Anna Crockett is an advisor in Community Development at the Federal Reserve Bank of Dallas. Claudia Aguirre joined the Dallas Fed board in 2019.
She is president and CEO of BakerRipley, a community development nonprofit with 50 locations across the Texas region.
Aguirre served 30 years in the government, education and nonprofit sectors, directing large-scale, community-engagement initiatives. She is known for her expertise in child development, community engagement and immigration policy.
She served under two Houston mayors and led the design and development of public charter schools, including one of the first alternative schools for at-risk students.
Aguirre has been widely featured in articles produced by the Center for American Progress, The New York Times, The Wall Street Journal, Urban Institute and Houston Chronicle. She was named among the "2020 Most Admired CEOs" by the Houston Business Journal.
Aguirre serves on the boards of the Alliance for Strong Families and Communities and Greater Houston Partnership.
She earned a master's degree in education from the University of Houston and a bachelor's degree in political science from St. Edward's University. She also holds an education administrator executive certification from Harvard University.

Emily Ryder Perlmeter is a senior advisor in Community Development at the Federal Reserve Bank of Dallas. She conducts research that sheds light on challenges faced by low- and moderate-income communities, as well as promising practices to build a more inclusive economy. Her areas of focus include consumer debt burdens and loan performance, affordable housing access and small business resilience, with an emphasis on women-owned firms and small business owners of color. She is the lead for the Dallas Fed's role in the Small Business Credit Survey, a nationally representative survey on the credit needs and experiences of small business owners.
Perlmeter is board chair for the affordable housing nonprofit HousingWorks Austin and is a March Tocqueville Fellow with the United Way of Metropolitan Dallas.

Jason Saving is a public finance and regional economist at the Federal Reserve Bank of Dallas and director of research and studies in Community Development. Saving conducts research on issues including tax reform, regional migration, income inequality and fiscal policy. His articles have appeared in scholarly journals such as Economic Inquiry, Southern Economic Journal and the National Tax Journal.
Saving has also written policy-relevant articles on state and local fiscal issues that impact Texas and the Eleventh Federal Reserve District. Among the questions he has examined are why property taxes rose so rapidly in the years after the Great Recession, whether the poor bear a disproportionate share of the state's overall tax burden and why Texas has a relatively low percentage of people covered by health insurance. A recurring theme of these articles is that public policy decisions have important consequences for equity and economic efficiency.
Saving holds a BA in mathematical economic analysis from Rice University and MA and PhD degrees in economics from the California Institute of Technology. He has taught economics and business courses at George Mason University, the University of Texas at Dallas and Baylor University's executive MBA program in Dallas.

Barclay began her career in the banking industry in 1978 with Frost National Bank (now Frost Bank) in San Antonio. In 1982, she began working for Wimberley (Texas) Bank, which was later purchased by Ozona National Bank (now Ozona Bank).
She continued her career with Ozona Bank and was appointed to the board of directors, and named president and CEO in 2010, a position she still holds today.
Barclay is a founding member of the Wimberley Rotary Club and finance committee treasurer of the Wimberley United Methodist Church. Kseniya Benderskaya is an assistant vice president and community affairs officer in Community Development at the Federal Reserve Bank of Dallas. She oversees the unit's work to advance the economic resilience and mobility of low-income communities. Benderskaya is responsible for design and implementation of the Bank's place-based initiatives to improve job preparation, job access, economic mobility and financial stability for lower-income households and historically underserved populations.
Prior to joining the Dallas Fed, Benderskaya spent seven years at the Federal Reserve Bank of Boston, where she led the first round of Working Cities Challenge, a grant competition to strengthen leadership and social innovation in New England's smaller postindustrial cities. She has served as a senior associate at BlueWave Capital, a Boston-based commercial real estate and renewable energy firm.
Benderskaya represents the Dallas Fed on the North Texas Asset Funders Network steering committee and the Financial Inclusion Roundtable for North Texas. She also serves on the board of RAISE Texas.
She holds a master's degree in urban planning from Harvard University Graduate School of Design and a bachelor's degree from Duke University.

Lorie K. Logan began serving as the 14th president and CEO of the Federal Reserve Bank of Dallas on August 22, 2022. She represents the Eleventh Federal Reserve District on the Federal Open Market Committee (FOMC) in the formulation of U.S. monetary policy and oversees the 1,200 employees of the Dallas Fed.
Logan previously was manager of the System Open Market Account for the FOMC and an executive vice president of the Federal Reserve Bank of New York. In that role, she managed the Federal Reserve's securities portfolio as it grew to more than $8 trillion and led the implementation of monetary policy as directed by the FOMC.
She also oversaw provision of fiscal agent services to the U.S. Treasury Department, analysis of global financial market developments and production of reference rates, including the new Secured Overnight Financing Rate.
She represented the Federal Reserve on the Markets Committee at the Bank for International Settlements and oversaw several public-private sector committees sponsored by the New York Fed to engage with market participants on key issues and advance financial industry best practices.
Logan played a crucial role in the development and implementation of the Federal Reserve's actions in response to the COVID-19 pandemic. This included designing and managing several facilities to support market functioning and the flow of credit to households and businesses. She drew on her experience during the Global Financial Crisis, when she was a prominent leader in the expansion of the Federal Reserve's balance sheet and the creation of liquidity facilities to mitigate systemic risks to the financial system.
She is a native of Versailles, Kentucky, and holds a bachelor's degree in political science from Davidson College and a master's degree in public administration from Columbia University.

Thomas Guerra is a senior advisor in Community Development at the Federal Reserve Bank of Dallas. Based at the San Antonio Branch, he serves as co-lead for initiatives relating to the Community Reinvestment Act and digital inclusion. He focuses on aligning banks, residents and ecosystems to advance economic resilience and mobility among low- and moderate-income populations.
Previously, Guerra worked in economic development and finance, municipal public works, community organizing and higher education research and management. He has nearly two decades of experience serving on boards and committees supporting diversity, equity and inclusion strategy to bolster economic opportunities for low- and moderate-income, minority and neurodiverse communities.
