Transportation Operation & Management, LLC (TOM) was established in 2014 to provide staffing and personnel to VDOT at the Big Walker and East River Mountain Tunnels on I-77. TOM personnel accomplish tunnel operations, routine maintenance, improvements, and repairs as well as provide emergency response at the tunnel facilities on a 24/7/365 basis... TOM, LLC provides tunnel operations & management, emergency response and staffing at VDOT's I-77 mountain tunnels. ERT members perform high level emergency response services in and around the tunnels as well as the day to day facility operations and light maintenance to assure the safe and continuous flow of traffic though VDOT's mountain tunnels.
