Brett Larson - VP

Brett Larson has over 14 years of experience in civil engineering and has been with the Firm since 2014. His expertise consists of the design and management of drainage and roadway projects, as well as utilities including water, wastewater, hydrology, hydraulics and storm sewer. Brett is well versed in design programs such as MicroStation, Civil 3D and GIS, and drainage programs such as HEC-HMS, HEC-RAS, WinStorm, THSYS,and Hydraflow. As Senior Project Manager, Brett aids in the design, coordination and construction services that meet the specific needs of each client to successfully deliver projects. Brett loves spending any free time at home with his family. If he's not there, you can find him outdoors - most likely fishing, golfing, or building something for the house. Bryant Bell

Bryant has over 14 years of experience in civil engineering and land development. His experience includes design and analysis of drainage studies, storm sewer systems, water and wastewater systems, site plan layout, hydrology, hydraulics, as well as, permitting for commercial, retail, restaurant, office and multi-family projects. Specifically, he has provided project management for hotel, multi-family, office, retail, restaurant projects, professional design, client involvement, permitting services and coordination with several state, city and county organizations Bryant is a born and raised Austinite. When he's not in the office, you can find him at Barton Springs, golfing, or attending a University of Texas sporting event - Hook'em Horns!

Chris Randazzo - SVP

Chris Randazzo has over 25 years of experience in civil engineering, project management and design. He has grown a diverse portfolio of projects in both the public and private sectors including office, commercial, healthcare, mixed-use developments, and higher education. Chris has considerable experience in Central Texas as well as all major markets throughout the State. He is passionate about his work and demonstrates commitment to client needs, ensuring successful project delivery. In his free time Chris enjoys saltwater fishing, golfing, and jogging. Jennifer Ruiz

Jennifer Ruiz has over 20 years of experience in accounting and finance. At GarzaEMC, Jennifer oversees the administration team, marketing team, human resources, and finance team. She is an active member in the Society for Human Resources Management (SHRM) and attends monthly events held by other local organizations. Jennifer is passionate about her community and takes advantage of every opportunity to volunteer with the Garza Team at charity events throughout the year. When Jennifer isn't at the office, you can find her taking adventures outdoors with her family and pup, or checking out the live music scene around town. John Pelham - SVP

John Pelham has been a part of the GarzaEMC team from the beginning. He brings to the team over 20 years of experience in civil engineering, land development, and project management in both the public and private sectors. His industry experience and engineering knowledge allows him to truly understand a client's needs and develop unique solutions for each project. John specializes in higher education, office campus, and large infrastructure projects throughout the Central Texas Region. His engineering experience includes civil site planning, grading, drainage, stormwater, site utilities, and project permitting.

Jonah Mankovsky

Jonah has over 14 years of experience in the civil engineering industry. Services he's provided include project management, permitting, site design, roadway design, water and wastewater infrastructure design, drainage design and floodplain analysis. His professional experiences include commercial, residential multi-family, municipal paving and infrastructure, and retail land development projects. Jonah is a rare native Austinite, born and raised. If he's not hiking, fishing, or hunting at his ranch, you can most likely find him with his family of four at one of the Austin FC or University of Texas games. Fun Fact: Jonah was voted "Best Leader" in high school. (We're guessing that's because he was the Drum Major, Lacross Team Captain, VP of the National Honor Society, and Eagle Scout!) Jonathan E. McKee - VP

Jonathan McKee has over 17 years of experience in civil engineering planning, design, permitting, and project management. He has managed teams consisting of multiple managers, engineers and technicians for various land and infrastructure developments including retail, multi-family, office, industrial, commercial, restaurant, utility systems, and roadways. Jonathan has also provided consulting services related to all site development processes from project conception and due diligence throughout permitting and construction.

Rudy Garza - CEO, Founder, President

Rudy Garza founded GarzaEMC in 2012. Prior to establishing GarzaEMC, Rudy served as Assistant City Manager to the City of Austin. He spent 23 years in the public sector, with 20 of those years in Municipal government and three in State government. With his expertise in project management, finance and consulting, Rudy and his Firm have been successfully delivering a diverse set of major projects in both the private and public sector throughout the State of Texas. Rudy's experience gives him a unique understanding of both public and private sector needs, as well as the complexity of engagements with public agencies. Rudy has a deep commitment to community and civic engagement. He currently serves on multiple Boards, including the Greater Austin Chamber of Commerce, Real Estate Council of Austin (RECA), Leadership Austin, and Salvation Army, as well as an active member of several other community organizations.
