Art Martin

Art is the Chief Financial Officer at Slaton ISD. Art began his school career at Midland ISD in 1983 and was appointed CFO in 1995. In 2003 he was appointed CFO at Lubbock ISD where he retired in 2011. After retirement he has remained active with several school districts as a CFO or consultant. Those include Slaton ISD, Crane ISD, Ector County ISD, El Paso ISD , Plainview ISD and Culberson County-Allamoore ISD. Art holds a BBA in Accounting and an MBA in Management. He is a Certified Public Accountant. Art has served on the Texas Association of School Business Officials (TASBO) for 7 years and served as its president in 2008-09. He also serves on the TASBO Governmental Relations Committee and has served on the TASBO Audit Committee and TASBO Risk Management Committee. He has served on the board of Loan Star Investment Pool for 3 years and currently serves on the advisory board of the Texas Class - Texas Cooperative Liquid Assets Securities System. Art served for 4 years in the United States Navy. He has served as President and Vice President of the Permian Basin Chapter of TASBO. He has served on the United Way of Lubbock Finance Committee, the Water Appeals Board for the City of Lubbock and the Tax Increment Finance (TIF) Board for the City of Lubbock. Art is married to his wife, Jeannie, and has 4 daughters.

Dobie Williams - VP

Dobie Williams became the Hurst-Euless-Bedford ISD Deputy Superintendent of Business Operations on June 1, 2021. In this role, Mr. Williams is the district's Chief Financial Officer and also oversees departments for payroll, budget, finance, purchasing, facilities/maintenance, child nutrition, and transportation. Prior to moving to Hurst-Euless-Bedford ISD, Mr. Williams served in a similar role for Granbury ISD as the Assistant Superintendent for Finance and Operations from May 2014 until June 2021. He also served in a similar role for Clyde Consolidated ISD, where he worked from 2005-2014. He began his school business career in 2002 with Colorado ISD as the Business Manager and Chief Financial Officer. Prior to making the transition to school finance, Mr. Williams owned and operated a family business in Colorado City. He also spent ten years in the financial industry working for a savings and loan, a bank, and the Federal Deposit Insurance Corporation (FDIC). While in the finance industry, he served in various capacities including real estate development officer, commercial and real estate loan officer, and loan department manager as well as serving as a real estate specialist and an environmental coordinator for the FDIC. Mr. Williams holds a Bachelor of Business Administration in Finance from Angelo State University and a Master's degree from Texas A&M University Commerce. He is a member of the Texas Association of School Business Officials (TASBO) and has earned the Registered Texas School Business Administrator (RTSBA) designation. Williams also has served on TASBO's Governmental Relations Committee, a state level standing committee that serves as an advisory group to the TASBO Board of Directors on matters relating to state government and legislative issues. Mr. Williams and his wife, Michele, have two grown daughters, Kenadee and Bradee and one grandson, Coyt. In his spare time Mr. Williams enjoys playing golf, tinkering with muscle cars and old trucks as well as serving his church and the community through various civic and community organizations.

Pete Pape - President

Pete currently serves as the Chief Financial Officer at Leander ISD. He has twenty-two years' experience as the CFO in public school districts. He has experience at 2A, 3A, and 5A/6A districts as well as providing business support to schools as an ESC employee. He also served the Goose Creek CISD community as a school board member from 2015-2019. Pete is a graduate from Angelo State University with a BBA/MBA in accounting and is a CPA. He is currently enrolled at UHCL in the Educational Leadership Doctoral program. Pete and Christina Pape have been married for over 27 years and are proud parents of Cassadi Cazares, Jaron Pape, and Cammi Pape. The Pape's are active in their church and strive to live by its principles. Pete enjoys endurance sports and anything Volkswagen. He has completed multiple Ironman Triathlons, numerous half-ironman triathlons, and multiple marathons. He enjoys his 1963 VW Karmann Ghia and is currently restoring 4 VW buses and a VW Thing.

Shannon Burns

Shannon is a CPA, and currently serving as the Director of Risk Management at the East Central Independent School District (ECISD) located in San Antonio, Texas. She graduated in 1993 from The University of Texas at Austin with a BBA in accounting. After graduation, she worked in accounting for the private industry sector. In 1998, she left the private industry and helped her husband launch his landscaping business. In 2003, Shannon joined the accounting department at ECISD. She began serving a dual role when she became the Director of Risk Management in 2014. The focus at ECISD is to provide exceptional employee benefits, and she truly enjoys helping public education employees and providing innovative benefit solutions. Shannon has had the privilege to serve the Alamo Area Association of School Business Officials as secretary for two years, and as VP, President Elect, President and Past President for the last 5 years (17/18 through upcoming August of 2022). Shannon and her husband, Travis, have been married for 27 years and have three children. Their oldest daughter, Jordan, graduated from Texas A & M University and is currently married and living in Houston. Their son, Jarred, and daughter, Jessica, are both currently attending The University of Texas at San Antonio. Shannon and her husband still operate his business and are coping with an empty nest by spending time with family and friends and focusing on their health and wellness journey.
