David Ibrahim oversees the Emergency Operations Center and leads the planning and implementation of operations related to crisis management, emergency operations, violence prevention, business continuity, Clery Act compliance, pandemic preparedness and threat/risk management services. He received a doctorate in risk management and health informatics and a master's in public health from UIC.

Heather Jackson joined UIC 13 years ago and has 25 years of experience in the environmental, health and safety field, working in consulting, industry and as a state air compliance regulator. She received her master's in environmental science and engineering from Virginia Tech and her bachelor's degree from the University of Chicago, where she graduated Pi Beta Kappa.

Jeffrey Kulik joined UIC in 2003 and joined OVCAS in 2017. As chief financial officer for the unit, he oversees business services, including finance, budget, payroll, human resources, procurement compliance and marketing and communications. He received a bachelor's in accounting and master's in public administration from UIC and an Ed.D. in nonprofit organizational management from Governors State University.
John Coronado joined UIC in 2018 to provide oversight, leadership and management of operations and service areas, including 193 facilities supporting the university's educational, research, public service and patient care mission. He manages a $100 million operating budget and more than 1,100 employees. A former U.S. Navy Civil Engineering Corps Officer, Coronado also served as a project management analyst for the Department of Energy. He received a bachelor's in general engineering from UIUC and master's in civil engineering from the University of Florida.
