Alexa Warnke-Serwe

Alexa Warnke-Serwe is an evaluation consultant with AMTC where she provides a full range of services to internal stakeholders and external clients managing federally funded government programs. Among the many aspects of program support she provides, Warnke-Serwe develops tools and processes to ensure the highest level of data integrity for clients and colleagues. As an experienced registered nurse, Warnke-Serwe also conducts medical accuracy reviews for AMTC clients on Teen Pregnancy Prevention and Sexual Risk Avoidance Education curricula to ensure medical accuracy and up-to-date statistics on birth control, sexually transmitted infections, pregnancy, and reproductive health.

Angela M. Turner - Founder

Recognized for using real-time research to develop program strategies, Angela Turner helps organizations mobilize and respond to opportunities for growth. Turner brings together a team of Ph.D. researchers, evaluation consultants, and other associates to assist clients in successfully implementing and evaluating large-scale, government-funded programs. For over 30 years, Turner has provided training and technical assistance to nonprofits for large-scale programs funded by the U.S. Departments of Health and Human Services, Labor, and Justice. She transfers lessons learned from evidence-based program management to AMTC's network of community-based nonprofit organizations, located in 250 communities across 23 states. Turner builds client capacity to professionally design, operate, and evaluate federal grants. Turner and her team have provided evaluation services for over 158 programs that total more than $410 million in federal, state, and local revenue in the areas of adolescent pregnancy prevention, healthy relationships and marriage education, fatherhood, workforce development, offender reentry, substance abuse, and nonprofit capacity building. Before starting AMTC & Associates, Turner gained experience planning large-scale workforce development, welfare reform, and one-stop career center service delivery systems in Milwaukee, Wisconsin. In that role, she led a multi-year planning process to transition Milwaukee's county-based welfare system to the community-based Wisconsin Works (W2) Program. Turner's work in welfare reform has been showcased internationally, including in the Netherlands and Israel. She is a regular speaker at federal conferences and community events. Turner earned a bachelor's degree in management and communication from Concordia University, Wisconsin. Ann Wolter

Ann Wolter is the owner of Ann Wolter Consulting, specializing in program design, evaluation implementation, and grant management services in the areas of adolescent pregnancy prevention (with a focus on sexual risk avoidance), healthy marriage and relationship education, and responsible fatherhood. In her work with AMTC, Wolter is responsible for writing and managing program performance evaluation plans for assigned AMTC clients, including development of evaluation questions, data collection and monitoring tools and assignments, policies, procedures and related forms; program training plans; staff monitoring and quality improvement protocols and tools; and focus group planning, implementation and reporting. Wolter developed grant program management and oversight skills during her service as a federal project officer within the U.S. Department of Health and Human Services Administration for Children and Families, and as the director of a federally funded statewide teen pregnancy prevention and sexual risk avoidance program within the Wisconsin Department of Health and Family Services. At AMTC, her focus has been on evaluation of such programs. Her 27 years of experience working in these capacities, 22 years of which have related to state or federal grant programs, lends to the capacity building expertise she brings to AMTC clients. She assists AMTC clients in areas of collaborations and strategic partnerships with community and government organizations, incorporation of emerging best practices, and coordination of community providers, volunteer recruitment, training and maintenance. As a former high school English teacher, Wolter is an integral member of the AMTC grant- and report-writing team and serves our clients in these capacities as well. Brooklynn Lawrence-Krol

Brooklynn Lawrence-Krol's AMTC responsibilities include confidential administrative support for the principal executive such as managing the schedule/calendar, making travel arrangements, screening and handling telephone communications, greeting and directing visitors, and dealing with administrative problems and inquiries as appropriate. She serves as a primary point of direct administrative contact and liaison with other offices, individuals, and external institutions and agencies on a range of specified issues. Brooklynn organizes and facilitates meetings, conferences, and other special events, develops professional PowerPoint presentations, and manages professional correspondence. Brooklynn manages the AMTC shared contact lists and creates and manages work trackers. Brooklynn has a background in project management and special event planning. She has planned, promoted, and coordinated fundraising events such as the Ballet Ball and the Nutcracker Tea for the Milwaukee Ballet. In these roles, she was responsible for overseeing the special events committee, managing volunteers, maintaining board relations, and managing a budget, as well as tracking daily progress of projects, delegating tasks to team members, and maintaining correspondence with clients. Crystal Agnew

Crystal Agnew officially joined AMTC in 2021 after having partnered with AMTC in a variety of programs beginning in 2007. Before joining AMTC as an associate, Agnew managed local, state, and federal programs from a variety of funding sources including public and private grants and contracts. For fifteen years, Agnew held a senior leadership role at the Trinity Church Peacemakers Family Center and led programs and services in Miami and New York City including adolescent pregnancy prevention and healthy marriage and relationship education grants funded by the U.S. Department of Health and Human Services, totaling more than $30 million. She helped to grow these programs from one federal project to as many as six projects in two cities. Agnew led and coached staff, developed and facilitated trainings, and presented both locally and nationally. Through these work experiences, Agnew honed skills and expertise that she brings to AMTC clients. She develops and manages policies, procedures, systems, contracts, program budgets, as well as grant-required applications and reports on behalf of AMTC clients. Agnew trains clients and their partners, conducts site visits, and provides technical assistance to ensure compliance with funder requirements. In addition, she has delivered professional development training in the areas of time management, policy and procedures, classroom management, systems thinking, and curricula development. Dr. Brandon Osborn

Dr. Brandon Osborn is a Postdoctoral Fellow and NIH Ruth L. Kirschstein National Research Service Award Recipient in the School of Medicine-Department of Pediatrics at the University of Colorado-Anschutz Medical Campus. Osborn provides data analysis, research, and evaluation support to AMTC associates and clients. He oversees and manages the research arm of AMTC and is responsible for designing research and evaluation studies as well as training and assisting with program analysis, reporting, implementation, and evaluation. He has been involved in the evaluation of over 35 federally-funded projects. Osborn has planned, implemented, and evaluated a variety of social services and health-related programs. Osborn previously worked at the Center for Health Equity Research in California where he helped evaluate place-based programs aimed at improving the health of vulnerable populations. He also assisted with the evaluation of DOJ-funded grants aimed at decreasing gang involvement and human trafficking among at-risk youth. In the community, he has volunteered as an evaluation coordinator for a mobile food pantry and a workforce development program. Osborn also served as the health education coordinator for the Orange County Transitions in Health Program, during which he developed a health and resource education curriculum for inmates pending release from jail. Osborn received his Ph.D. in Public Health-Disease Prevention at the University of California, Irvine. He earned a Bachelor of Science in health science from California State University, Long Beach. Dr. Stan Weed

He has taught graduate and undergraduate courses in his field. For ten years, Stevens held a senior leadership role at the Center for Self-Sufficiency and led programs and services that included a three-year, $1.5 million youthful offender workforce grant funded by the U.S Department of Labor and a multi-community healthy marriage partnership grant funded by the U.S. Department of Health and Human Services, totaling more than $15 million over nine years. Through these work experiences, Stevens honed the skills that she brings to AMTC clients. She develops and manages policies, procedures, systems, contracts, program budgets, and grant-required applications and reports on behalf of AMTC clients. Stevens trains clients and their partners, conducts site visits, and provides technical assistance to ensure compliance with requirements. He is adept at many types of writing, including journalism, creative nonfiction, novels, and academic curriculum. Joshua has covered topics on business, medical issues, religion, recreational sports, family features, personal interest stories, and much more. Additionally, he has teaching and administrator licenses from the State of Wisconsin. Joshua is a full-time Spanish teacher in a suburban school district just outside the City of Milwaukee. He has served in this capacity for over fifteen years. At different periods throughout his tenure, Joshua has taught first through seventh grade at three schools in the same district. He innovates and implements curriculum that is aligned to state standards and engages his students through music, art, stories, poetry, and more. June Perry

June Martin Perry is well known in Milwaukee and nationally for her work in the nonprofit arena. She prefers to call herself a "social entrepreneur" rather than a nonprofit leader. She started a nonprofit, New Concept Self Development Center, in 1975 and retired 32 years later, having developed the business into a viable organization that employed over 50 social workers and served more than 7,000 families annually. June has worked with AMTC since 2012. Her achievements include receiving the Community Service Award from SET Ministries, Black Women's Network Lifetime Leader Award, Women Putting their Stamp On Milwaukee Award, the Woman of Influence Award for the Non Profit Sector in Milwaukee as selected by the Business Journal, Mentor of the Year from TEMPO and Sacajawea Trailblazer Award from Professional Dimensions (two highly esteemed business women's organizations). Her national recognitions include the Kraft Foods - Essence Award, Daily Points of Light Foundation Award and the Black Administrators in Child Welfare Long Term Leaders Award. Lori A. Rolleri

In 2012, Lori Rolleri established an independent consulting practice aimed at supporting national and international nonprofit organizations, government entities, universities, and donor agencies in developing, implementing, and evaluating public health interventions. Lori joined AMTC in October, 2015. Before establishing her consulting practice, Lori served as Team Lead for Gender at EngenderHealth (EH). Her projects were based in Africa, Asia, and the United States. Lori led efforts on how to identify harmful gender norms that hinder healthy sexual and reproductive health (SRH) behavior, and develop interventions aimed at transforming these norms into healthier and equitable ones. She co-launched EH's U.S. office headquartered in Austin, TX, which focuses on adolescent SRH. Before joining EngenderHealth, Lori co-founded and served as Director of the Center for Reproductive and Sexual Health Promotion (CRSHP) at ETR Associates. While at ETR, she led over a dozen projects focused on capacity-building, program development, and translation of research to practice. Lori regularly consulted with ETR's Research Department in designing and implementing rigorous evaluation projects. Lori has co-authored several publications on the subject of sexuality education and HIV education, including a book titled Reducing Adolescent Sexual Risk: A Theoretical Guide for Developing and Adapting Curriculum-based Programs (2011) and The Tool to Assess the 17 Characteristics of Effective Sex and HIV Programs (2011). Maurice Moore is President and Founder of Capacity Development Associates, LLC. Before establishing Capacity Development Associates in 2010, he worked for 17 years as a program officer over fatherhood programs for the Baltimore-based Annie E. Casey Foundation. Moore brings more than 30 years' experience in human services to AMTC clients, primarily in fatherhood and juvenile and criminal justice. Moore has been a social worker with the Illinois Department of Public Assistance, manager of an Illinois Department of Corrections serious juvenile offender program, director of a National Council on Crime and Delinquency violent juvenile offender project; deputy director of the State of Delaware's juvenile justice agency; and a consultant to the U.S Department of Justice (Office of Juvenile Justice and Delinquency Prevention). These experiences combined with his years at the Casey Foundation, with a focus on leading the foundation's fatherhood development efforts, bring him skills to assist AMTC clients with responding appropriately to grant announcements, providing technical assistance in managing grants, and helping to advocate in the areas of juvenile justice and especially in responsible fatherhood. Melanie Porterfield

Melanie Porterfield joined AMTC in 2005 when she assumed a leadership role in overseeing evaluation, consultation, and training services for grants awarded to AMTC clients for federal adolescent pregnancy prevention programming. Since then she has led AMTC client services for more than $124 million in adolescent pregnancy prevention grant programming. Porterfield has also assisted in launching client workforce reentry programs, including three U.S. Department of Labor sector-based employment and four offender reentry workforce programs. Additionally, Porterfield leads development and execution of AMTC's survey implementation, its Online Participant Tracking System and AMTC's overall operations and procedures. As a former project director, Porterfield has direct experience operating adolescent pregnancy prevention programs in New York, New Jersey, Maryland, and Pennsylvania. These programs gave her experience to consult AMTC clients in coordinating community outreach and recruitment of schools, program sites, and youth; developing innovative program delivery methods; assisting with curriculum development and updates; developing and implementing performance measurement and program fidelity systems; overseeing program implementation; and coordinating quasi-experimental evaluation. Additionally, she uses her experiences to consult on contract development and monitoring, database management and support, preparation of grant-required applications and reports, budget oversight, and facilitation of training for program staff. Michael O'Malley

With over 20 years of experience working with government and nonprofit/NGO consulting, Michael O'Malley has worked with AMTC in various capacities since the early 2000s. He is one of two architects that designed the Online Participant Tracking System (OPTS), used since 2005 by AMTC with clients to track and monitor client evaluation data such as enrollment, participation, completion, and case management. He also supports AMTC grant writing. Sara Woods has worked with AMTC since 2007 and provides leadership in developing performance measurement, program fidelity, and evaluation systems for government-funded programs. Before coming to AMTC, she provided evaluation systems and services for federally funded family strengthening projects at the University of Wisconsin-Milwaukee, Center for Urban Initiatives and Research. Woods currently oversees AMTC evaluation systems related to project performance measurement and organizational and federal data fidelity systems (databases, surveys, data integrity, training, and reporting). She also serves as the evaluation project liaison to assigned AMTC clients for whom she manages evaluation efforts and web-based data systems to conform with funder requirements, monitors program performance, analyzes data, and produces funder-required data reports and statistical reports on evaluation results. She also oversees the work of independent evaluators. Since 2007, Woods has worked on over 100 AMTC client programs and over 200 evaluation reports in the areas of adolescent pregnancy and healthy marriage and relationship education, responsible fatherhood, adult mentoring, offender reentry, substance abuse, mental health, and workforce development/ green jobs programs. Her extensive evaluation work on these programs has been featured at the U.S. Department of Health and Human Services conferences on several occasions. Childs is a regular trainer on implementation, evaluation, and community collaboration for adolescent pregnancy prevention, sexual risk avoidance, workforce reentry, and positive youth development projects. Childs previously worked as a program director with Mission West Virginia, overseeing adolescent pregnancy prevention, positive youth development, and family strengthening programs throughout the state of West Virginia. She provided management and supervision of federal and state grants totaling $2.4 million annually. As an AMTC evaluation consultant, Childs uses her experience to assist AMTC clients to build and maintain professional and collaborative relationships among program partners, service sites, community organizations, public schools, group homes, and other entities related to AMTC clients' program services. He has more than 40 years of experience in nonprofit capacity building, workforce development, weatherization, energy conservation, and youth programs in Milwaukee. His vast experience in the Milwaukee community opened opportunities to work extensively with the leadership of local nonprofit organizations to develop services to meet the needs of the entire family. He also served as the executive vice-president and chief operations officer of Opportunities Industrialization Center of Greater Milwaukee (OIC-GM), the largest welfare reform program in the State of Wisconsin. As the director of economic development and community programs for Milwaukee Area Technical College, he advised the president on community affairs, economic development, and employment issues; identified training and marketing opportunities; and developed a training model for working with disadvantaged communities to increase minorities in specialized skill careers. William also served as the chief of staff to the chancellor at North Carolina A&T University in Greensboro where he sat on the chancellor's cabinet, coordinated and managed all budgets within the chancellor's office, and organized internal reports on sustainability energy conservation and green technology.
