There shall be two Regional Representative on the Executive Committee from each region of the Association. Each Regional Representative shall be a Chief Executive Officer of a Member Department, and shall be elected for a two-year term by the Member Departments of the respective regions at an annual meeting of the Association or at a meeting of the Chief Executive Officers of a region to which they have all been invited. The two Regional Representatives from each region shall serve staggered two-year terms, and to establish this, one of the Regional Representatives from each region first elected under this provision shall be elected to a one-year term. Neither the Regional Representatives nor their Member Departments shall be eligible for immediately successive terms, except for the Regional Representatives first elected under this provision to a one-year term, who shall be eligible for an immediately successive two-year term. The Regional Representatives shall take office at the close of an annual meeting, unless provided otherwise by the Board of Directors.

Garrett T. Eucalitto was nominated by Governor Ned Lamont and confirmed by the legislature as Commissioner of the Connecticut Department of Transportation (CTDOT) in January 2023. He serves on the Northeast Corridor Commissioner's Executive Committee and is Vice Chair of its Operations and Performance Committee; chairs the state's Vision Zero Council; serves as vice president of the American Association of State Highway and Transportation Officials; and serves as the state's Governor's Highway Safety Representative.
From January 2020 until January 2023, Eucalitto served as the Deputy Commissioner of CTDOT. In this role, he oversaw CTDOT's Bureaus of Finance & Administration, Policy & Planning, and Public Transportation.
Prior to joining CTDOT, he was Transportation Program Director for the National Governors Association (NGA) in Washington, DC. In this capacity, he was responsible for assisting the nation's 55 governors (states, territories, and commonwealths) in advancing their policy objectives in transportation, including combating impaired driving and improving safety on the roadways, the implementation of innovative financing tools, transit-oriented development, and accelerating electrification of the transportation sector.
Before joining the NGA, Eucalitto was the Undersecretary for Comprehensive Planning and Intergovernmental Policy for the Connecticut Office of Policy and Management during the administration of Governor Dannel P. Malloy. In this position, he researched, evaluated, and developed transportation, environmental, and regional planning initiatives.

Jim Tymon is the Executive Director of the American Association of State Highway and Transportation Officials (AASHTO), a non-profit, non-partisan association that supports and represents the interests and missions of state departments of transportation, providing improved quality of life through leadership in transportation. His experience includes service in key Congressional and federal agency roles, as well as non-profit association management.
As AASHTO Executive Director, Tymon oversees a staff of 130 professionals who support their members in connecting America with the transportation system of today and tomorrow. AASHTO is now in its second century of service to state departments of transportation and their highly skilled employees.
Prior to his appointment, Tymon was AASHTO's Chief Operating Officer and the Director of Policy and Management from 2013 to 2018, working closely with state DOTs in the development of AASHTO's transportation policy positions and overseeing the monitoring of legislative, administrative, and regulatory activities relating to transportation. As AASHTO's COO, Jim also oversaw the management of the Association's internal operations.
Tymon previously served as the staff director of the Highways and Transit Subcommittee of the House Transportation and Infrastructure Committee. As staff director, Tymon managed the subcommittee responsible for writing legislation for the Federal Highway Administration, the Federal Transit Administration, the National Highway Traffic Safety Administration, and the Federal Motor Carrier Safety Administration.
Jim was the Committee's lead staffer for the development of MAP-21 - the surface transportation bill signed into law in 2012 and SAFETEA LU - the surface transportation bill signed into law in 2005. And, Tymon served in the Office of Management and Budget, where he worked as the program examiner responsible for overseeing the Federal Highway Administration and the Federal Motor Carrier Safety Administration.
Tymon graduated from the University of Delaware with a Bachelor of Arts degree in Economics and Political Science, along with a Master of Arts degree in Public Policy. A native of New Jersey, Tymon and his family reside in Silver Spring, Maryland.

Roger Millar joined the Washington State Department of Transportation as Deputy Secretary in October 2015 and was appointed Secretary of Transportation in August 2016. He oversees an agency that is the steward of a complex, multimodal transportation system, and responsible for ensuring that people and goods move safely and efficiently.
Millar is an experienced land use and transportation engineer, planner and program manager with an international reputation for innovative approaches to conservation and development. The prominent theme that has run through his career has been planning and implementing transportation systems that are not ends unto themselves; but rather the means toward economic vitality, environmental stewardship, social equity, public health, and aesthetic quality. His work on the Portland Streetcar and the Glenwood Springs to Aspen BRT provided communities nationwide with new mobility tools. His Complete Streets leadership helped create a national movement for transportation systems that are safe, convenient, and pleasant for all users, regardless of how they choose to travel. His State DOT leadership is bringing innovation to agencies with enormous influence on transportation investment.
Millar is a Fellow of the American Society of Civil Engineers (ASCE) and a Fellow of the American Institute of Certified Planners. He is the President of the American Association of State Highway and Transportation Officials (AASHTO), Chair of the Intelligent Transportation Society of America Board of Directors, President of the ASCE Transportation and Development Institute, and a member of the National Operations Center of Excellence Strategic Advisory Council and the National Complete Streets Coalition Steering Committee.

Russell R. McMurry, P.E., serves as commissioner for the Georgia Department of Transportation, the state agency responsible for the nation's 10th largest state transportation system, with an operating budget of over $3.7 billion and a staff of nearly 4,000. McMurry began his career with the department in 1990 as an engineering intern working in construction; he served in a variety of roles prior to being named chief engineer. He was then appointed by Governor Nathan Deal as the department's planning director before being appointed as commissioner by unanimous vote of the State Transportation Board in 2015. Commissioner McMurry currently serves on the Georgia Freight & Logistics Commission, is a board member for the Atlanta Transit Link Authority (ATL), Metropolitan Atlanta Rapid Transit Authority (MARTA), State Road and Tollway Authority (SRTA), the State Depository Board and serves on the Board of Trustees of the Georgia Outdoor Stewardship Trust Fund. He is a member of the College of Engineering & Information Technology (CEIT) Corporate Advisory Committee at Georgia Southern University and UGA and a member of the AASHTO-AGC-ARTBA Joint Committee and the American Association of State Highway and Transportation Officials (AASHTO) Strategic Management Committee. He also chairs the AASHTO Council of Highways and Streets.
Commissioner McMurry has received numerous accolades and recognitions, including being named Georgia Trend's 2018 Georgian of the Year, and is consistently listed among its list of the 100 Most Influential Georgians. He was also named one of Atlanta's most powerful leaders in Atlanta Magazine's "Atlanta 500" and named as one of James Magazine's 2017 and 2019 Most Influential Georgians.
McMurry graduated cum laude from Georgia Southern University with a bachelor's degree in civil engineering technology and is a registered professional engineer in the state of Georgia.
