Andrew Khuu - CFO

Andrew Khuu, CPA, CA is the chief financial officer at OMVIC and he has been with OMVIC since 2018. Andrew graduated from the Schulich School of Business at York University with a bachelor's in business administration and later obtaining his Chartered Professional Accountant (CPA) designation. At OMVIC, he is responsible for accounting and finance for both OMVIC and the Motor Vehicle Dealers Compensation Fund. He has led the finance team through various changes including digitalization and re-engineering processes. Andrew also plays a role in reporting and presenting to the OMVIC and MVCDF Committees and Boards. Before OMVIC, Andrew led teams with Mercedes-Benz Canada and audit firms in accounting, controlling, auditing and tax.

Bruce G. Matthews

Bruce Matthews is a professional engineer with over 20 years' experience in professional and occupational regulation. Bruce's career has included senior executive positions at multiple professional and occupational regulatory organizations, including Professional Engineers Ontario, the Real Estate Council of Ontario, and the Ontario College of Trades. He has also provided services in a consulting capacity to several other professional and occupational regulatory Boards across Canada. He currently serves on the Board of Directors of the Ontario Professional Engineers Foundation for Education and has prior Board experience, including Officer roles as Treasurer and Chair, with the Council on Licensure, Enforcement and Regulation (CLEAR) and the Human Factors Association of Canada. Bruce also served on the faculty of CLEAR's leadership training and regulatory governance programs. His consulting work has included orientation sessions on regulatory governance, plus the facilitation of strategic planning workshops for regulatory Boards

Daniel Hanna

Daniel Hanna is the Managing Director at King's Auto Limit. With over 15 years in the automotive industry, Daniel is passionate about delivering initiatives and industry growth through fair, honest, ethical business practices. He is a natural relationship builder and works with integrity for customers' best interests. Daniel has held prior positions on the Humber College Student Board of Directors, where he was responsible for Student life, activities, events, student clubs and structure planning. During this time, Daniel also provided direction on strategic projects, financial oversight, support outreach and advocacy. Daniel is eager for the opportunity to drive OMVIC's mission and support the members as they navigate the changing landscape of the business.

David Dailly

David joined OMVIC in 2008. Since then, he has held various roles throughout the organization, including with the consumer support and enforcement teams. Since 2017, David has been working with the Compensation Fund team, who are responsible for the administration of the claims process for the compensation fund. David also holds the position of Manager of the Discipline and Appeals Committees, where he provides support to the Committees, as well as overseeing the Hearings function. David is committed to consumer protection and strives to assist OMVIC in ensuring it meets its mandate.

Glen Padassery

Glen Padassery is a chartered board governance professional (Chartered Director from the DeGroote School of Business). He is a strategist with a background in consumer protection, regulatory oversight, transformation, risk management, governance, change management and compliance. Having had over 25 years in government, he is a highly astute senior executive known for protecting the public interest, developing government laws that balance competing interests, championing innovation and driving continuous improvement across various markets. Glen is currently the Executive Vice President, Policy and Chief Consumer Officer at the Financial Services Regulatory Authority of Ontario (FSRA). Prior to that, he was the Assistant Deputy Minister of Consumer Protection Ontario. He currently serves on the Board of Directors for the Technical Standard and Safety Authority (TSSA), including as the Chair of the Audit, Risk and Finance Committee. He previously served on the Boards of the Tarion Warranty Corporation and the Canadian Automobile Motor Vehicle Arbitration Plan (CAMVAP).

Jason Mayhew

Jason Mayhew has over 10 years of experience as an entrepreneur in the automotive vertical and is the founder and leader of AutoAgents. He has developed a car sales model that is disrupting the automotive industry norm. AutoAgents is a complete 180 from the standard dealership model, steering clear of purchasing a large inventory to attract clients, and instead approaches each sale in an agile manner, purchasing vehicles on demand as needed. A member of UCDA, Jason has founded and sold multiple automotive retail, rental and technology businesses in both British Columbia and Ontario. Opening his first dealership in 2008, he accumulated a wide variety of experiences in leasing, rentals, auto sales and automotive technology.

Jeff Donnelly

Jeff is the chief consumer protection officer of the Ontario Motor Vehicle Industry Council (OMVIC). Jeff is responsible for overseeing all aspects of consumer protection, enforcement, and communications. Jeff has over 20 years of experience and a distinguished career in professional regulation, along with progressive leadership in the areas of consumer protection and regulatory oversight. Jeff's experience in policing, enforcement, inspections, and handling consumer complaints will support OMVIC as we enhance our efforts to protect consumers and increase industry professionalism. Jeff has been appointed to several regulatory committees throughout his career, including the Registration Appeals Committee of the Ontario College of Teachers, and the Discipline and Capacity Committee for the Human Resources Professional Association, OMVIC's discipline committee, and is the former Chair of discipline committee for the Home Construction Regulatory Authority and the Condominium Management Regulatory Authority. Jeff has volunteered with several other organizations in the past, including as public appointee to Council of the College of Dental Technologist and more recently he has been appointed to the Board of Directors for the West Toronto Community Legal Services. Jeff is a licensed member of the Law Society of Ontario and holds an LL.M from Osgoode Hall Law School specializing in administrative law, as well as a post graduate certificate in Dispute Resolution from York University, and certificate in Adjudication for Administrative Agencies, Boards and Tribunals from York University Osgoode Hall Law School.

Joanne Beaton

Joanne Beaton has served as the chief administrative officer of the Ontario Motor Vehicle Industry Council (OMVIC) since 2018. Joanne is responsible for overseeing the administration, finance, human resources and information technology areas. She also provides oversight to the activities of the discipline committee and the Motor Vehicle Dealers Compensation Fund. She is a Chartered Professional Accountant (CPA) and accomplished leader in both the not-for-profit and private sectors. Joanne is a member of the Human Resource Professionals' Association, the Institute of Corporate Directors, the Canadian Institute of Management, the Canadian College of Health Leaders and the Risk and Insurance Management Society. She was recognized for her leadership, competency and stewardship when she received the CPA Ontario Fellow (FCPA) designation in 2021. Born and raised in Halifax, Joanne is a graduate of Saint Mary's University (Bachelor of Commerce) with a double major in accounting and management, and she obtained her risk management designation (CRM) at the University of Toronto. Joanne has also served as an active volunteer with a variety of charities, and judges university case competitions each year with DECA Ontario. In 2014, Joanne received an Ontario Volunteer Service Award through the Ontario Ministry of Citizenship and Immigration further to her volunteer work with children and new Canadians. Joanne joined the board of Belmont House in 2018 and is currently serving as past chair of the audit committee.

Linda Franklin - CEO

Linda Franklin has been the CEO of two major associations over the past 30 years and has chaired and served on several public sector boards. Through her extensive experience, Linda has acquired valuable knowledge in board governance and effective board membership. Linda's expertise was further enhanced by completing the Rotman ICD.D designation. Linda has collaborated with regulatory bodies in healthcare and post-secondary education and played a significant role in establishing the VQA regulatory body for the wine industry. Consequently, she deeply understands the crucial role regulators play in the province. Linda's association work involved various responsibilities, including creating board education programs, contributing to government policy development, overseeing marketing and public relations efforts, and managing communications. Linda has also crafted strategic plans for associations and provided consultation to other organizations in their planning processes. Linda currently chairs the William Osler Health System Board of Directors and serves on the Ontario Centre of Innovation Board, which implements and administers the OVIN program.

Maureen A. Harquail - CEO

Maureen is the chief executive officer and registrar of the Ontario Motor Vehicle Industry Council (OMVIC). She has served as a leading strategic and legal adviser in regulated environments for over 20 years. She is admitted to practice law in Ontario, Alberta, England and Wales. Before joining OMVIC, she was the director, AML/ATF (anti-money laundering/anti-terrorist financing) Policy with CIBC. Maureen spent 10 years as general counsel and chief administrative officer with the Ontario Racing Commission and has also served as a federal environmental and regulatory prosecutor with the federal Department of Justice. Maureen completed military training at HMCS York and served a number of years in the Naval Reserve at HMCS York & HMCS Carleton. Maureen also volunteers on several boards, including the Metro Toronto Convention Centre and the University of Toronto Governing Council. She is a graduate of the University of Toronto (Honours Bachelor of Arts, Political Science), the University of Wales, Cardiff Law School in the United Kingdom (Honours Bachelor of Laws) and Queen's University (Master of Public Administration). Maureen recently completed her ICD.D. designation through the Institute of Corporate Directors and the Rotman School of Management. In 2023, she received the King's Counsel designation.

Patricia Perkins

Patricia Perkins has over 30 years of political and governance experience. Patricia served as a Durham Regional Councillor for 18 years, including eight years as Mayor of Whitby. She was actively involved in Public Health and Social Services as a member, Vice-Chair and then Chair of the Health and Social Services Committee, dealing with challenging issues such as SARS, downloading of Social Housing and downloading of Paramedic services. Patricia was a member of the Strategic Planning Committee for the Region of Durham and produced and implemented the Region's first Community Strategic Plan. Following her municipal career, Patricia was elected as a Member of Parliament for the riding of Whitby/Oshawa. Before being elected, Patricia had extensive municipal experience in the Finance Department of the (then) City of Scarborough. Patricia has been a member of the Board of Directors of the Whitby Hydro Corporation, Durham Region Non-Profit Housing Corporation, Central Lake Ontario Conservation Authority (Chair), Durham Children's Aid Society and the Charles H. Best Diabetes Centre for Children and Youth (Chair). Residing in Whitby, Patricia is a Rotarian with the Rotary Club of Whitby and is a Paul Harris Fellow. She is a proud recipient of the Queen's Diamond Jubilee medal.

Paul Athaide

Paul has excellent analytical skills in troubleshooting and resolving complex technical issues, and he is a proactive communicator with strong interpersonal skills and high personal standards for performance. Paul holds a solid background in contract negotiations, project management, network design, network security, systems design and implementation, strategic planning, budgeting, and cost reductions.

Rod Jackson

Rod Jackson was a Member of the Provincial Parliament from 2011 to 2014 and was appointed to the provincial shadow cabinet as Official Opposition Critic for Community and Social Services, the third largest ministry in the province. In addition, he served as the watchdog for the 2015 Pan-Am Games. Rod was also a recipient of the Queen's Diamond Jubilee Medal in honour of his significant contributions and achievements as a Canadian. Before his time in the legislature, Rod ran Redline Strategies, a national automotive-focused Human Resources consultancy. Currently, Rod is a Senior Partner at FullForce Legal Services LLP, practicing Employment Law, Landlord Tenant and Litigation. Rod also serves on the provincial Board of Directors for the Ontario Trillium Foundation as Vice-Chair of the Finance and Audit Committee.

Sam Cosentino

Sam joined OMVIC after serving the City of Toronto for 35 years as a police officer with the Toronto Police Service. He has spent most of his career working in an investigative capacity which included Organized Crime Enforcement and Professional Standards. His time in organized crime enforcement was dedicated to investigating motor vehicle crimes including the illegal importing/exporting and re-VINning (cloning) of vehicles. His passions and pastimes include cars and aviation.

Sohail Ahmed

Thaya Gengatharan

Tim Hines

Tim is an industry leader and professional with 30 years of experience in and around the automotive industry. Tim began his career with OMVIC in 2001, and he has worked with OMVIC's enforcement team and served as the administrator of the Motor Vehicle Dealers Compensation Fund. Most of his time has been spent with the consumer support team; he was named director of the team in 2018. Tim's dedication and passion for consumer protection combined with his education and experience in the regulatory field, have helped OMVIC achieve many successes in 20+ years of service.

Virginia West

Virginia West is a former Deputy Minister in the Ontario government serving in five successive portfolios over twelve years, including the Solicitor General Public Safety and Security, Environment, Labour, and Natural Resources. She has also held leadership positions at the municipal level of government as Commissioner of City Property for the City of Toronto, Chief Administrative Officer for the Borough of East York, and the first Commissioner of Urban Planning and Development for the amalgamated City of Toronto. Virginia is also a member of the Board of Directors of the Home Construction Regulatory Authority and the Canadian Red Cross. Until June 2021, Virginia was a Board Director and Vice-Chair of Unity Health Toronto.
