Coralie Foster

Coralie Foster is a Director of Integer Advisory. Coralie trained as an auditor with the Audit Commission (1992 to 2000) before moving into consultancy. She was a Partner at accountancy firms Robson Rhodes, Grant Thornton and PKF before becoming one of the founding Directors of Integer Advisory in 2013. Her consultancy experience has covered a large number of housing and care PFIs and PPPs, and more recently due diligence and lead advisory on registered provider mergers, governance reviews and stress testing and preparation for IDAs. She has also been advising on complex arrangements including joint venture partners such as the NHS, completing options appraisals, business cases, economic modelling and procurement, as well as rescuing projects in distress.

Ellen Little

Ellen Little has provided financial and commercial advisory services and financial modelling support to private sector and public sector clients since 2001, and was part of the Ernst & Young LLP Infrastructure Advisory team until June 2010. Her focus has been across the infrastructure sector and includes housing, education, health, courts, the blue light sector and street lighting. She has significant financial modelling and finance raising experience and has strong relationships with a number of active funders in the PPP marketplace. She has worked on schemes from inception through to operations. In addition to her project finance skills, Ellen also has experience of performing financial reviews of operational schemes. These reviews have included assessing gains and losses as compared to projections and establishing opportunities for value engineering.

Mark Davies - Founder

Mark Davies is a founding Director of Integer Advisory and has over 12 years' experience in advising Housing Associations and other organisations in the housing, care and wider public sector. Mark established the project investment division of a quoted facilities management contractor in 1997, and subsequently established the Local Government consultancy practice at Tribal Consulting, where he began advising Housing Associations including Great Places, Aster Group and Housing 21. Mark then moved to PKF (UK) LLP in April 2008 where Mark was a Partner and led the Housing & Care Consultancy practice, advising existing clients and others including Together Group, Your Housing, Thames Valley HA and both the Tenant Services Authority and the Homes and Communities Agency. In April 2013 Mark established Integer Advisory in partnership with Devonshires Solicitors. Mark has advised Registered Providers including Asra Housing Group, Incommunities, Viridian, Housing&Care21, Your Housing, CCHT and Together Group, along with Local Authorities including Kent, Stoke, Camden and Westminster. Mark advises both Executives and Board of RPs on high-value projects, risk and governance and also provides Lead Adviser and financial due diligence support to Providers considering mergers and other forms of partnership. In addition to his role with Integer Advisory, Mark is also a Board Member at Fortis Living, where he also chairs the Audit and Risk Committee, and is a Non Executive Director of Worcestershire Telecare Limited.

Paul Hays

Paul is also a Board member of a development partnership company designed to deliver HCA development programmes to Registered Providers and a Board member of a charity designed to support community governance and raise funds for community projects. Biography Paul has over 30 years experience in the housing, regeneration and new business sectors.

Rebecca Judson

Rebecca Judson has over eight years' experience of advising both the public and private sector on projects, including providing detailed financial modelling support, and was part of the Ernst & Young LLP Infrastructure Advisory team until June 2010. She has advised on numerous infrastructure schemes and capital projects from initial viability assessments and business case development through to financial close. Her experience includes education, health, courts, blue light sector projects and street lighting. She has strong skills in financial modelling and business case preparation and has strong relationships within a number of central government departments. Rebecca has recently supported a client at the preferred bidder stage of a large capital project. She was responsible for negotiating the final funding documentation and supporting the project through to financial close. Rebecca has also recently assisted a Local Authority on the procurement of additional services through the already existing LEP, an operational PFI contract review, operational modeling and the development of an Asset Rationalisation Plan.

Rhona Graham

Biography Rhona is an executive associate at Integer Advisory and specialises in VAT. She is a Fellow of the Chartered Institute of Taxation. Rhona has specialised in VAT throughout her career initially as a VAT inspector with HMRC (then HMC&E) and subsequently in practice. She has previously held senior roles with a number of leading accountancy practices. Rhona has extensive experience across a variety of business sectors and has particular experience in the housing sector and property transactions. Her current client portfolio includes a number of developers of student accommodation and for two years she supported Accent Group as an in-house VAT consultant. Rhona frequently assists clients in resolving VAT disputes and areas of uncertainty. Her approach is to work constructively with HMRC wherever possible. She is one of only a few VAT practitioners with direct experience of HMRC's new Alternative Dispute Resolution (ADR) process and has recently successfully concluded two significant cases using the ADR route.

Ron Dougan

Biography Ron has over 35 year's experience of working in social housing, with both local authorities and housing associations, including over 20 years at Executive level. Leading the successful stock transfer at East Staffordshire, he led the establishment of Trent & Dove Housing where he was Chief Executive from 2000 to his retirement in June 2015. As CEO he led the change programme that transformed Trent & Dove into one of the top performing housing associations in the Country. Under his leadership Trent & Dove has maintained the highest governance and viability ratings since the establishment of the HCA; as well as numerous awards and accreditations for organisational and operational excellence. He has also held Board positions at two Midlands housing associations, including Chair of Operations at Aspire Housing where he was part of the Board Steering group that set up PM Training social enterprise. A respected business leader, Ron has been President Designate of the Chamber of Commerce and Chairman of the Stoke and Staffordshire Local Enterprise Partnership from 2012 to 2014. As Chair of S&SLEP Board he led highly successful negotiations with Government on both City Deal and Growth Deal. Scott Campbell

Scott has worked extensively with Together Housing Group on the Salford PFI project and the Derbyshire Extra Care PPP projects. In addition to his work with Together Scott has over 10 years of experience in sectors including housing, care, regeneration, leisure and education. Scott has advised both public sector and private sector clients including Housing 21, Aster Group, Thames Valley HA, Yorkshire Housing, Arena, Stoke on Trent CC and Woking BC.

Simon Rogers

Biography Simon has worked in social housing for over 35 years with Local Authorities and for 13 years as Chief Executive of Kirklees Neighbourhood Housing. KNH are one of the country's first arms lengths organisations managing 22,000 homes in West Yorkshire, and Simon was the longest serving almo Chief Executive until he retired in December 2015. During his time as Chief Executive, Simon led KNH to become one of the best performing housing organisations in the country with a sound reputation for innovation and value for money. KNH achieved IIP Gold in 2014 and are a Sunday Times Top 100 not for profit organisation. Simon has a wealth of experience in leadership, relationship management and negotiation in complex operating environments involving individuals and organisations including; elected members, senior executives, customer groups, trades unions, partner organisations and developers. Simon is also a fully qualified and experienced coach and mentor, and has many years' experience as a Board member of a housing organisation.

Teresa Sharman

Teresa is an executive associate at Integer Advisory and specialises in risk, assurance and governance. She is professionally qualified in internal audit at the highest level, having achieved the Qualification in Internal Audit Leadership (QIAL), and is an Assessor on this qualification. Teresa has over 18 years' experience advising clients in the Public Sector on their risk management, internal control, assurance and governance systems, initially working within Finance in a food manufacturing organisation and then in Internal Audit in the Social Housing Sector and subsequently in a national and then regional accountancy practice, auditing across a number of Public Sector areas. Teresa has extensive experience across a variety of Public Sector areas and has experience in housing, health, the ambulance service and education. She became a Non-Executive Director at Saffron Housing Trust in September 2015 and now chairs the Audit Committee. Her appointment was specifically to bring extra challenge and rigor to the organisation's risk, governance and assurance areas. Teresa is analytical and is able to get to grips with information quickly and constructively challenge senior management. Her approach is to work collaboratively with teams, senior managers and boards. Teresa frequently advises clients on the adequacy of risk management systems, facilitates risk identification sessions and assists clients in the development of their risk appetite, including documenting this in a statement and its practical application. She has also developed assurance frameworks and mapping systems for clients and assisted in the training and implementation of these. Teresa also assesses client compliance with Codes of Governance and governance related policies and procedures for example, whistle-blowing and anti-fraud policies and advises clients on a variety of governance matters.
