In her role at Fallon Health, Christine Cassidy is responsible for all of the company's communications and corporate relations functions, including corporate and marketing communications; advertising; brand management and promotion; public, community and government relations; digital communications; internal communications; strategy implementation; and enterprise governance. Cassidy joined Fallon in 2002 and has held various communications-related roles, including Vice President of Corporate Communications. In her most recent position as Chief Communications Officer, Cassidy led Fallon's 2014 rebrand campaign. Prior to joining Fallon, Cassidy was the Editor of The Lancaster Times and North County Family & Health. She also spent 15 years at the John Hancock Mutual Life Insurance Company in Boston, where, as a System Project Manager, she led a 16-member team through a multi-million dollar project to optimize the automatic adjudication of group health claims. Cassidy is a member of the Becker College Board of Trustees, The Worcester Regional Chamber of Commerce Board of Directors and the Girls, Inc. Worcester Board of Directors. She also is a member of the United Way of Central Massachusetts' Women's Initiative Leadership Council. She serves on the Worcester Women's Leadership Conference Committee including two years as chair. She also volunteers for numerous community events including the United Way's Day of Caring and Working for Worcester. In 2017, Cassidy received the esteemed Katharine F. Erskine Award in Business and Law, in recognition of her accomplishments. Cassidy graduated summa cum laude from Becker College where she received a Bachelor of Science in Business Administration. She is a member of Becker College's Theta Nu chapter of the Alpha Sigma Lambda Honor Society.

David Brumley - SVP

David Brumley, M.D., MBA, is Fallon Health's Senior Vice President and Chief Medical Officer. In his role as CMO, which was assumed in 2022, Dr. Brumley is responsible for ensuring quality and cost-effectiveness of health care services to Fallon members, overseeing all activities and operations within Fallon's Care Services department and fostering strong relationships with Fallon's provider partners. Dr. Brumley has been with Fallon Health since early 2017 when he joined the organization as Vice President of Medical Affairs. He continues to oversee pharmacy programs, utilization management, and care management, and leads clinical integration with providers including Fallon's Medicaid programs. Prior to that, Dr. Brumley was the Senior Medical Director for health plans including Tufts Health Plan and Blue Cross Blue Shield of Rhode Island, and Medical Director of Health Management at Blue Cross Blue Shield of Massachusetts. He earned his Doctor of Medicine degree from the St. Louis University School of Medicine following the successful completion of his Bachelor of Arts degree from the University of Missouri-Columbia. Dr. Brumley completed his residency in family medicine also from the University of Missouri-Columbia as well as a master's degree in business administration from New Hampshire College. He is an Instructor in the Department of Family Medicine and Community Health at the UMass Chan Medical School. He is board certified by the American Board of Family Medicine and holds a medical license in Massachusetts.

Emily West - COO, SVP

As Senior Vice President and Chief Operating Officer, Emily West is responsible for overseeing all operational areas for Fallon Health, including member enrollment, billing, claims administration, customer service, business support solutions and Information Technology. Since joining Fallon in 1989, West has held various leadership roles. Her accomplishments over the last 26 years include developing and implementing a customer service department from the ground up; assisting in the launch of two core system replacements; managing several large vendor solutions; and implementing various components of the Affordable Care Act (ACA) and Massachusetts health care reform. West holds a bachelor's degree in business administration from Assumption College and certificates in health care management and human resources. In 2014, West was selected for the American Health Insurance Plans (AHIP) Executive Leadership Program (ELP) and received her Certified Health Insurance Executives (CHIEs) designation in June 2015. Limited to 50 candidates nationwide, West was chosen based on her high level of professionalism, excellent performance in her position and a commitment to the health insurance industry. West lives in Sterling with her husband, Stephen.

James Gentile has more than 19 years of experience in health care compliance, regulatory oversight, management and operations. As Fallon's Senior Vice President and Chief Compliance Officer, Gentile oversees all regulatory, privacy and compliance matters as well as internal audit for the organization. Previously, Gentile served as Fallon's Vice President of Regulatory Affairs & Compliance and played a significant role in helping to guide Fallon's commercial program through unprecedented regulatory changes, including Mass. Health Care Reform and the Affordable Care Act. Prior to his role at Fallon, Gentile was with the Massachusetts Office of the Attorney General. He also was Chief Claims Administrator at Allmerica Financial. Gentile graduated magna cum laude with a bachelor of arts in economics from Saint Anselm College and earned a Juris Doctor at Massachusetts School of Law. He serves on the Board of Directors for Court Appointed Special Advocates (CASA) Project of Worcester. Gentile resides in Holden, Mass.

As Fallon Health's Senior Vice President and Chief Human Resources Officer, Jill Lebow is responsible for the functional areas of Talent Acquisition, Talent Management and Total Rewards. She ensures that Fallon's human resources systems, functions and services are aligned to attract, engage and develop the talent necessary for Fallon to meet its growing and evolving organizational and business needs. Lebow joined Fallon in 2008 as a Human Resources Business Partner. In this consultative and proactive role, Lebow advised senior leaders, managers and employees in areas such as organizational effectiveness, talent acquisition, retention and employee development. She also served as Fallon's Director of Employee Relations and Staffing. In addition to her contributions to Fallon, Lebow was a Human Resources Business Partner at the Hanover Insurance and worked in employee relations at Abbvie. Lebow has a bachelor's of arts degree in English literature from the University of Connecticut and her Juris Doctorate from University of Connecticut School of Law. She is member of the Worcester Boys and Girls Club Human Resources Committee. She also sits on the advisory board for Bottom Line to help low-income and first-generation-to-college students get to and through college. In 2017, Lebow was honored as one of The Worcester Business Journal's six Outstanding Women in Business. Lebow resides in Worcester, Mass. with her family.

Mark Mosby joined Fallon Health in 2015 as Chief Legal Counsel and has more than 25 years of health law experience in support of health plans and health benefit organizations. A partner with the law firm of Epstein Becker & Green, P.C. (EBG), Mosby provides onsite legal support to Fallon and its affiliated companies where his practice focuses primarily on transactional, regulatory, compliance, litigation management and corporate governance issues, while also managing EBG's legal work for Fallon. Prior to joining EBG, Mosby served as Deputy General Counsel of a large provider-owned health plan, where he was responsible for the day-to-day oversight of a 14-member legal department and for providing legal support to the company's compliance, Medicare and Medicaid programs, health management, special investigations unit and pharmacy programs. Before that, he served as the attorney with a large multi-state BlueCross and BlueShield organization providing legal counsel to its national group life and disability insurance company and its dental plan administrator and network. Mosby also served for more than 10 years as director and associate counsel, overseeing the regulatory division of a national health benefits management company and national provider network. Mosby received a bachelor's degree from the University of Virginia and his Juris Doctorate from the Washington University in St. Louis School of Law. He lives in Worcester, Massachusetts with his family.

Mary Ritter is Fallon Health's Senior Vice President and Chief Strategy and Government Programs Officer, responsible for strategy development and execution, as well as Fallon's Medicare, Senior Care Options, PACE, and MLTC programs. Ritter rejoined Fallon in June 2018 after previously serving the company for 11 years. During her first tenure, Ritter was a dynamic leader, holding positions that included Executive Vice President and Chief Operating Officer; Senior Vice President and Chief Strategy Officer; and Senior Vice President of Corporate Strategy and Communications. Prior to returning to Fallon, Ritter owned and operated Worcester-based Maywood Consulting, LLC-a niche consulting practice that provided strategic planning and advisory services to health care, human services and cultural organizations. Ritter earned her Bachelor of Business Administration degree in finance and operations from the University of Massachusetts Amherst. She is a past recipient of Worcester Business Journal's "Outstanding Women in Business" and "40 Under 40" distinctions, past chair of the Worcester Women's Leadership Conference and is currently a trustee at The Perkins School in Lancaster and The Worcester State Foundation.

Matt Herndon

Matt Herndon is Fallon Health's Chief State Programs Officer-a leadership role that is exclusively focused on state programs. He joined the organization in early 2022 to lead Fallon in its commitment to the changing and unique needs of the diverse communities it serves. Herndon has extensive experience in health care, particularly MassHealth. He most recently served as the Chief Executive Officer of the Schwartz Center for Compassionate Healthcare, an international nonprofit focused on advancing compassionate care through programs, education, and advocacy. Prior to that, he was the Chief Legal Officer for Boston Medical Center HealthNet Plan, where he was responsible for the strategy and performance of the organization's Managed Care Organization (MCO) product and was plan co-lead of its Accountable Care Organization (ACO) product. He holds a juris doctorate degree from Case Western University School of Law and a bachelor's degree from Bowdoin College.

Richard Burke has served as the President and CEO of Fallon Health since 2015 and has held numerous other leadership positions during his 24-year tenure. In his current role, he has positioned Fallon-which is both a health plan and provider of care-to be a leader in providing high-quality, coordinated care and coverage to the diverse communities Fallon serves. Under Burke's leadership, and continuing along a strategic path that is unique among independent health plans in Massachusetts, Fallon has set its sights on becoming the leading provider of government programs in the region. Prior to his appointment as President and CEO, Burke held the position of President of Senior Care Services and Government Programs. His responsibilities included overseeing Fallon's government product lines serving both aging populations and high-risk populations of all ages, including Fallon's Medicare Advantage, PACE (Program of All-inclusive Care for the Elderly) and SCO (Senior Care Options) plans. Throughout his career with Fallon, Burke has led the organization to grow its government programs business. This growth includes the largest statewide expansion of Medicare Advantage and SCO in the company's history, launching three MassHealth Accountable Care Organizations and making its PACE program among the ten largest in the country. Burke is Chair of the Massachusetts Association of Health Plans (MAHP). He is also a board member at Assumption University, the Worcester Business Development Corporation (WBDC) and the Alliance of Community Health Plans. A graduate of Assumption University, Burke holds a master's degree in political science from Boston College and a master's in business administration from the Johnson School of Management at Cornell University.

Todd Bailey is Fallon Health's Chief Financial Officer and has more than 28 years of experience in the health insurance industry. Bailey is responsible for the company's accounting, financial planning and analysis, strategic cost analysis, actuarial and underwriting, medical economics, network development and management, and risk adjustment and analytics. Bailey joined Fallon from Health Plans, Inc., a Harvard Pilgrim Health Care company, where he led finance, information technology, compliance and regulatory functions as Senior Vice President. Prior to that, Bailey served 16 years with Fallon Health in various leadership roles, most recently as Vice President of Senior Care Services. Bailey received his Bachelor of Science degree in Accounting from Fitchburg State University and Masters of Business Administration from Suffolk University. He lives in Lancaster, Mass.
