Deborah has over 30 years of experience in group benefits and benefit design. She has experience working at a carrier, a PBM, and as a Director of Benefits. Deborah has worked in both the Private and Public Sectors. She is involved in a variety of community organizations.
She is responsible for member outreach and ensuring Health Action Council services provide them with the most valuable content, insight, networking opportunities, and financial benefits.

Ethan Rush is the Director of U.S. Medical Benefits at Eaton Corporation where he is responsible for managing the day-to-day operations and strategy of Eaton's U.S. Medical health and welfare plans. Prior to joining Eaton in 2021, he spent seven years with Willis Towers Watson in their Health and Benefits Consulting practice assisting a multitude of clients with developing their benefits strategy.

She manages a team that produces high quality content that engages customers and builds brand awareness among members, partners and the business community.
Janette has served in marketing leadership roles in the financial services, technology, healthcare and legal services industries. She earned a BS and MBA at Kent State University.

Prior to joining Progressive in 2023, Kathryn served as the United States Chief Primary Care Officer at Babylon Healthcare Services Ltd. where she was responsible for building primary care services across the United States in a digital-first, value-based model of care.

Kelly is responsible for recruitment and engagement of annual supporters, as well as fundraising for our community partner initiatives. She currently sits on the Board of Directors for the Better Health Partnership. She is also responsible for educational programming, research, and events.
Prior to Health Action Council, Kelly spent 15 years as a secondary social studies teacher and almost a decade in nonprofit leadership including American Association of Birth Centers, Aseracare Hospice and Northern Lancaster Hub.
She graduated from Bowling Green State University with a BA in political science and an MEd from Notre Dame College.
Kelly resides in Cleveland with her husband where they enjoy traveling and spending time with their two dogs.

Kevin leads a team that is responsible for business development, member engagement and key partnerships. He also supports Health Action Council's innovative products and services. Kevin has worked in the area of employee benefits, human resources development and new product development for over 20 years.
Kevin earned the Max Friedman Young Leadership Award for his volunteer work with the American Jewish Committee. He has also participated on the Governor's Drug Free Workplace Taskforce, has served on committees at the United Way, and is a graduate of Cleveland Bridge Builders.

Kevin brings more than 25 years of experience in healthcare and financial services.
He works to build relationships with the nation's employers, brokers, and trusted advisors to align member strategic objectives with Health Action Council's broad product and service portfolio.
Prior to joining Health Action Council, he spent 14 years at United Health Group (UHG) in various leadership roles and brings a wealth of knowledge and market experience.
Kevin has also held positions at General Electric (GE) Appliances, GE Capital, and GE Money and is currently a Six-Sigma Green Belt. He has been recognized at both GE and UHG for his leadership skills and was selected to participate in the UHG Executive Development Program and GE Leadership Development Program.
He resides in Minneapolis, MN with his wife and children.

Martha brings years of experience in strategic planning, process improvement, and leadership development, along with healthcare policy expertise. At Sherwin-Williams, she is responsible for the strategy development and leadership of global health, wellbeing, workers' compensation, life and disability programs, with total annual program expenditures of over $400 million.
Noelle is responsible for coordinating organizational marketing programs and initiatives.
She also develops and monitors health improvement plans and coordinates health promotion events.
Noelle graduated magna cum laude from Baldwin Wallace University with a BA degree in both healthcare management and digital marketing.
Patty Starr is president and CEO of Health Action Council and is responsible for driving the strategic direction of the organization--build stronger, healthier communities where business can thrive.
Since joining the Health Action Council staff in 2013, she has transformed the organization yielding broad national expansion and seven consecutive years of growth.
Patty is a member of the Advisory Board at the Heritage College of Osteopathic Medicine and the Board of Directors for Health Policy Institute of Ohio (HPIO). She has also served on the Board of Directors for the Better Health Partnership, Ohio Patient-Centered Primary Care Collaborative and Health Action Council before becoming executive director in 2013.
In 2022, she was named a Woman of Influence by Cleveland Business Journal, and In 2018, she was named among Notable Women in Healthcare by Crain's Cleveland Business.
Prior to Health Action Council, she was the Senior Director, Health Insurance and Benefits at the Council of Smaller Enterprises (COSE) and was President and Founder of The Ark Individual Insurance Brokerage.

Phil Bruns is a respected business leader with over 16 years of successful and distinguished sales, business development, & product experience crossing over multiple industry sectors. Prior to joining Health Action Council, he has worked in the following industries: Healthcare, Insurance, Small Business, Technology, & Corporate Wellness.
Phil resides in Ohio and is devoted to his wife & children. In his free time, he enjoys being outdoors, walking the family weimaraners, and watching his daughters' extracurricular sports activities.

Rob Watts is the Associate Vice President of Benefits Planning at Nationwide where he is responsible for leading and supporting the benefits strategy, planning and administration of all Health & Welfare benefit plans as well as Retirement plans for 25,000 associates and 15,000 retirees. Prior to joining Nationwide in 2015, Rob served as the Director of Benefits and other various leadership roles for over 13 years at Ahold N.V. and Ahold U.S.A. where he led all aspects of executive compensation, compensation, benefits, and health care strategies.
Sheri is responsible for keeping our members happy through engagement, education and valuable content. She has over 30 years of experience in group benefits and benefit design. Sheri has served on many boards and is involved in various community organizations.
Sheri is a loyal Cornhusker fan and graduated from the University of Nebraska. Sheri resides in Lincoln, NE with her husband and daughter. She spends her free time golfing, reading, and spending time with family and friends.
