The Industrial and Regional Benefits (IRB) policy mandates prime contractors place business activities worth 100% of their contract value in Canada, but that does not entitle Canadian supplier to business, but they must also be fully capable of executing. Industry Canada's IRB policy is an enabler. DiiPAT seeks to bridge the gaps that have traditionally made doing business with lower tier suppliers by prime contractors difficult.
