Barbara Boswell

Barbara holds a Master's in Public Administration degree from California State University, Dominguez Hills and Bachelor's in Business Administration from Woodbury University.

Bob Adams

Bob Adams has over 35 years of experience in local government management. In addition to a broad understanding of all city services, he has expertise in change management, sharing and consolidating services, municipal financing, public/private partnerships, performance management, team development, goal setting and civic engagement. Bob served as city manager for the California Cities of Dinuba (7 years), Lafayette (8.5 years), and Manteca (12 years). Since his retirement in 2008, he worked on an interim basis for the City of Vallejo, CA first as Director of Development Services for 1 year, and as City Manager for 1.5 years, concluding in November 2010 after the bankruptcy workout plan and plan of adjustment had been prepared. Bob recently served as interim City Manager in the City of Desert Hot Springs, where he guided them away from the brink of bankruptcy. Bob received a Bachelor of Arts degree from the University of California, Berkeley, majoring in Criminology. He also earned his Masters of Public Administration degree from Brigham Young University.

Cathy DeFalco

Responsible for procurement and regulatory affairs for California Choice Energy Authority (CalChoice), including procurement and commodity management, supplier relations, contract negotiations and administration, and regulatory and legislative affairs on behalf of CalChoice's five operational CCAs. Additionally, Cathy is a board member of the California Community Choice Association which advocates on behalf of CCAs at the state level. While with City of Lancaster, Cathy oversaw the Purchasing and Contracts Division. Cathy brought over 20 years of procurement, commodity, and contract management experience in both the public and private sectors to the city and ultimately Lancaster Choice Energy, the city's CCA program. In her role as Regulatory and Procurement Energy Manager, she was responsible for the oversight of power procurement and energy transactions, contract and portfolio management, municipal law, regulatory and legislative affairs. Cathy is a sought-after speaker at CCA conferences and seminars on municipal CCA operations, procurement, and partnerships and collaborations. Cathy was conferred the degree of Executive Juris Doctor with honors from the Concord School of Law, a Master Certificate in Contract Management from Villanova University, and a Bachelor's in Business Administration from the University of LaVerne. Cathy was awarded Certified Purchasing Manager lifetime certification for successfully achieving the prescribed requirements in education, professional development, and professional responsibility by the Institute for Supply Management.

Hugh Riley

With more than 40 years of experience in city management, Hugh Riley is an ideal choice to represent your city manager or designated department head, providing direction, coordination and supervision for the various professional consultants involved in project management beginning with a project concept, consultant selection, development planning, financing and construction. He would be committed to ensuring that the project's final result will fulfill the desires of the City Council and staff as well as being a good fit for the company.

Kathy Wells

  • Energy Programs Manager
Kathy serves as the Energy Programs Manager, implementing and managing energy programs and providing customer care assistance for the benefit of the CalChoice CCA member agencies. She brings over 21 years of customer service experience to CalChoice, having worked for the Cities of Lancaster and Palmdale in multiple sectors including Public Works, City Engineering, and City Administration. An inaugural member of the Lancaster Choice Energy (LCE) team, Kathy helped launch the City's Community Choice Aggregation program, the first program of its kind in southern California, in May 2015. Kathy serves on the Billing & Operations, Marketing & Outreach, and Programs committees for California Community Choice Association (CalCCA) and she holds an MBA in Energy and Sustainability Studies from Franklin Pierce University.

Mark Bozigian

Mark Bozigian has more than 26 years of experience in local and regional government, most recently as City Manager for the City of Lancaster, California from 2008 through 2018. In his role as City Manager, Mr. Bozigian worked with the Mayor, City Council, and city staff to lead the city through the great recession without reducing public services or laying off staff; develop and manage eleven annual municipal budgets in excess of $200 million, expanding city services and increasing city reserves to over 25% in that time span; renovate the city's downtown into a state-designated regional entertainment and cultural center; reduce crime through a comprehensive strategy directing resources, deployment, policies, and operations; reduce unemployment and increase job opportunities through local business enhancement programs and successful attraction of large regional employers, leading to Lancaster being named the only two-time winner as the most Business Friendly City in Los Angeles County; and establish the first stand-alone, city Community Choice Aggregation in California, Lancaster Choice Energy. Before his appointment as City Manager, Mr. Bozigian worked for thirteen years at the City of Lancaster in various capacities, including Assistant City Manager; Redevelopment Agency Director; Assistant to the City Manager; and Transportation Programs Administrator. In those positions, Mark successfully obtained $36.2 million in grant funding for the City and Agency; led successful recruitment efforts of major regional employers, resulting in over 3,000 new jobs for the region; directed a major expansion of the Lancaster Auto Mall, resulting in an annual sales tax revenue increase to the city of over $1million; and worked closely with the City Council and three City Managers to advance critical city initiatives, programs, and projects. Prior to his employment with the City of Lancaster, Mr. Bozigian worked for three years for the Los Angeles County Metropolitan Transportation Authority (MTA), where he was the Director for Long Range Transportation Financial Planning. This position entailed lead management responsibility for development of a $72 billion 20-Year Transportation Plan for Los Angeles County, which was unanimously adopted by the 13-member regional Board of Directors. Mr. Bozigian began his professional career with 10 years at Hughes Aircraft Company in El Segundo, California. Mark holds both a Master's and Bachelor's degree in Business Administration from Loyola Marymount University.

Marshall Linn

Over the last 47 years Marshall Linn has worked with more than 250 governmental jurisdictions in structuring of their debt issues. The par value of his financial advisory transactions exceeds well over $7,000,000,000. Prior to becoming a municipal advisor, Marshall started his career working for the City of Garden Grove as a city planner, then subsequently accepted positions with the City of El Monte, Los Angeles and Fullerton. After departing employment from the public sector, Marshall spent a few years teaching at Cal Poly Pomona and the University of California Irvine. In 1972 Marshall founded Urban Futures, inc. for which he served as its CEO of 43 years. In 2015 he sold off the financial advisory portion of the firm and kept the multi-family compliance division, called Urban Futures Bond Administration, Inc., which has grown into one of the largest compliance monitoring firms in the USA. In 2017, along with Barbara Boswell, he co-founded the Bayshore Consulting Group, Inc. In 2018, Mark Bozigian joined the firm as an equal partner. By helping form the Bayshore Consulting Group Marshall has been able to continue with his financial advisory practice in which he has served over 150 clients over the past years. During that period of time, Marshall has structured for issuance over 275 transactions Marshall is a Vietnam veteran and served as an active duty member and a reservist for 6 years. Marshall holds a BA and MPA from the University of Southern California. He is a registered Municipal Advisor with the MSRB and SEC (series 50).

Randy Anstine

Randy Anstine successfully worked in public management at the local government level for forty years, serving in full-service and contract cities. He is a highly experienced hands on generalist city manager. Randy has worked for the Cities of Calimesa, Hanning and Greenfield, California serving as the City Manager. As City Manager he coordinated economic/redevelopment programs that facilitated Cities winning three State and regional awards for their downtown improvements, including the coveted Crystal Eagle Award in 2002. Randy is a former Commissioner for the Monterey County Economic Development Commission. Randy served 2 years as the President of the Riverside County City Managers Group, as well as President of the Monterey County City Managers Group. Randy previously served as the Neighborhood Services Director for the City of Colton, Assistant City Manager for the City of Grand Terrace and Parks and Recreation Director for the City of Desert Hot Springs. His professional acumen includes management of economic development, public utilities, public works, public safety, parks and recreation. Randy is active in the International City Management Association (ICMA), and served on the Cal-lCMA Governance Committee. Randy served in the U. S. Air Force for eight years. He served tours of duty in the Far East as well as South East Asia. He is an honor graduate of the 22nct Air Force NCO Leadership Academy. He also served eight years as a POST certified reserve deputy sheriff with the San Bernardino County Sheriff's Department, where he worked in central patrol, the aviation division, specialized skills and emergency preparedness divisions. Randy graduated from the University of San Francisco, majoring in management and organization.
