Admiral Montgomery

Admiral Montgomery served for 32 years in the U.S. Navy as a nuclear trained surface warfare officer, retiring as a Rear Admiral in 2017. His flag officer assignments included Director of Operations (J3) at U. S. Pacific Command; Commander of Carrier Strike Group 5 embarked on the USS George Washington stationed in Japan; and Deputy Director, Plans, Policy and Strategy (J5), at U. S. European Command. He was selected as a White House Fellow and assigned to the National Security Council, serving as Director for Transnational Threats from 1998-2000.

David M. DesRosiers

Dr. Bob Simon

Dr. Bob Simon is an advisor on energy, environment, and the intersection of science, technology and public policy. He served as Principal Advisor to the Director for Energy, Transportation, and Resources at the White House Office of Science and Technology Policy, or OSTP from April 2015 to April 2016. He joined OSTP in 2013. From March to June 2013, he was a Senior Advisor in the Office of Science at the U.S. Department of Energy. From 1999 to 2013, he was the Democratic Staff Director of the U.S. Senate Committee on Energy and Natural Resources, and the full committee Staff Director when Democrats were in the majority in the Senate. His work at the committee contributed to the enactment of 426 public laws in the areas of energy policy, public lands conservation, and natural resources management. He played a major role in the passage of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007. From 1989 to 1998, he was with the U.S. Department of Energy, where he was the founding Executive Director of the Secretary of Energy Advisory Board and then Principal Deputy Director of the Office of Energy Research (1989-1993), and then assigned on detail as a technical and scientific advisor in the U.S. Senate (1993-1998). In 2006, Dr. Simon was elected a Fellow of the American Association for the Advancement of Science, the world's largest general scientific society, for his contributions to integrating science with public policy. A graduate of Ursinus College, Dr. Simon received his PhD in Inorganic Chemistry from MIT.

Dr. Thomas B. Cochran

Dr. Thomas B. Cochran was a senior scientist in the nuclear program and held the Wade Greene Chair for Nuclear Policy at NRDC until he retired in 2016. He served as director of the nuclear program until 2007. He initiated NRDC's Nuclear Weapons Databook project. He also initiated a series of joint nuclear weapons verification projects with the Soviet Academy of Sciences. These include the Nuclear Test Ban Verification Project, which demonstrated the feasibility of utilizing seismic monitoring to verify a low-threshold test ban, and the Black Sea Experiment, which examined the utility of passive radiation detectors for verifying limits on sea-launched cruise missiles. He has served as a consultant to numerous government and non-government agencies on energy, nuclear nonproliferation and nuclear reactor matters. He is a member of the Department of Energy's Nuclear Energy Research Advisory Committee. Previously Dr. Cochran served as a member of DOE's Environmental Management Advisory Board, Fusion Energy Sciences Advisory Board, and Energy Advisory Board; the Nuclear Regulatory Commission's Advisory Committee on the Cleanup of Three Mile Island; and the TMI Public Health Advisory Board. Dr. Cochran is the author of The Liquid Metal Fast Breeder Reactor: An Environmental and Economic Critique (Washington, D.C.: Resources for the Future, 1974) and coeditor/author of the Nuclear Weapons Databook, Volume I: U.S. Nuclear Forces and Capabilities (Cambridge, Massachusetts: Ballinger Press, 1984); Volume II: U.S. Nuclear Warhead Production (1987); Volume III: U.S. Nuclear Warhead Facility Profiles (1987); Volume IV: Soviet Nuclear Weapons (1989); and Making the Russian Bomb: From Stalin to Yeltsin (Boulder, Colorado: Westview Press, 1995). In addition, he has published numerous articles and working papers, including those in SIPRI Yearbook chapters, Arms Control Today, and the Bulletin of the Atomic Scientists. He has coauthored (with Dr. Robert S. Norris) the article "Nuclear Weapons" in the 1990 printing of The New Encyclopedia Britannica (15th edition). Dr. Cochran received his Ph.D. in physics from Vanderbilt University in 1967. He was assistant professor of physics at the Naval Postgraduate School, Monterey, California, from 1967 to 1969; modeling and simulation group supervisor of the Litton Mellonics Division, Scientific Support Laboratory, Fort Ord, California, from 1969 to 1971; and, from 1971 to 1973, a senior research associate at Resources for the Future. Dr. Cochran has been with NRDC since 1973. He is the recipient of the American Physical Society's Szilard Award and the Federation of American Scientists' Public Service Award, both in 1987. As a consequence of his work, NRDC received the 1989 Scientific Freedom and Responsibility Award by the American Association for the Advancement of Science (AAAS). Dr. Cochran is a Fellow of the American Physical Society and the AAAS.

Jim Cunningham is a noted expert on the nation's power system, with more than three decades of experience serving government and industry, providing him with an in-depth, but broad understanding of America's electric infrastructure. John Dyson

John Dyson, chairman of Millbrook Capital Management, has been a political, civic and business leader for more than 50 years. Mr. Dyson, whose achievements include serving as chairman of the New York Power Authority under two governors between 1979-1985, began serving Gov. Hugh Carey as the Commissioner of Agriculture before he was named Commissioner of Commerce, where he led the State's economic resurgence, job development and tourism. Mr. Curley was appointed to the Board of Directors of the United Nations Development Corporation by New York City Mayor Ed Koch. For the U.S. Environmental Protection Agency, Mr. Curley served as Senior Financial Advisor to the Office of International Affairs where he developed national municipal bond banks for water, wastewater, district heating and other municipal infrastructure for both the Russian Federation and Ukraine, designed a revolving fund for water resources for the Ministry of the Environment in the Republic of Georgia and built fifteen rural water systems and developed the national model for rural water finance in the Republic of Kazakhstan. As a member of the Board of the International Rural Water Association, Mr. Curley built water and basic sanitation systems in Honduras, El Salvador, and Guatemala. He continues this work privately today in Guatemala. In 2017, he and a former colleague from the Bloomberg School of Public Health will start writing a book about bringing safe water and basic sanitation to the rural poor in developing countries. The book will be published by the Johns Hopkins University Press. When Mr. Curley is not doing environmental finance, he is writing fiction. His first novel, a thriller entitled YELLOWSTONE: Final Extinction, was published in January 2016. He has recently published a short story entitled "Bridgette's Guardians" and is currently working on a sequel novel entitled The Calypso Virus.

Nathaniel Woodson

Thomas Von Essen
