as a Maintenance Coordinator/Office Assistant with East Lake Management. She has subsequently been invovled in all aspects of proeprty management, most recently as a Property Manager with Banner Apartments. Andrea joined Full Circle in 2021 as a Property Manager and quickly transitioned to an Assistant Regional Manager and then to Regional Manager. She holds Tax Credit Specialist, Certified Occupancy Specialist, and Blended Occupancy Specialist certifications through the National Center for Housing Management. Andrea studied Sociology at Illinois State University before finding her passion in the Affordable Housing industry. She spends most of her free time enjoying the company of her husband and two children.

Ann McComb is the Chief Financial Officer of Full Circle Communities, Inc. overseeing the finance and accounting functions. Prior to that, Ann worked with an international consulting firm in the Global Tax Group. Ann is a Certified Public Accountant with a Bachelor of Science degree in Accounting from DePaul University. Carl Kunda - VP

Carl is Vice President of Supportive Housing at Full Circle Communities, where he is focused on deeply supportive and integrated supportive housing best-practices. He serves on the Detroit Continuum of Care's Youth Homelessness Committee, and the Kalamazoo Continuum of Care's Housing Planning Collaborative and Systems of Care groups. Carl is an active member of the Michigan Coalition Against Homelessness, Community Economic Development Association of Michigan, and Illinois Housing Council. Carl has a background in community development finance, community and economic development, policy research, and financial analysis. His experience includes program evaluation and impact assessment, spatial and econometric analysis, and development finance. Prior to joining Full Circle Communities, Carl was an Associate at S.B. Friedman Development Advisors in Chicago, focusing on the firm's national New Market Tax Credit (NMTC) consulting practice for cities, non-profits, financial institutions, and developers. Prior to that, Carl was the Impact Assessment Research Analyst at the Reinvestment Fund, a community development financial institution (CDFI) based in Philadelphia. At the Reinvestment Fund, he assisted in management and expansion efforts, and in tracking the outcomes and evaluating the impacts of the Reinvestment Fund's community development activities. As a graduate research assistant at the Great Cities Institute at the University of Illinois at Chicago (UIC), he analyzed the impact of the Neighborhood Stabilization Program (NSP) in Chicago, and the effects of subprime lending in low-income Chicago communities. Carl pursued his graduate education in Urban Planning at the University of Illinois at Chicago, College of Urban Planning and Public Administration (CUPPA), and received his undergraduate education at Rutgers University in New Brunswick, New Jersey. Carl is the Finance Committee Chair of the Associate Board of the Night Ministry, a large social services agency in Chicago focusing on youth and family homelessness, and community health outreach. Carl also tutors at the Mercy Home for Boys and Girls in Chicago's west side.

Ms. Smoot has nearly 20 years of experience in the affordable housing with an expertise focus in finance and regulatory compliance. She is currently a Vice President at National Affordable Housing Trust focused on various duties including providing technical support to nonprofit organizations and managing Y15 dispositions. Previously, she served as Director of LISC Housing and managed a national team setting housing strategy and policy as well as structuring, raising capital and managing housing funds. An attorney, she has a strong background in affordable housing and community development real estate finance. She provides technical assistance to nonprofit entities managing and operating subsidized affordable multifamily housing. Ms. Smoot has a real estate financing background, specializing in affordable housing and community development projects. Prior to joining LISC, she was an attorney with HUD, with Hessel, Aluise, and Neun, P.C., a private national law firm with an affordable housing focus, and with Kutak Rock, LLP, in their tax credit practice group. She received a J.D. from George Washington University and a B.A. from the University of North Carolina at Charlotte.

Corina Pitsenbarger - SVP

Corina Pitsenbarger is Full Circle's Senior Vice President of Property Management. In this capacity, she maintains a close working relationship with each property to ensure that they are performing optimally. She started her career in affordable housing in 2005. She has extensive experience in the management of multifamily and senior properties with various affordable housing programs including project based section 8, Section 236, and low income housing tax credits. She is a Certified Occupancy Advanced Specialist, Tax Credit Specialist, Site Based Budget Specialist, Blended Occupancy Specialist and is an Illinois Real Estate Broker. In addition to oversight of Full Circle's management portfolio, Corina works in conjunction with outside agencies to develop the social, educational and recreational programs targeted to residents at each property.

Cristian Yugsi

As a project manager, Cristian works with the Real Estate Development team on all stages of housing development. Prior to joining Full Circle Communities, Cristian was an Architectural Associate at UrbanWorks, an internally recognized architecture firm that focused on producing socially and environmental projects. Cristian has also had several positions with general contractors, permit expeditors and designers giving him a broad understanding of the building construction process. Cristian holds a Master of Architecture from the Illinois Institute of Technology and a B.A. in Sociology from University of Illinois at Chicago. He lives in Chicago and serves as a board member of Enlace's Associate Board. Outside of work, Cristian enjoys swimming, cycling, running and improving his photography skills.

Denise Reyes

Elizabeth Benito

Elizabeth (Betsy) Benito is a leader and problem solver with 13 years of experience in homeless and housing policy. As the Director of the Illinois Program at CSH, Ms. Benito oversees all of CSH's training, lending, technical assistance, and systems change work throughout the state. She is responsible for setting the direction and annual goals for the Illinois Program, and fundraising to cover the Program's local costs. She also directly provides training, technical support, and advisement to numerous supportive housing providers and public funding agencies. Prior to joining CSH, Ms. Benito worked for the City of Chicago, Department of Family and Support Services, as a Projects Administrator focused on the community's Plan to End Homelessness (2005-2010), where her responsibilities included Project Development and Grants Management, Policy Planning and Implementation, and Monitoring and Evaluation. Before beginning her tenure at the City of Chicago, Ms. Benito was the Associate Director at the Chicago Alliance to End Homelessness, overseeing Project Development and Evaluation as well as Technical Assistance activities (2001-2005). Betsy received a Master of Arts at the University of Chicago's School of Social Service Administration and a Bachelors of Science in Social Work from Loyola University Chicago. She is currently on the Board of Managers for Together4Health, a Care Coordination Entity serving Metropolitan Chicago and on the Board of Directors for Full Circle Communities, a national nonprofit affordable housing development organization.

Emma O'Connor-Brooks

Emma O'Connor-Brooks is a Project Manager, working with the Real Estate Development Team on all stages of housing development. Prior to joining Full Circle, she was located in San Francisco, practicing affordable housing architecture at Mithun, a nationally recognized firm known for creating positive change through design. At Mithun, she also played a key part in their Research & Development team, co-authoring the Centering Health Equity framework for real estate practitioners. Her passion for affordable and equitable housing led her from design to development. Emma received her Masters of Public Affairs from the University of California at Berkeley and holds a Bachelor's in Architecture from the University of Illinois at Urbana-Champaign.

Janet Li

Janet Li joined Full Circle Communities in 2019. She supports the Real Estate Development and Property Management teams in the research and analysis of current and proposed service provision best-practices, as well as direct oversight of all service providers at Full Circle's properties. Prior to Joining Full Circle, Janet served as a Resident Engagement Specialist at the Chicago Housing Authority. At CHA, she collaborated with local stakeholders on integration and community building efforts in mixed-income housing developments that arose under CHA's Plan for Transformation. Janet was also a 2016-17 member of the University of Chicago's Place Lab Ethical Redevelopment Salon. The purpose of the Salon was to convene monthly local and national civic leaders to interrogate current and emerging methods of city-building that depart from traditional development interventions. In the past, she served as a research assistant at the University of Chicago's Mixed-Income Development Study and completed her graduate fieldwork practicum at HUD's Department of Community Planning and Development. Janet holds an M.A. in Social Work, Social Policy, and Social Administration from the University of Chicago and a B.A. from Barnard College. Prior to joining the Full Circle team, he worked as a Development Associate for Boston-based developer Preservation of Affordable Housing (POAH)'s Chicago office where he assisted with bringing acquisition rehab and new construction projects to closing, and oversaw projects during construction. Kyle earned his Masters of Urban Planning and Policy for University of Illinois Chicago in 2021, and holds a B.S. in Criminology, a B.A. in Sociology and dual minors in Urban Studies and Black World Studies from Loyola University Chicago. Kyle previously worked for several non-profit organizations in the Chicago area including the AmeriCorps program, City Year, and the after school educational and fitness program, MetroSquash. Linda Thurmond rejoined Brinshore Development in July 2019 as Senior Vice President, Director of Asset Management where she oversees all post-development aspects of the affordable portfolio. Prior to her return, she spent time as the Chief Operating Officer for Bickerdike Redevelopment Corporation as well as the Director of Property Management at The Wolcott Group. In addition Linda spent almost 15 years at the Illinois Housing Development Authority in several capacities, including the Managing Director of Multifamily Programs and the Director of Asset Management. While at IHDA, Linda oversaw a portfolio of over 75,000 units and supervised the allocation of over $2 billion in affordable housing resources. Before finding her way to the housing industry, Linda spent several years working in corporate finance and investment banking. She holds a Bachelor of Science degree from The University of Illinois and a Masters in Management from The Kellogg School at Northwestern University. Linda also volunteers her time as a member of the Collaborative Applicant Committee of the Chicago Continuum of Care and a Board Member of Full Circle Communities.

Travis Kluska joined Full Circle Communities in 2022. He supports the Real Estate Development Team by project managing new development projects. Prior to joining Full Circle, Travis served as Assistant Commissioner of the Construction Services Division at the City of Chicago, Department of Housing and Chief Planning Analyst of the Grants, Policy and Research Division at the City of Chicago, Department of Family and Support Services. Prior to the City, Travis worked for the Community Investment Corporation serving as a Troubled Buildings Initiative Program Officer managing a portfolio of multifamily properties under receivership appointment from the Court of Cook County and Project Coordinator, managing the East Chatham Micro Market Recovery Program. Travis began his career in housing with Nan McKay and Associates at the Chicago Housing Authority serving as a Housing Specialist for the Housing Choice Voucher Program. Travis attended the University of Illinois at Chicago (UIC) where he received a Master's in Urban Planning and Policy and holds Bachelors of Arts degrees in History and Philosophy from Loyola
