J. Michael Lacey is Managing Partner of the Dentons Cairo office. He has worked with Dentons in Cairo since 2002 and has served as Managing Partner since 2007. He is experienced in international construction projects, with a particular focus on privatizations. He has worked on many of the major BOT projects and his experience includes road, port, hospital, airport, power, bridge and airport privatizations. Michael also works with aviation, corporate, energy and environmental projects, including several major dispute adjudications for multi-national clients in the areas of construction insurance, finance, warranties and procurement fraud. Experience Chemonics International Inc: Assisting the client whose acting on behalf of the (USAID) for the Egypt Water Policy and Regulatory Reform (WPRR) Project, to provide legal services to the Government of Egypt on the design, construction, finance, and operation of the project, using a Public Private Partnership (PPP) scheme to expand and upgrade the Alexandria West Wastewater Treatment Plant.

Noor Kapdi is Dentons' Chief Executive Officer for the Africa region. Working out of Cape Town and Johannesburg, he is part of the global leadership of the Firm and is responsible for developing and implementing Dentons' strategy in the Africa region. Under his leadership the Firm's initial presence in Egypt has now grown to 18+ offices across Angola, Kenya, Mauritius, Morocco, Mozambique, Namibia, Nigeria, South Africa, Tanzania, Tunisia, Uganda and Zambia. Noor is a Founding Partner of KapdiTwala (now Dentons) and also the Chairperson of Dentons in South Africa. He is a member of the Global Banking and Finance, Global Corporate and Global Energy, Infrastructure and Project Finance practice groups. He is an experienced commercial lawyer with particular expertise in oil and gas and private equity. He has extensive experience in all aspects of the oil and gas upstream, midstream and downstream sectors. Noor has also been involved in all aspects of the private equity industry and has established his reputation in the region, working closely with provincial and national governments. His extensive knowledge spans all facets of private equity, including, buy-outs, venture capital, fund formation and management, fund investment and advice to professionals operating in this speciality. Clients benefit from his global experience in fundraising, fund structuring and fund management. Noor has served as the deputy chairperson of the Western Cape Investment & Trade Promotion Agency (WESGRO) and as the acting chairperson of the executive committee of the South African Oil and Gas Alliance (SAOGA). He is also a member of the Association of International Petroleum Negotiators (AIPN). Noor was recently awarded the Presidential Award from the Cape Law Society for his work in establishing the first black law firm in South Africa with an international affiliation. In 2021, Noor was ranked by IFLR1000 as a Notable Practitioner for M&A and Project Development in the Energy and Oil and Gas sectors. Experience Confidential client: Negotiating to conclusion a joint venture with a Mozambique based logistics company to execute drilling programme logistics for a major multi-national company.
