Andrea Jackson-Jennings

Andrea Jackson‑Jennings was appointed to the Board of Commissioners by Missouri Governor Mike Parson in December 2023 and approved by the Missouri Senate in January 2024. She has been the Managing Director of the Regional Response Team (RRT) since September 2021. The RRT is a collaborative group of non-profits, governmental, and philanthropic partners created to coordinate responses for vulnerable populations during crises. Jackson-Jennings was previously appointed Director of the St. Louis County Department of Human Services in December 2011. Jackson‑Jennings managed a $13 million operating budget of eight (8) divisions that provided quality programs and services to enrich the lives of St. Louis County residents. During the pandemic, Jackson‑Jennings's budget increased by $39 million to respond to the community's emerging needs by deploying funds for the Emergency Rental Assistance Program, Housing and Urban Development (unhoused neighbors), and Community Development Block Grant. Before joining the St. Louis County Government, Jackson‑Jennings was Associate Director of Student Financial Aid at the University of Missouri-St. Louis. One of her most rewarding responsibilities included providing scholarship opportunities to deserving students. Jackson‑Jennings earned a doctorate and a master's degree in education from the University of Missouri-St. Louis. She is also an Adjunct Professor in the College of Education at the University of Missouri-St. Louis. Jackson‑Jennings serves on several boards and commissions. She is a proud Delta Sigma Theta Sorority Inc. (St. Louis Metropolitan Alumnae) and The Links Incorporated member (MO. Archway). Jackson‑Jennings has been a New Sunny Missionary Baptist Church member for 37 years.

Debra Moore

Debra Moore, Ph.D., was appointed to the Bi- State Development Board of Commissioners by St. Clair County Board Chairman Mark Kern and approved by the St. Clair County Board in January 2022. Debra currently serves St. Clair County as Director of Administration where she implements County Board policies and develops the county budget under the leadership of the Chairman and the Board. She previously served as Executive Director of St. Clair County's Intergovernmental Grants Department. Her professional career also includes assistant to former Missouri Lt. Governor Harriett Woods, and subsequently as Executive Director of the Institute for Policy Leadership founded by Woods, that was housed on the campus of the University of Missouri-St. Louis. In that role she established and lead the organization currently known as RISE and relinquished leadership after its successful transition to community operating status. Moore earned a Ph.D. and Master of Arts in Political Science from the University of Missouri-St. Louis and Bachelor of Urban and Regional Planning from the University of Illinois, Champaign-Urbana. She completed the Program for Senior Executives in State and Local Government at the John F. Kennedy School of Government, Harvard University. Moore's academic career includes assistant professor of political science at Southern Illinois University Carbondale. Executive Director Institute for Urban Research, and adjunct professor at Southern Illinois University Edwardsville. Moore holds leadership positions with several non-profit organizations including: board member, East Side Aligned; Vice President, Southwestern Illinois Flood Prevention District Council; Vice Chair, Southwestern Illinois Development Authority; board member RISE, and member Regional Response Team Steering Committee.

Derrick Cox

Derrick Keith Cox was appointed to the Bi-State Development Board of Commissioners by the Madison County Board and Chairman Kurt Prenzler in April 2018. He currently serves as a trustee for Collinsville Township in Illinois. Cox has been a property owner, renovator, and manager for the past 18 years and also serves as an event emcee for Ball Park Village. Cox spent nearly 14 years as an on-air radio personality for 92.3 WIL FM. He holds a degree in broadcast journalism from the Broadcast Center in St. Louis and is a graduate of Collinsville High School.

Herbert Simmons - Chairman

Herbert Simmons is Chair of the Bi-State Development Board of Commissioners. The St. Clair County Board approved his appointment to the Board of Commissioners in February 2019. Simmons is the Director of the St. Clair County Emergency Management Agency and is responsible for the emergency preparation for St. Clair County and oversight of its response to natural disasters and other emergency incidents. He is also currently the Executive Director of the St. Clair County Emergency Telephone System Board and the mayor of East Carondelet, Illinois - a position he has held for the past 34 years. Simmons sits on the Southwestern Illinois Metropolitan and Regional Planning Commission and the St. Clair County Parks and Recreation Board, serving as the chair for both groups. He sits on the boards of several organizations, including the East-West Gateway Council of Governments, Illinois Terrorism Task Force Board, Southwestern Illinois Police Chief Association Advisory Board and is Chairman of the Board for St. Clair County Transit.

Irma Golliday

Irma Golliday was appointed to the Bi-State Development Board of Commissioners by St. Clair County Board Chairman Mark A. Kern in February 2015. She has served as Executive Director of the East St. Louis Park District since 2005. Prior to her current position, Golliday was the Southern Region Coordinator for the Illinois Secretary of State's Organ and Tissue Donation Program. Golliday also serves on the St. Clair County Parks Commission and on the boards of East St. Louis School District #189, the Katherine Dunham Centers for Arts & Humanities, and the Southern Illinois Healthcare Foundation.

Nate K. Johnson is the Secretary of the Bi-State Development Board of Commissioner. He was appointed to the Board of Commissioners by Missouri Governor Mike Parson in June 2020. Johnson is the President of Real Estate Solutions Group at Redkey Realty Leaders, a full-service residential real estate group. He also serves as Director of Agent Development for Redkey Realty Leaders, which has more than 150 agents and is the largest independent real estate brokerage in St. Louis. Johnson is a certified instructor for the National Association of Realtors and is the President of the St. Louis Association of Real Estate Professionals. He is also a member and has held leadership positions with the St. Louis Association of Realtors, the Missouri Association of Realtors, and the Real Estate Buyers Agency Council. Johnson also serves as the President of the Board of Directors for the Metropolitan St. Louis Equal Housing Opportunity Council, which works to end illegal housing discrimination; is a member of the Regional Business Council's Young Professional Leadership 100 group; and serves on the Board of Directors for Trailnet, which fosters healthy, active and vibrant communities by promoting walking, bicycling and the use of public transit.

Rose Windmiller

Rose Windmiller was appointed to the Board of Commissioners by Governor Mike Parson in July 2018. She is the Associate Vice Chancellor of Government & Community Relations at Washington University in St. Louis and is responsible for the university's state public policy agenda and acts as the University's representative to local officials in the City of St. Louis and St. Louis County. She also oversees Washington University's public charter school sponsorship compliance efforts. During her 30-year tenure at Washington University, she has held various positions in the Office of Government & Community Relations and was promoted to Associate Vice Chancellor in 2015. Windmiller serves as Washington University's representative to the Missouri Coordinating Board for Higher Education (CBHE), serving on its Presidential Advisory Committee. She sits on the boards of several organizations including the Independent Colleges & Universities of MO (ICUM), the Missouri Cures Educational Foundation, the Higher Education Council and is former Chairwoman of Citizens for Modern Transit (CMT). She is a graduate of the American Council on Education's (ACE) National Women's Leadership Forum, the CORO/Focus St. Louis Women in Leadership Program and was the 2012 recipient of the University of MO-St. Louis' Political Science Alumnae of the Year award. In November 2014, Windmiller was appointed by Governor Jay Nixon to serve on the Ferguson Commission, and following this appointment, she served as co-chair of Forward through Ferguson in 2016.

Sam Gladney

Sam Gladney is Vice Chair of the Bi-State Development Board of Commissioners. He was appointed to the Board of Commissioners by Governor Mike Parson in December 2020. He is a partner at the Gladney Law Group, LLC where he represents labor unions and multiemployer pension and welfare funds, joint labor-management committees, and assists clients with regulatory compliance matters. Gladney completed his undergraduate studies at the United States Military Academy at West Point prior to serving in the United States Army; in this capacity, he was deployed twice in support of Operation Iraqi Freedom. During those deployments, he managed micro grants to support Iraqi businesses southeast of Baghdad and subsequently led a platoon in Mosul. At the conclusion of his second deployment, he was awarded the Bronze Star. Gladney is a graduate of the University of Missouri-Kansas City School of Law and a 2020 graduate of Leadership St. Louis. He currently serves of the Board of Directors at Places For People, is a member of the AFL-CIO Lawyers Coordinating Committee, and served as the President of West Point Society of St. Louis from 2016-2020.

Taulby Roach

Roach is a frequent public transit rider and an avid cyclist. He and his wife, Theresa, live in St. Louis and are the proud parents of two children -Madison and Joseph- and one grandson, Liam. Taulby Roach is the President and Chief Executive Officer of Bi-State Development. As the President and CEO, Roach oversees an organization that is a catalyst for economic growth and development in the St. Louis metropolitan region, with five diverse business enterprises, more than 2,500 employees, an operational budget of $369 million and a three-year capital budget of $726 million. Bi-State Development is able to achieve its mission of improving lives in the bi-state area by delivering innovative regional economic initiatives and public services through its enterprises: Metro Transit, Gateway Arch Riverfront, St. Louis Downtown Airport, St. Louis Regional Freightway, and the Bi-State Development Research Institute.

Terry Beach - Treasurer

Terry Beach is the Treasurer of the Bi-State Development Board of Commissioners. The St. Clair County Board approved his appointment to the Board of Commissioners in January 2020. Beach, a resident of O'Fallon, Illinois, is a life-long public servant whose career spans more than 40 years. The last 15 years of his career were spent as the Economic Development Director of St. Clair County, Illinois. Beach retired from that role last year. He has also served as Executive Director of the St. Clair County Intergovernmental Grants Department. In that role, he supervised a staff of nearly 40 and managed federal and state grant programs, including the Community Development Block Grant Program (CDBG), Workforce Innovation and Opportunity Act Grants (WIOA), Community Services Block Grant (CSBG), and homeless funding. Beach managed six offices located in five counties in Southwestern Illinois. Beach received the 2018 Lifetime Public Service Award from the East-West Gateway Council of Governments. He remains active in local, regional, and national organizations and associations, including the International Economic Development Council. Beach is a former Board Member of the World Trade Center STL, Big Brothers-Big Sisters of Southwestern Illinois, and the YMCA of Southwest Illinois.
