Andrew Whittingham

Andrew is a Chartered Civil Engineer with over 30 years' experience in transport and highway infrastructure planning. He advises clients on all forms of development from small residential infill schemes to large regeneration schemes. This ranges from early highway access appraisals to the preparation of Transport Statements and Assessments through to Construction Transport Management Plans and Section 38 / 278 agreements following planning permission. Andrew takes a keen interest in the impact of electric and autonomous vehicles and the transformative effect they could have on the development industry.

Chris Saunders - CTO

  • Incorporated Engineer and Fellow of the Institute of Highway Engineers
Chris joined Motion in 2015 following 25 years working for local authorities throughout the Thames Valley region. He brings to the company extensive experience and a deep understanding of the workings and practices of local government. An Incorporated Engineer and Fellow of the Institute of Highway Engineers, Chris specialises in all aspects of the Transport Planning and Design process. He advises a range of clients from both private and public sectors. Chris is a keen golfer and cyclist, and he enjoys football and travelling.

David Lewis

David joined Motion in 2011 as a Principal Transport Planner and is now Regional Director of our London office. David has 12 years' experience in the transport planning sector. He has strong commercial acumen and experience covering a wide range of detailed transportation and highways matters - from Transport Assessments and access strategies through to Construction Management Plans. He has been involved in a wide range of development planning projects in central London and across the UK and has a proven track record of supporting clients to achieve planning consent. In his spare time, David enjoys travelling, football, skiing and socialising.

David McMurtary - CTO

David joined Motion in 2017 following the merger with TPI/Gateway TSP. His previous experience includes working for a large transport consultancy in central London. David has more than 14 years' experience in the transport planning sector, varying from small residential developments to large, mixed-use redevelopment sites. He particularly enjoys small, constrained development sites which often require careful thought to satisfy the highway authority. In his spare time, David enjoys skiing, cheering on Lewis Hamilton and spending time with his young children.

Jason Morgans - CTO

Jason Morgans has worked in the field of highways and transportation engineering and drainage for more than 25 years. During this time he has gained considerable experience in delivering highways, infrastructure and drainage projects for a wide range of clients, mainly in the UK private sector. His work has covered energy, retail, industrial, mixed-use and residential schemes.

John Russell

Job Titles:

John joined Motion in March 2017 as a Technical Director in the Guildford Transport Planning team. At the start of 2019, John became our Thames Valley Regional Director and is now based in our Reading office. His background is in civil engineering and he has over 27 years' experience in the industry.In that time, he has managed strategic land development and transport studies - in particular, focusing on the residential and energy sectors as well as waste, commercial and education. John has a wealth of experience acting as an expert witness, representing amongst others Imperial London Hotels Limited and the Ramblers' Association. Away from the office, John is a licensed football coach and regularly trains a youth football team. He also enjoys running. The rest of his time is spent ferrying his three children around.

Laura Fitzgerald

Laura Fitzgerald returned to Motion in 2023 having started her career with the company in 2007. She brings a wealth of experience supporting public and private sector clients across the Thames Valley, South and East of England. Laura offers transport planning expertise ranging from site feasibility to managing the planning application process. She regularly provides advice to clients on land parcels for potential development and general access queries. Known for her logical, common-sense approach and high-quality output, Laura remains involved in the delivery of projects and continues to nurture and develop longstanding relationships with a range of clients and consultants. With a keen interest in giving back, Laura regularly takes on mentoring roles and she has supported several charitable endeavours. Laura volunteers with the Thames Valley LEP and chairs the Berkshire Strategic Transport Forum.

Neil Jaques

Neil has over 20 years' experience in the Civil Engineering industry, and is currently responsible for preparing Flood Risk Assessments, SuDS and drainage strategies for residential and commercial developments. Neil has worked with a broad range of clients, including local councils, to investigate flooding problems as well as acting as the Lead Technical Advisor on a Surface Water Management Plan. He also has considerable experience as a highways and drainage designer working on S278, S38 and S104 Agreements for residential and commercial developments. Neil is currently working towards becoming a Chartered Engineer with the Institution of Civil Engineers. He spends most of his spare hours with his young family. When time allows though, he does enjoy indoor rock climbing.

Phil Bell - Managing Director

Phil is co-founder of Motion. With over 30 years' experience in the development industry, he has been instrumental in obtaining planning permission for major development projects and high profile clients. Phil holds a First Class Honours Degree in Civil Engineering from Kingston University and a Royal Society for the Prevention of Accidents (RoSPA) accreditation in advanced road safety engineering. He is a Member of the Institute of Logistics and Transport and of the Chartered Institution of Highways and Transportation. Phil has a strong technical background, commercial awareness and a passion for delivering results. His strengths include developing access strategies, negotiating and presenting evidence at planning appeals. Outside the office, Phil enjoys cars, home improvements and skiing. And walking his Havanese Terrier named Lola.

Phil de Jongh - CTO

Phil de Jongh joined Motion when the company merged with TPI. Phil brings a wealth of transport planning knowledge from his 25 years in the industry. Prior to joining TPI, he worked with Arup and WSP, focussing on transport planning projects within London and South East England. Phil specialises in highway planning associated with development and urban regeneration. His skills include master-planning and the preparation of full transport planning input as well as post planning support. With a civil engineering background, Phil provides design advice on highway layouts for building service areas, road layouts and car parks. Out of the office, Phil is a keen motorcyclist and has explored Scotland, Italy, Ireland and France over the last few years. He also enjoys road and mountain bike riding around his local area.

Richard Bettridge

Richard is a Chartered Engineer and a Chartered Environmentalist. He holds an Honours degree in Civil Engineering and a Bachelor of Arts degree in Humanities. With over 30 years' experience, Richard has project managed Highways and Drainage Infrastructure schemes ranging in value from £0.5 to £8 million. He has a particular interest in flood defence, drainage and sewer design and construction. He acts as a consultant to the Lower Severn Drainage Board and an expert witness on flooding, drainage and engineering matters in court. Richard is a past chairman of the Industrial Advisory Committee at Kingston University and is a regular speaker at sustainability events. In his spare time, Richard enjoys skiing, spending time in Spain and watching football and rugby. He is an avid reader of first novels and is a fan of almost any type of music.

Rob Monie

Robert joined Motion in October 2017 with over 28 years' engineering experience in highways and infrastructure design. Before joining Rob was an Associate Director on the UK Infrastructure Team at Royal HaskoningDHV. Rob has worked on behalf of local highway authorities, contractors and private consultants; developing projects through feasibility concept to construction completion in various sectors including residential, retail, commercial and national infrastructure projects.
