Christopher Bouse

Chris was then hand-picked for a special task force of seven officers that had the specific mission of creating the Event Action Plan for the 2011 Los Angeles NBA All Star Event. During the planning process, Chris designed and organized the Command Post and was specifically tasked with introducing new technology. He designed and implemented a database style log that allowed multiple agencies to input information into the log simultaneously. Chris also introduced new technology in the form of a digital TouchTable mapping system that provided enhanced situation awareness for the command staff. After the NBA All Star Event, Chris returned to the 77th Street Division where he created the Technical Investigative Support Unit which assists the department's detectives. Chris was the coordinator and created the Departments first social networking investigative units, the Cyber Support Unit. This unit is located in each of the Departments' geographical bureaus. Once the bureau model is complete, it will be extended to each LAPD division and will consist of over fifty sworn personnel. In addition to his duties at the LAPD, Chris became a certified POST Master Instructor and has created numerous Social Media Investigations courses, which he has taught in multiple states for various law enforcement agencies. Also, as a POST committee member, he assisted with the creation of the statewide law enforcement training for social networking. In 2018 Chris honorably retired from the LAPD due to a work-related Injury.

Christopher Nesmith

Chris Nesmith has been a Police Officer for more than twenty years and is currently a Lieutenant with an Orange County agency. He was previously in the Marine Corps for six years. He has been a police academy instructor as well as a departmental firearms instructor, less than lethal munitions instructor, field training officer, and a precision rifle instructor. He has his Bachelor's Degree in Criminal Justice. Chris has worked multiple assignments to include Patrol, Investigations, SWAT, and Air Support. He supervised the Air Support Unit for over eight years and earned his commercial rotary wing license and his flight Instructor certificate. Chris helped develop and implement his department's Unmanned Aircraft Systems program to include developing the policy, standard operating procedures, training program, and Safety Management System program. As the program supervisor he has overseen the deployment of UAVs in patrol settings as well as integrated the use of UAVs in the SWAT tactical environment.

Kris Allshouse

Kris serves as Executive Director for the Regional Training Center and teaches at Golden West College. He is a retired Detective Supervisor and POST Master Instructor. He has designed and taught over 70 courses for CA Law Enforcement. Kris Allshouse serves as Executive Director for the Regional Training Center and teaches at Golden West College. He is a retired Detective Supervisor and POST Master Instructor. He has designed and taught over 90 courses for Law Enforcement including the POST ICI Officer Involved Shooting, Homicide, Burglary, Vehicle Theft, and Identity Theft Courses. Kris was an instructor and curriculum writer for the POST ICI Instructor's Course, the IDI Leadership Mentoring and Coaching Course, the IDI Advanced Instructor Course, and the Master Instructor Certification Course. Kris developed the RRAC Coaching model, which resulted in keynote speaking engagements and private coaching consultation across the country. In 2000 Kris was distinguished by receiving the Police Excellence Officer of the Year Award for investigative work on a string of gang homicides in Long Beach CA. As a police officer, he has received three other major awards: one for leading a patrol entry team on an active shooter response, one for rescuing hostages in a house, and one for rescuing hostages in a business. In April 2012, Kris was honored to receive the CA POST ICI Robert Presley Founder's Award. He has received several additional awards for instruction and curriculum development within the POST Instructor Development Institute. Kris's tactical background as a SWAT operator, medic, and waterborne team member has culminated in his working as an anti-terrorism consultant for LJT &Associates. He created the RRAC Coaching Model©, 85% Rule©, and the ISD Triangle©. His published works include: "What Happened to Public Trust," "The 85 Percent Rule: Effective Outcome-Based Instruction," and "What Do You Mean I'm Wrong?"

Owen Berger

Owen serves as the Director of Technology for the Regional Training Center. He supervisor from the LAPD and is a POST Master Instructor. Owen has an extensive background in computers, technical and internet investigations. Owen Berger is a police officer with the Los Angeles Police Department (LAPD), and has ten years of law enforcement experience. Owen's experience with the LAPD started in a uniform patrol assignment, then an assignment with a divisional Narcotics Enforcement Detail where he conducted complex narcotics investigations. After his stint in narcotics, he moved to a Crime Suppression Detail, which involved finding and preventing crime in specific geographic areas, including narcotics-related crime, serial robberies and burglaries, shootings, and gang-related crime. Currently, Owen works for the Cyber Support Unit (CSU), of which he was a founding member. This unit assists department detectives with any criminal investigation that has ties to, or evidence on, Social Media and the Internet. The CSU is also responsible for situational awareness and community engagement through Social Media. Owen is one of the few court-qualified experts on Social Media in the State of California, and has testified as a foundation witness in several homicide trials. Owen was part of the Social Media development process for the LAPD, which included helping to craft policy, guidelines, and training for the entire department. With his assistance, the CSU has grown to twelve officers throughout the southern geographical bureau and almost sixty throughout the city of Los Angeles. Owen utilizes his unique work experience to teach computer and Social Media investigations to various sworn and civilian personnel in California and across the country. Owen is currently a lead instructor for a non-profit - California Multi-Agency Support Services (Cal-Mass). Cal-Mass assists local, state, and federal agencies with technical training and highly technical investigations, both in person and online. Among the organizations for which Owen teaches high-tech investigations are the California Peace Officers' Association, the San Diego Regional Training Center, and the Police Officers' Association of Los Angeles County. During his tenure, Owen earned certification as a California Peace Officer Standards and Training (POST) advanced instructor. He is also a certified instructor for the Robert Presley Institute of Criminal Investigations (ICI). Owen is currently enrolled in the POST Master Instructor Certification course (MICC), Class No. 8.

Timothy Martin

Timothy Martin is currently a Police Captain with over 25-year of experience in Law Enforcement. His assignments include uniform patrol and footbeat, Directed Enforcement Team, Vice Investigations, Patrol Rifle Team, Field Training Officer, and he was a member of the Crisis Negotiations Team. Tim also has a strong training background including Less lethal munitions, Taser, Emergency Vehicle Operations, and social Media. Tim is an experienced Unmanned Aerial System remote pilot and hold a Part 107 license. He has extensive experience in flying several different UAS platforms both as a hobby and while participating and supervising public safety missions. His experience includes indoor flight, night flying, and aerial photography.
